Cultural heritage is being addressed by a number of charters and conventions and it is clear that its consideration within decision-making processes is progressively becoming a real challenge, both for developers and public authorities. Against this background, this paper reviews the environmental assessment framework developed by the European Community, as this should increasingly influence decision making about cultural heritage in an urban setting. The legislative framework for access to environmental information is also reviewed because of its relevance to the decision-making process.The Directives on Environmental Impact Assessment and Strategic Environmental Assessment both require a consideration of cultural heritage in decision making. This requirement can go some way to addressing the paradox in the European Community's position whereby the community wishes to conserve and enhance its own cultural identity whilst, at the same time, cultural heritage is usually defined at a local level. The present paper suggests that, given their flexibility, the two European Community directives on environmental assessment constitute a promising opportunity to address this seeming paradox, but that there is a significant gap between legal obligations and the methodological tools to meet them. 相似文献

The minerals industry interacts with water in many different ways that can affect the environment and communities. In the context of emerging debates about the status of access to water as a distinct human right and the mining industry’s engagement with human rights discourses, this article highlights points of disconnection between technical, scientific and engineering-based approaches to water management on the one hand and human rights perspectives on the other. We argue that greater understanding and emphasis on the intersecting nature of water and human rights is important from a sustainable development perspective. Better connections will increase the likelihood that mining companies will respect human rights, avoid or mitigate adverse social and environmental risks that occur through their interaction with water and collaboratively identify water-related development opportunities. Discursive, organisational, political and conceptual barriers of these various disconnects are considered and strategies for strengthening points of connection provided. 相似文献

This paper presents initial investigations of a new approach to monitor ecosystem processes in complex terrain on large scales. Metabolic processes in mountainous ecosystems are poorly represented in current ecosystem monitoring campaigns because the methods used for monitoring metabolism at the ecosystem scale (e.g., eddy covariance) require flat study sites. Our goal was to investigate the potential for using nocturnal down-valley winds (cold air drainage) for monitoring ecosystem processes in mountainous terrain from two perspectives: measurements of the isotopic composition of ecosystem-respired CO2 (delta13C(ER)) and estimates of fluxes of CO2 transported in the drainage flow. To test if this approach is plausible, we monitored the wind patterns, CO2 concentrations, and the carbon isotopic composition of the air as it exited the base of a young (approximately 40 yr-old) and an old (>450 yr-old) steeply sided Douglas-fir watershed. Nocturnal cold air drainage within these watersheds was strong, deep, and occurred on more than 80% of summer nights. The depth of cold air drainage rapidly increased to tower height or greater when the net radiation at the top of the tower approached zero. The carbon isotope composition of CO2 in the drainage system holds promise as an indicator of variation in basin-scale physiological processes. Although there was little vertical variation in CO2 concentration at any point in time, we found that the range of CO2 concentration over a single evening was sufficient to estimate delta 13C(ER) from Keeling plot analyses. The seasonal variation in delta 13C(ER) followed expected trends: during the summer dry season delta 13C(ER) became less negative (more enriched in 13C), but once rain returned in the fall, delta 13C(ER) decreased. However, we found no correlation between recent weather (e.g., vapor pressure deficit) and delta 13C(ER) either concurrently or with up to a one-week lag. Preliminary estimates suggest that the nocturnal CO2 flux advecting past the 28-m tower is a rather small fraction (<20%) of the watershed-scale respiration. This study demonstrates that monitoring the isotopic composition and CO2 concentration of cold air drainage at the base of a watershed provides a new tool for quantifying ecosystem metabolism in mountainous ecosystems on the basin scale. 相似文献

Air concentrations of 28 of the most commonly used household pesticides were measured inside nine homes in Jacksonville, Florida, and compared with corresponding outdoor levels. The households selected were sorted into three categories according to the degree of pesticide indoor usage. Personal air monitoring was also performed on one resident of each household by means of a portable sampler, which was kept with the person at all times. Five of the pesticides were found in the air inside of the majority of the homes at concentrations as high as 15 gm–3 (average concentrations, 12 ngm–3 to 2.4 gm–3). Indoor levels were generally one to two ordrrs of magnitude higher than surrounding outdoor air levels and personal air measurements were within ± 50% of corresponding indoor values. To determine if significant differences exist in lead (Pb) accumulation in different bones, especially those most often used for bone-Pb studies in wildlife, we compared Pb concentrations in radius, ulna, humerus, femur, and tibia of Common Eider (Somateria mollissima); and radius/ulna (combined), femur, and tibia of American Woodcock (Scolopax minor). There were no significant differences in bone-Pb concentrations among woodcock bones over a wide range of Pb concentrations (3-311 microg/g). In eider, where bone-Pb concentrations were low (<10 microg/g), leg bones had significantly higher Pb concentrations (approximately 30-40%) than wing bones from the same individuals. The variation among individual birds was greater than the variation among different bones within a bird. Based on our findings, we conclude that one type of bone may be substituted for another in bone-Pb studies although the same bone type should be analyzed for all birds within a study, whenever possible. 相似文献

