The exploration of offshore areas for hydrocarbons has involved new technical and economic considerations and has posed new problems, not the least of which has been the changing relationship between companies and governments. In this article, the authors present an analysis of the different perspectives and policies which emanate from national governments on the one hand and from transnational oil companies on the other. The issues examined include the considerations involved in establishing exploration legislation, post-discovery problems, the impact on revenues of increased production, the interests of companies in developing fields and the overall economic environment within which decisions have to be agreed.  相似文献

Biogeographic theory predicts that rare species occur more often in larger, less‐isolated habitat patches and suggests that patch size and connectivity are positive predictors of patch quality for conservation. However, in areas substantially modified by humans, rare species may be relegated to the most isolated patches. We used data from plant surveys of 81 meadow patches in the Georgia Basin of Canada and the United States to show that presence of threatened and endangered plants was positively predicted for patches that were isolated on small islands surrounded by ocean and for patches that were isolated by surrounding forest. Neither patch size nor connectivity were positive predictors of rare species occurrence. Thus, in our study area, human influence, presumably due to disturbance or introduction of competitive non‐native species, appears to have overwhelmed classical predictors of rare species distribution, such that greater patch isolation appeared to favor presence of rare species. We suggest conservation planners consider the potential advantages of protecting geographically isolated patches in human‐modified landscapes because such patches may represent the only habitats in which rare species are likely to persist. Fire influences the distribution of fauna in terrestrial biomes throughout the world. Use of fire to achieve a mosaic of vegetation in different stages of succession after burning (i.e., patch‐mosaic burning) is a dominant conservation practice in many regions. Despite this, knowledge of how the spatial attributes of vegetation mosaics created by fire affect fauna is extremely scarce, and it is unclear what kind of mosaic land managers should aim to achieve. We selected 28 landscapes (each 12.6 km2) that varied in the spatial extent and diversity of vegetation succession after fire in a 104,000 km2 area in the semiarid region of southeastern Australia. We surveyed for reptiles at 280 sites nested within the 28 landscapes. The landscape‐level occurrence of 9 of the 22 species modeled was associated with the spatial extent of vegetation age classes created by fire. Biogeographic context and the extent of a vegetation type influenced 7 and 4 species, respectively. No species were associated with the diversity of vegetation ages within a landscape. Negative relations between reptile occurrence and both extent of recently burned vegetation (≤10 years postfire, n = 6) and long unburned vegetation (>35 years postfire, n = 4) suggested that a coarse‐grained mosaic of areas (e.g. >1000 ha) of midsuccessional vegetation (11–35 years postfire) may support the fire‐sensitive reptile species we modeled. This age class coincides with a peak in spinifex cover, a keystone structure for reptiles in semiarid and arid Australia. Maintaining over the long term a coarse‐grained mosaic of large areas of midsuccessional vegetation in mallee ecosystems will need to be balanced against the short‐term negative effects of large fires on many reptile species and a documented preference by species from other taxonomic groups, particularly birds, for older vegetation. Abstract:  Conservation easements are one of the primary tools for conserving biodiversity on private land. Despite their increasing use, little quantitative data are available on what species and habitats conservation easements aim to protect, how much structural development they allow, or what types of land use they commonly permit. To address these knowledge gaps, we surveyed staff responsible for 119 conservation easements established by the largest nonprofit easement holder, The Nature Conservancy, between 1985 and 2004. Most easements (80%) aimed to provide core habitat to protect species or communities on-site, and nearly all were designed to reduce development. Conservation easements also allowed for a wide range of private uses, which may result in additional fragmentation and habitat disturbance. Some residential or commercial use, new structures, or subdivision of the property were permitted on 85% of sampled conservation easements. Over half (56%) allowed some additional buildings, of which 60% restricted structure size or building area. Working landscape easements with ranching, forestry, or farming made up nearly half (46%) of the easement properties sampled and were more likely than easements without these uses to be designated as buffers to enhance biodiversity in the surrounding area. Our results demonstrate the need for clear restrictions on building and subdivision in easements, research on the compatibility of private uses on easement land, and greater public understanding of the trade-offs implicit in the use of conservation easements for biodiversity conservation.  相似文献

Use-Values of Tree Species in a Communal Forest Reserve in Northeast Peru   总被引:3,自引:0,他引:3  
Abstract: Several rural villages in the department of Loreto, in northeast Peru, have sought to protect local control over access to natural resources by establishing communal reserves. Most of Loreto's villages have heterogeneous populations of detribalized Indians and mestizos, called ribereños (people of the riverbanks). The communal reserves of ribereño villages currently have no legal status, but are regulated by written communal rules and are actively guarded by community members.
An inventory of trees greater than 10 cm in diameter was conducted in one ribereño communal reserve, a fifty-year-old secondary forest. A doubly random sampling procedure was used producing a total sample size of 7.5 ha Tree species utilized by community members were found to comprise 60% of the total number of species sampled. Uses were divided into six categories: food construction, crafts remedy, commerce, and other "use-values" were assigned to each species, based on an ordinal system developed by Prance et al. (1987). The presence or absence of markets for specific forest products was found to be a major determinant of that species' overall use-value to ribereño populations. Neither the existing markets nor the lack of firm land or resource tenure for ribereño communal reserves encourages sustained management of forest resources.  相似文献

Abstract:  Chytridiomycosis, caused by the fungal pathogen Batrachochytrium dendrobatidis , is an emerging infectious disease implicated in declines of amphibian populations around the globe. An emerging infectious disease is one that has recently been discovered; has recently increased in incidence, geography, or host range; or is newly evolved. For any given outbreak of an emerging disease, it is therefore possible to state two hypotheses regarding its origin. The novel pathogen hypothesis states that the disease has recently spread into new geographic areas, whereas the endemic pathogen hypothesis suggests that it has been present in the environment but recently has increased in host range or pathogenicity. Distinguishing between these hypotheses is important, because the conservation measures needed to slow or stop the spread of a novel pathogen are likely to differ from those needed to prevent outbreaks of an endemic pathogen. Population genetics may help discriminate among the possible origins of an emerging disease. Current evidence suggests chytridiomycosis may be a novel pathogen being spread worldwide by carriers; until we know how much genetic variation to expect in an endemic strain, however, we cannot yet conclude that B. dendrobatidis is a novel pathogen.  相似文献
