ABSTRACT: The concentrations of iron and sulfate in community water supplies are a concern for a number of areas in southwestern Minnesota. This study used the contingent valuation method to determine how much consumers would be willing to pay to improve their drinking water quality. On average, individuals were willing to pay US$5.25 per month (in 1995 U.S. dollars) to reduce the level of iron and US$4.33 per month to reduce the level of sulfate in their water to the USEPA's secondary standards for drinking water quality. Respondents with negative perceptions of their drinking water quality were willing to pay more to improve water quality. The aggregate annual willingness to pay (WTP) for all consumers in community water systems in southwestern Minnesota that were out of compliance with water quality standards were estimated to be US$2.4 million and US$2.0 million (in 1995 dollars) for reducing the levels of iron and sulfate, respectively. Yet the total WTP of consumers who use small community water systems may not be enough to pay the full cost of providing improved water in those systems. Economies of scale in water treatment and difficulties in financing improvements mean that technical innovation, government assistance, or institutional changes may be needed to improve water quality in these areas.  相似文献

Models of two-patch predator-prey metacommunities are used to explore how the global predator population changes in response to additional mortality in one of the patches. This could describe the dynamics of a predator in an environment that includes a refuge area where that predator is protected and a spatially distinct ("risky") area where it is harvested. The predator's movement is based on its perceived fitness in the two patches, but the risk from the additional mortality is potentially undetectable; this often occurs when the mortality is from human harvesting or from a novel type of top predator. Increases in undetected mortality in the risky area can produce an abrupt collapse of either the refuge population or of the entire predator population when the mortality rate exceeds a threshold level. This is due to the attraction of the risky patch, which has abundant prey due to its high predator mortality. Extinction of the refuge predator population does not occur when the refuge patch has a higher maximum per capita predator growth rate than the exploited patch because the refuge is then more attractive when the predator is rare. The possibility of abrupt extinction of one or both patches from high densities in response to a small increase in harvest is often associated with alternative states. In such cases, large reductions in mortality may be needed to avoid extinction in a collapsing predator population, or to reestablish an extinct population. Our analysis provides a potential explanation for sudden collapses of harvested populations, and it argues for more consideration of adaptive movement in designing protected areas.  相似文献

A habitat monitoring programme, the Northern Ireland Countryside Survey, carried out by the University of Ulster for the Department of the Environment for Northern Ireland, is described. It was based on a random sample of quarter kilometer grid squares, stratified by multivariate land classification. Estimates of change in habitat area between 1987-1992 and 1998 are presented and used to assess policy-related priorities for biodiversity conservation action in widespread habitats in Northern Ireland (NI). The basis of the assessment is Broad Habitats, a classification developed as part of the United Kingdom (UK) Biodiversity Action Plan. Improved Grassland, Neutral Grassland and Bog Broad Habitats occupy the largest area of NI, which holds a large proportion of the UK Neutral Grassland and Fen Marsh and Swamp Broad Habitat resource. The greatest net area increases with time were in Improved Grassland (33%), Coniferous Woodland (12%) and Broadleaved, Mixed and Yew Woodland (9%). The greatest net area decreases were in Neutral Grassland (-32%), Arable and Horticulture (-25%), Fen, Marsh and Swamp (-19%), Bog (-8%) and Calcareous Grassland (-7%). These changes are a function of agriculture, public and private forestry, building construction and peat cutting for fuel. The Key biodiversity issue is seminatural Broad Habitat loss, in particular, Neutral Grassland and Fen, Marsh and Swamp, highlighting the lack of effective action for protecting biodiversity in the countryside as a whole. The extent to which current land use is shown to be driving change, indicates that biodiversity conservation action through implementing landscape-scale agri-environment measures could deliver major biodiversity gains. The reliable information on recent changes, provided by the Northern Ireland Countryside Survey, has been used to guide conservation planning. Future re-survey will allow the effectiveness of the conservation strategy as it applies to the countryside as a whole, to be determined. As decisions on land use increasingly have a strong European dimension, concerted action for protecting biodiversity in the countryside as a whole is needed. This would be promoted by a structured sampling approach, based on standard habitat mapping procedures.  相似文献

