Residents in Paso del Norte (El Paso, Texas; Sunland Park, New Mexico; and Juárez, Mexico) have been concerned about heavy metal contamination in their communities since the 1970s, when high blood lead levels were found in children living in Smeltertown – a company town for the local metals smelter. After the smelter's closure in 1999, and throughout onsite and offsite cleanup efforts, residents have continued to express concerns about these contamination issues. Using a politics of scale framework and analysing ethnographic data and government, media and scientific documents, this paper identifies a set of major disjunctures between the scales of heavy metal contamination and the scales at which that contamination is regulated. These disjunctures exacerbate regional environmental injustice by complicating public participation, neglecting vulnerability and displacing hazards to new communities. Consequently, applying a politics of scale framework to this case study highlights regulatory and policy failures to address environmental justice.  相似文献

A combined system comprised of a cloth media filter and a membrane microfilter operated in series was used to treat secondary effluent. The study objective was to investigate the effect of premembrane filtration on the maximum sustainable membrane flux, transmembrane pressure, and effluent quality. The maximum sustainable time-averaged flux under predefined operating conditions (i.e., 15-minute process cycle, 24-hour chemical cleaning cycle, and 30-day intensive cleaning cycle) was 127 L/m(2)x h. Typical flux rates for secondary effluent ranged from 40 to 55 L/m(2) x h. Effluent water quality from the combined system was high and independent of membrane flux and influent quality. Average membrane effluent water quality values were 0.04 NTU for turbidity and 1.4 mg/L for 5-day biochemical oxygen demand. Neither total nor fecal coliforms were detected. Based on the results presented herein, prefiltration would provide an annualized cost savings of approximately 12% over microfiltration alone for a 3.8 x 10(3) m(3)/d treatment facility.  相似文献

This study addressed some conceptual issues central to understanding human reactions to dangerous settings and empirically explored the meaning of physically dangerous work in three different occupational groups (street patrol officers, n=96; investigators, n=21; and clerical and support service workers, n=60) practicing in the same organizational setting (city police department). Objective hazards, estimated with occupational risk statistics, explained 56 per cent of the variation in experienced physical danger which, in turn, significantly heightened emotional exhaustion, dissatisfaction with pay, and disaffection from the employing organization, in the street patrol officer group only, perceived physical danger significantly correlated with task variety, task significance and feedback. The data are interpreted to mean that for street patrol officers, experienced physical danger adds a modicum of enrichment and significance to the work itself. One theme of the analysis is that potentially stigmatic features of the work can be transformed into socially meaningful illusions that enhance the personal dignity of the performer (cf. Hughes, 1958). However, the dominant theme is that physically dangerous work produces fear and related affective distress. Further research on this topic is recommended because of the affective and behavioral consequences of perceived physical danger and also because definitions and meanings of dangerous work are socially, politically and morally important.  相似文献

During April 2007 through September 2008, the USGS collected hydrogeologic and water-quality data from a site on the Bogue Phalia to evaluate the role of groundwater and surface-water interaction on the transport of nitrate to the shallow sand and gravel aquifer underlying the Mississippi Alluvial Plain in northwestern Mississippi. A two-dimensional groundwater/surface-water exchange model was developed using temperature and head data and VS2DH, a variably saturated flow and energy transport model. Results from this model showed that groundwater/surface-water exchange at the site occurred regularly and recharge was laterally extensive into the alluvial aquifer. Nitrate was consistently reported in surface-water samples (n = 52, median concentration = 39.8 μmol/L) although never detected in samples collected from in-stream piezometers or shallow monitoring wells adjacent to the stream (n = 46). These two facts, consistent detections of nitrate in surface water and no detections of nitrate in groundwater, coupled with model results that indicate large amounts of surface water moving through an anoxic streambed, support the case for denitrification and nitrate loss through the streambed.  相似文献

The Klippel-Trenaunay-Weber syndrome is a complex developmental disorder of the vascular and skeletal systems. While many features of the syndrome are congenital, it has not been diagnosed often before birth. This paper describes a case of Klippel-Trenaunay-Weber syndrome diagnosed at 19 weeks' gestation on the basis of sonographic findings and family history. The clinical variability of the syndrome is emphasized and the importance of family history in differential diagnosis is stressed.  相似文献