Subsurface soils near Clyde Forks, Ontario, Canada, can have naturally high concentrations of mercury (Hg) from local geological sources. To investigate Hg in local aquatic food webs, Hg was measured in fish dorsal muscle (mainly yellow perch [YP] and pumpkinseed sunfish [PS]) and surface sediments from 10 regional lakes. Water chemistry, along with fork length, weight, and stable isotopes (delta15N, delta13C, delta34S) in fish were also measured. No lake sediments had elevated (>0.3microg/g dw) Hg, and average Hg concentrations in fish were not sufficiently high (<1microg/g dw) to be of concern for fish-eating wildlife. Variance in fish Hg was best explained by dietary carbon source (delta13C), and certain lake variables (e.g., pH for YP). PS with more pelagic feeding habits had higher delta34S and Hg than those with more littoral feeding habits. Potential biological linkages between fish Hg and delta34S, a parameter that may be related to the lake sulphate-reducing bacteria activity, requires further investigation. 相似文献

The development of regulations to implement Environmental Impact Assessment (EIA) in England and Wales occurred initially as a response to European Community Directive obligations. Since then, a proliferation of regulations has resulted from the need to meet those obligations which were not covered successfully by the first tranche of legislation; the desire to extend the range of project types requiring EIA beyond those specified in the Directive; and the need to respond to changes brought about by privatization.As a result, current regulations relating to EIA are extremely complex and are in a constant state of flux. This inevitably causes problems for those responsible for their implementation. Ten years after the 1985 Environmental Impact Assessment Directive was notified to the Member States, it has undergone a review and the European Commissionhas reached a common position on the proposedamendments.The implementation date for Member States to meet the requirements of the amended Directive is 31 December 1997 (ENDS, 1996). Abstract: A form of lowland, sandplain Fynbos restricted to the Cape Flats near the city of Cape Town is the South African vegetation type most threatened by urban and agricultural development. Cape Flats Fynbos remnants, totaling 4.8 km2 , contain 14 plant species endemic to the Cape Flats scattered through four protected areas and 11 unprotected vegetation fragments on public land. Despite their small size and management problems, the remaining protected areas are under pressure from the public and developers to function as lifeboats, or places of safety, for attractive indigenous plant species from the unprotected areas destined for development because the popular perception is that any indigenous plant population threatened by habitat destruction should be saved by being transplanted into a protected area. The urgency for dealing with the issue of plant rescue in the Cape Town metropolitan area was the catalyst for a workshop held at the University of Cape Town in 1998 to develop protocols for Fynbos plant species translocations. We report on points raised by managers and academics at the workshop, including the selection of target taxa, individuals, and establishment sites, and methods for introduction, and present case histories illustrating possible solutions to the problems encountered. 相似文献

We implemented a program in which emission characterization is enabled through collaborations between academic, US and international non-governmental entities that focus on evaluation, dissemination, and in-use testing, of improved cookstoves. This effort resulted in a study of field and laboratory emissions from traditional and improved biofuel cookstoves. We found that field measured particulate emissions of actual cooking average three times those measured during simulated cooking in the laboratory. Emission factors are highly dependent on the care and skill of the operator and the resulting combustion; these do not appear to be accurately reproduced in laboratory settings. The single scattering albedo (SSA) of the emissions was very low in both lab and field measurements, averaging about 0.3 for lab tests and around 0.5 for field tests, indicating that the primary particles are climate warming. Over the course of three summers in Honduras, we measured field emissions from traditional cookstoves, relatively new improved cookstoves, and “broken-in” improved cookstoves. We found that well-designed improved cookstoves can significantly reduce PM and CO emission factors below traditional cookstoves. For improved stoves, the presence of a chimney generally resulted in lower emission factors but left the SSA unaffected. Traditional cookstoves had an average PM emission factor of 8.2 g kg?1 – significantly larger than previous studies. Particulate emission factors for improved cookstoves without and with chimneys averaged about 6.6 g kg?1 and 4.5 g kg?1, respectively.