Electrical generation units (EGUs) are important sources of nitrogen oxides (NOx) that contribute to ozone air pollution. A dynamic management system can anticipate high ozone and dispatch EGU generation on a daily basis to attempt to avoid violations, temporarily scaling back or shutting down EGUs that most influence the high ozone while compensating for that generation elsewhere. Here we investigate the contributions of NOx from individual EGUs to high daily ozone, with the goal of informing the design of a dynamic management system. In particular, we illustrate the use of three sensitivity techniques in air quality models—brute force, decoupled direct method (DDM), and higher-order DDM—to quantify the sensitivity of high ozone to NOx emissions from 80 individual EGUs. We model two episodes with high ozone in the region around Pittsburgh, PA, on August 4 and 13, 2005, showing that the contribution of 80 EGUs to 8-hr daily maximum ozone ranges from 1 to >5 ppb at particular locations. At these locations and on the two high ozone days, shutting down power plants roughly 1.5 days before the 8-hr ozone violation causes greater ozone reductions than 1 full day before; however, the benefits of shutting down roughly 2 days before the high ozone are modest compared with 1.5 days. Using DDM, we find that six EGUs are responsible for >65% of the total EGU ozone contribution at locations of interest; in some locations, a single EGU is responsible for most of the contribution. Considering ozone sensitivities for all 80 EGUs, DDM performs well compared with a brute-force simulation with a small normalized mean bias (–0.20), while this bias is reduced when using the higher-order DDM (–0.10).

Implications: Dynamic management of electrical generation has the potential to meet daily ozone air quality standards at low cost. We show that dynamic management can be effective at reducing ozone, as EGU contributions are important and as the number of EGUs that contribute to high ozone in a given location is small (<6). For two high ozone days and seven geographic regions, EGUs would best be shut down or their production scaled back roughly 1.5 days before the forecasted exceedance. Including online sensitivity techniques in an air quality forecasting model can provide timely and useful information on which EGUs would be most beneficial to shut down or scale back temporarily.  相似文献

A systematic, experimental investigation into carbamate stability constants using 1H NMR spectroscopy reveals that both steric hindrance and the acid dissociation constant of the parent amine have a significant effect on the stability of the resulting carbamates. Increasing steric hindrance was found to decrease carbamate stability, while increasing pK of the parent amine was found to increase carbamate stability. The carbamate stability constants of monoethanolamine, propylamine, isobutylamine, 2-amino-1-propanol, aminomethylpropanol and methyldiethanolamine were determined as were the carbamate protonation constants of the first four of these amines.  相似文献

PROBLEM: This study evaluated common scaffold safety practices in construction. METHOD: A 150-point checklist was used to evaluate supported scaffold safety practices at 113 scaffolds in nine areas of the eastern United States. RESULTS: Thirty-six scaffolds (31.9%) were either in danger of collapse or missing planking, guardrails, or adequate access. There was a strong statistical correlation between structural flaws and fall protection hazards, and between proper scaffold safety practice and (a) competent persons with scaffold safety training, (b) use of separate scaffold erection contractors, and (c) scaffolds that were not simple frame types. A slightly weaker correlation was found with union status of the scaffold erector, and no correlation was found with geography, site size, number of scaffold users, and trade working on the scaffold. DISCUSSION: Recommendations are made for safer scaffold practice, including a simple four-factor scaffold inspection method. IMPACT ON INDUSTRY: Implementation of the four-factor method could result in a cost-effective way to identify unsafe scaffolds.  相似文献

