Bovine tuberculosis (bovine TB) is an important and controversial animal health policy issue in England, which impacts humans, cattle and badgers. The government policy of badger culling has led to widespread opposition, in part due to the conclusions of a large field trial recommending against culling, and in part because badgers are a cherished wildlife species. Animal rights (AR) theorists argue that sentient nonhumans should be accorded fundamental rights against killing and suffering. In bovine TB policy, however, pro-culling actors claim that badgers must be culled to avoid the slaughter of cattle. The first part of the paper compares AR theories of Regan, Francione, Cochrane, Garner and Donaldson and Kymlicka in the context of wildlife species. The second part of the paper applies these AR theories to bovine TB and badger control. AR theories are applied to badger control policy options of (1) do nothing, (2) badger culling, and (3) badger vaccination. We conclude that AR theories are strongly opposed to badger culling. In general, culling is prohibited due to a badger’s right to life and its rights against suffering. The AR theories support a do-nothing, i.e. non-culling, non-vaccination approach to badger control. In the case of the AR theories of Regan and Francione, this is based on abolitionist positions with respect to farming. For Cochrane, Garner, and Donaldson and Kymlicka, the do-nothing policy option is preferred because badger vaccination causes a degree of suffering which generally is not for the individual’s benefit.  相似文献

Stable isotope ratios and fatty acid signature analyses were employed to examine the fine-scale population structure of a year-round resident population of 600–800 bottlenose dolphins (Tursiops truncatus) in the Indian River Lagoon (IRL), Florida. The IRL, a 250-km-long estuary running along the central east coast of Florida (28.0°N, 80.6°W), is comprised of the northern and southern IRL, Mosquito Lagoon (ML), Banana River (BR), and St. Lucie Estuary. Samples of skin and blubber were collected from dead stranded (n = 61, 1994–2004) and live dolphins (n = 153, 2002–2007, 2010, 2011) from throughout the IRL and surrounding environs. Using stable isotopes (SI), dolphins could be assigned to a ML subpopulation, a St. Lucie Estuary subpopulation, and an IRL subpopulation. Fatty acid signature analysis (FASA) allowed for finer resolution, detecting ML and BR subpopulations, a separation of northern and southern IRL subpopulations, and a St. Lucie Estuary subpopulation. Differences between sexes were detectable within subpopulations using FASA, but not using SI. This may indicate that males and females are foraging in similar locations at a similar trophic level (detected using SI), but are varying in the types or proportions of specific prey (indicated by FASA). The combination of these complementary analyses results in a powerful tool for assessing fine-scale population substructure.  相似文献

Bovine tuberculosis (bovine TB) is the most important animal health and welfare policy issue in Britain. Badgers are a wildlife reservoir of disease, although the eight-year Independent Scientific Group (ISG) Randomised Badger Culling Trial concluded with a recommendation against culling. The report advised government that bovine TB could be controlled, and ultimately eradicated, by cattle-based measures alone. Despite the ISG recommendation against culling, the farming and veterinary industries continued to lobby government for a badger cull. The 2005–2010 Labour government followed the ISG advice and decided against a cull. The 2010–2015 Coalition and the 2015-present Conservative governments have followed a badger culling policy. This paper investigates whether a virtuous government would cull badgers. It provides an overview of virtue theory in the context of government animal health and welfare policy. Bovine TB and badger control policy options are then analysed in the context of the virtues of justice, wisdom, integrity, loyalty, curiosity, trust, empathy, compassion and aesthetics. Justice is the first virtue of government, and badger culling is seriously problematic from a virtue perspective given that five badgers are culled per cow that avoids slaughter as a result. Analysis based on other virtues strongly suggests that government should not cull badgers. The paper concludes that a virtuous government would not cull badgers as part of policy to control bovine TB in cattle.  相似文献

Control of sedimentation in large reservoirs requires soil conservation at the catchment scale. In large, heterogeneous catchments, soil conservation planning needs to be based on sound information, and set within the framework of a sediment budget to ensure that all of the potentially significant sources and sinks are considered. The major sources of sediment reaching the reservoir, Lake Argyle, in tropical northwestern Australia, have been determined by combining measured sediment fluxes in rivers with spatial tracer-based estimates of proportional contributions from tributaries of the main stream entering the lake, the Ord River. The spatial tracers used are mineral particle magnetics, the strontium isotopic ratio, and the neodymium isotopic ratio. Fallout of 137Cs has been used to estimate the proportion of the sediment in Lake Argyle eroded from surface soils by sheet and rill erosion, and, by difference, the proportion eroded from subsurface soils by gully and channel erosion. About 96% of the sediment in the reservoir has come from less than 10% of the catchment, in the area of highly erodible soils formed on Cambrian-age sedimentary rocks. About 80% of the sediment in the reservoir has come from gully and channel erosion. A major catchment revegetation program, designed to slow sedimentation in the reservoir, appears to have had little effect because it did not target gullies, the major source of sediment. Had knowledge of the sediment budget been available before the revegetation program was designed, an entirely different approach would have been taken.  相似文献

A recent draft report from the U.S. Environmental Protection Agency's Robert S. Kerr Environmental Research Laboratory in Ada, Oklahoma, entitled ?General Methods for Remedial Operation Perforrmance Evaluation,”? establishes protocols for evaluating and optimizaing the performance of groundwater pump-and-treat systems (EPA 1992). For the first time, EPA proposes guidelines for determining when these systems can be terminated, regardless of whether a site's remediation goals are met. This column reviews the chemical and physical limits of pump-and-treat technology and discusses how these protocols can improve pump-and-treat performance and determine when it may be time to pull the plug.  相似文献

As part of their commitment under the Rio Convention,1 nations are required to report annual calculated emissions of greenhouse gases. The fluorine containing members of this group, which are generally potent greenhouse gases with high Global Warming Potentials, are mainly used in refrigeration and air conditioning. They are emitted only slowly from such systems; hence long term containment is an important engineering and environmental issue. European legislation is designed to effect improvements in containment and a simple way to monitor this would be desirable.The reports submitted by European countries have been examined to determine the extent to which containment (expressed as the rate of emission from the bank remaining in equipment) has changed with time. Although there is a wide variation between countries, the annual emission rates of most of the gases used in refrigeration have improved significantly over the past 10 years and now represent between 5 and 10% of the bank still contained in equipment. This implies that it would take between 10 and 20 years for the original mass of refrigerant charged into a system to be released into the atmosphere.  相似文献
