Across the western United States, environmental water transaction programs (EWTPs) restore environmental flows by acquiring water rights and incentivizing changes in water management. These programs have evolved over several decades, expanding from relatively simple two‐party transactions to multiobjective deals that simultaneously benefit the environment and multiple water‐using sectors. Such programs now represent an important water management tool and provide an impetus for collaboration among stakeholders; yet, most evaluations of their effectiveness focus exclusively on environmental outcomes, without adequate attention to impacts on other water users or local economies. To understand how these programs affect stakeholders, a systematic, multiobjective evaluation framework is needed. To meet this need, we developed a suite of environmental and socioeconomic indicators that can guide the design and track the implementation of water transaction portfolios, and we applied them to existing EWTPs in Oregon and Nevada. Application of the indicators quantifies impacts and helps practitioners design water transaction portfolios that avoid unintended consequences and generate mutually beneficial outcomes among environmental, agricultural, and municipal interests.  相似文献

The hydrological conditions of the Lower Mekong Basin support a multitude of ecosystem services. Processes that influence water flow in the Mekong River will thus have implications for the tens of millions of people whose livelihoods depend on these services. This study presents an assessment of livelihood susceptibility to hydrological change in the Lower Mekong Basin. Using an index‐based approach, susceptibility scores were calculated for 2,703 households. Using those scores, we compared average household susceptibility across the basin, among countries and among eco‐zones. Due to their greater livelihood dependency on water‐related activities, mean household susceptibility was higher in Vietnam than in Cambodia, Laos, or Thailand. Households in Northern Laos also had high susceptibility, which was attributed to their low adaptive capacity. The findings suggest that policies aimed at reducing vulnerability to hydrological change in the Lower Mekong Basin should account for geographic context. Further, they highlight how policies may be able to strategically target the most susceptible households, but that poorly designed policies have the potential to exacerbate vulnerability. In the face of high uncertainty surrounding hydrological change in the Lower Mekong Basin, our assessment of susceptibility should help inform precautionary water management policies and provide baseline information needed for more comprehensive vulnerability assessments.  相似文献

The discharge of wastewater from sewage treatment plants is one of the most common forms of pollution to river ecosystems, yet the effects on aquatic invertebrate assemblages have not been investigated in a controlled experimental setting. Here, we use a mesocosm approach to evaluate community responses to exposure to different concentrations of treated wastewater effluents over a two week period. Multivariate analysis using Principal Response Curves indicated a clear, dose-effect response to the treatments, with significant changes in macroinvertebrate assemblages after one week when exposed to 30% effluent, and after two weeks in the 15% and 30% effluent treatments. Treatments were associated with an increase in nutrient concentrations (ammonium, sulfate, and phosphate) and reduction of dissolved oxygen. These findings indicate that exposure to wastewater effluent cause significant changes in abundance and composition of macroinvertebrate taxa and that effluent concentration as low as 5% can have detectable ecological effects.  相似文献

The aim of this study was to verify that in a hot environment, the subjective state could affect cognitive performance before any increase in core temperature. Eighteen volunteers performed a planning (OTS) and a reaction time task in hot and control environments. Before starting the cognitive assessment, subjects completed the Positive and Negative Affect Schedule (PANAS) and provided subjective measures of thermal comfort and thermal sensation. Our results showed that while simple tasks were not affected, complex cognitive task performance was significantly reduced in the HOT. Furthermore, although subjects responded faster during the complex task (OTS) they took longer to find the correct solution. Within the 15 min of heat exposure, skin temperature (Tskin) significantly increased by ∼3 °C. However, core temperature remained unchanged and there were cortical excitability alterations that could have influenced cognitive performance. Therefore, the increase in Tskin appears to be a sufficient physiological response to alter the subjective state of individuals and impair effective decision-making that could have important consequences in occupational settings.  相似文献

Although marine protected areas can simultaneously contribute to biodiversity conservation and fisheries management, the global network is biased toward particular ecosystem types because they have been established primarily in an ad hoc fashion. The optimization of trade‐offs between biodiversity benefits and socioeconomic values increases success of protected areas and minimizes enforcement costs in the long run, but it is often neglected in marine spatial planning (MSP). Although the acquisition of spatially explicit socioeconomic data is perceived as a costly or secondary step in MSP, it is critical to account for lost opportunities by people whose activities will be restricted, especially fishers. We developed an easily reproduced habitat‐based approach to estimate the spatial distribution of opportunity cost to fishers in data‐poor regions. We assumed the most accessible areas have higher economic and conservation values than less accessible areas and their designation as no‐take zones represents a loss of fishing opportunities. We estimated potential distribution of fishing resources from bathymetric ranges and benthic habitat distribution and the relative importance of the different resources for each port of total catches, revenues, and stakeholder perception. In our model, we combined different cost layers to produce a comprehensive cost layer so that we could evaluate of trade‐offs. Our approach directly supports conservation planning, can be applied generally, and is expected to facilitate stakeholder input and community acceptance of conservation.  相似文献

Management of the land–sea interface is essential for global conservation and sustainability objectives because coastal regions maintain natural processes that support biodiversity and the livelihood of billions of people. However, assessments of coastal regions have focused strictly on either the terrestrial or marine realm. Consequently, understanding of the overall state of Earth's coastal regions is poor. We integrated the terrestrial human footprint and marine cumulative human impact maps in a global assessment of the anthropogenic pressures affecting coastal regions. Of coastal regions globally, 15.5% had low anthropogenic pressure, mostly in Canada, Russia, and Greenland. Conversely, 47.9% of coastal regions were heavily affected by humanity, and in most countries (84.1%) >50% of their coastal regions were degraded. Nearly half (43.3%) of protected areas across coastal regions were exposed to high human pressures. To meet global sustainability objectives, all nations must undertake greater actions to preserve and restore the coastal regions within their borders.  相似文献