Broiler litter, a mixture of poultry excreta and bedding material, is commonly used to fertilize grasslands in the southeastern USA. Previous work has shown that under certain situations, application of broiler (Gallus gallus domesticus) litter to grasslands may lead to elevated levels of phosphorus (P) in surface runoff. The EPIC simulation model may be a useful tool to identify those situations. This work was conducted to evaluate EPIC's ability to simulate event and annual runoff volume and losses of dissolved reactive phosphorus (DRP) from tall fescue (Festuca arundinacea Schreb.)-bermudagrass [Cynodon dactylon (L.) Pers.] paddocks fertilized with broiler litter. The EPIC simulations of event runoff volume showed a trend toward underestimation, particularly for runoff events >30 mm. On an annual basis, EPIC also tended to underestimate runoff, especially at runoff volumes > 100 mm. Both event and annual runoff estimations were strongly associated with observed values, indicating that model calibration could improve the simulation of surface runoff volume. The relationship between simulated and observed values of DRP loss was relatively poor on an event basis (r=0.65), but was stronger (r=0.75) on an annual basis. In general, EPIC tended to underestimate annual DRP losses. This underestimation was apparently caused by the lack of an explicit mechanism to model broiler litter on the soil surface. These results suggested that additional work on the EPIC P submodel would be warranted to improve its simulation of surface application of broiler litter to grasslands.  相似文献

PROBLEM: Accidents involving temporary access systems, particularly temporary scaffolds, account for a large proportion of injuries in the construction industry worldwide. METHOD: This paper outlines the development of a prototype decision aid (SCAFPASS, an abbreviation for Scaffold Planning Aid for System Safety) to promote access scaffold safety. It was guided by an examination of the root-causes and management deficiencies apparent in: (a) paper-based files of 186 access-related incidents held by the Health and Safety Executive (HSE) in the UK; and (b) computer-based files of 2,910 incidents appearing in the HSE database between 1997 to 2000. RESULTS: The more frequent root-causes included the fitting of defective components, unauthorized modification of the structure, omission of barriers, and errors resulting in simple, readily detectable structural faults. Common managerial deficiencies included failure to control risk, unsafe methods and procedures, and inadequate training and supervision. IMPACT ON INDUSTRY: SCAFPASS aims to avoid these root-causes by improving safety management from the outset and throughout all phases of a project.  相似文献

PROBLEM: Contact with objects and equipment is the third leading cause of death in construction. This study examines heavy equipment- and truck-related deaths in the excavation work industry in construction. METHODS: The Bureau of Labor Statistics Census of Fatal Occupational Injuries identified 253 heavy equipment related deaths on construction sites in the Excavation Work industry for the years 1992-2002. RESULTS: Heavy equipment operators and construction laborers made up 63% of the heavy equipment- and truck-related deaths. Backhoes and trucks were involved in half the deaths. Rollovers were the main cause of death of heavy equipment operators. For workers on foot and maintenance workers, being struck by heavy equipment or trucks (especially while backing up for workers on foot), and being struck by equipment loads or parts were the major causes of death. DISCUSSION: Ensuring adequate rollover protective structures for heavy equipment, requiring fastening of seat belts, adoption of a lock-out/tagout standard, establishing restricted access zones around heavy equipment, and requiring spotters for workers who must be near heavy equipment or trucks would reduce the risk of heavy equipment- and truck-related deaths in construction. IMPACT ON INDUSTRY: Safety of heavy equipment operators in particular is a major concern in excavation that needs to be addressed.  相似文献

PROBLEM: Work on aerial lift platforms exposes workers to fall hazards. The objective of this study was to identify the most common injury scenarios and determine current research gaps for addressing fall incidents associated with aerial lifts. METHODS: Three databases were searched: Census of Fatal Occupational Injuries (CFOI), NIOSH Fatality Assessment and Control Evaluation (FACE) reports, and OSHA Incident Investigation Records. RESULTS: The majority of falls/collapses/tipovers were within the height-category of 10-29 feet. Tipovers comprised 44-46% of boom-lift falls and 56-59% of scissor-lift falls. Constructing and repairing activities were most commonly associated with fall/collapse/tipover incidents. DISCUSSION: CFOI and OSHA/FACE show convergent data, suggesting similar scenarios for aerial lift tipovers. IMPACT ON INDUSTRY: The analysis provides the aerial lift industry information to prioritize their efforts on aerial lift design.  相似文献