A systematic investigation of the effect of coagulant type and dose and temperature, mixing, and water quality on subsequent charge neutralization and removal of phosphorus and fine particles from urban and/or stormwater runoff entering Lake Tahoe (Sierra Nevada mountains, western United States) was conducted. Dosing based on streaming current values resulted in turbidities of less than 10.9 +/- 0.35 NTU and filterable and total phosphorus concentrations of less than 9.83 +/- 0.54 and 25.6 +/- 5.71 microg/L, respectively. Inadequate slow mixing could be partially compensated for by increased settling time; however, such quiescent conditions are difficult to obtain in natural systems. For prehydrolyzed forms of aluminum, high intensity rapid mixing was counterproductive. Several classes of coagulants responded robustly to water quality and temperature changes. However, polyaluminum chlorides modified with silica or sulfate, with low to medium basicity, were consistently the best performers in these tests, in terms of simultaneously removing phosphorus and fine particles under a wide range of operating conditions with low doses.  相似文献

This paper discusses the concepts of effective migration velocity and specific collector area as derived from the Deutsch equation. These two factors are commonly used as a means of specifying plant size and comparing proposals by different suppliers.It is demonstrated that effective migration velocity is not a constant dependent only on the fuel, being subject to large variations according to various features of the design of the precipitator. It is also shown that specific collector area cannot be used without at the same time considering the contact time of the gases in the electrostatic field.The removal of dust by a precipitator is carried out in two stages. The dust is first deposited on the collecting electrode, and a layer of significant thickness must be allowed to form so that when, in the second stage, it is dislodged by rapping, the layer breaks into agglomerated masses sufficiently large to fall into the hoppers below the collecting electrodes before being carried by the moving gas stream into the outlet flue. This requires that the frequency of rapping of each field of the precipitator shall be set at the correct rate according to the concentration of dust entering the field.Currently much stress is being placed on the intensity of the rapping blow and there is a tendency to specify increasing values of this blow. Due to the necessity of allowing a layer of dust to form, no increase in rapping intensity can overcome the effect of highly resistive dust. While the rapping force must be enough to shear the dust layer, any increase above this level is likely to result in the breakdown of agglomerates with an increase in dust emission and may also cause metal fatigue problems.  相似文献

DOI: 10.1111/j.1752-1688.2010.00488.x Abstract: The United States (U.S.) federal standard for arsenic in potable water systems is only the second water quality standard in which the U.S. Environmental Protection Agency (USEPA) administrator used “discretionary authority to establish a less stringent standard” based on the results of cost-benefit analyses. Based on the findings that a “standard of 3 μg/l would be feasible but not justified,” the revised maximum contaminant level (MCL) lowered the allowable arsenic concentration from 50 to 10 μg/l in 2002. In 2009, approximately 145 systems in California were out of compliance. The objectives were to gather performance and cost data from arsenic treatment systems in California to compare with data from the USEPA demonstration sites as well as with the USEPA affordability metrics for drinking water. The median cost of compliance with the revised arsenic MCL for the 36 surveyed systems was $1.95/1,000 gallons (2008 dollars), which is 69% of the average cost of delivered tap water in the U.S. in 2008 ($2.81/1,000 gallons). Additionally, 22% of the surveyed systems in California paid more than the maximum predicted cost of compliance with the revised arsenic MCL ($5.05/1,000 gallons). The largest variation in cost was seen in the systems that treated <500 gpm. For the systems utilizing adsorption, systems obtained between 20 and 80% of the expected bed volumes prior to breakthrough, indicating the need for better prediction of performance.  相似文献

The handicap principle suggests that ornamental traits that function as honest signals in mate selection must be costly to be effective. We evaluated in the sexually monochromatic yellow-eyed penguin (Megadyptes antipodes) whether the carotenoid-derived plumage and eye coloration predicts parental quality and whether males and females within pairs mate assortatively in relation to these carotenoid-derived ornaments. In addition, we investigated whether age or body condition was related to the coloration of the ornamental traits. In yellow-eyed penguins, parental quality of males and females was predicted by eye and head plumage coloration. Even when we controlled for gender- and age-specific differences, eye and head plumage coloration reflected honestly parental quality. Males and females mated assortatively in relation to these ornamental traits. While age influenced coloration of both the eye and head plumage, body condition was related only to the saturation of plumage coloration. These results provide evidence that the carotenoid-derived ornaments in yellow-eyed penguins reflect the parental abilities of birds and, therefore, may be costly signals. Potentially, female and male yellow-eyed penguins could use eye and plumage coloration as an indirect cue in assessing age and quality of individual birds during mate choice. This is only the second study to examine plumage coloration in relation to sexual selection in penguins, while conspicuous ornamental traits in other species of penguin beg the question whether they also play a role in sexual selection.Electronic Supplementary Material Supplementary material is available in the online version of this article at Communicated by C.R. Journal of the American Water Resources Association (JAWRA) 48(2): 336‐354. DOI: 10.1111/j.1752‐1688.2011.00616.x Abstract: Memphis, the largest city in the state of Tennessee, and its surrounding suburbs depend on a confined aquifer, the Memphis aquifer, for drinking water. Concern over the potential for downward movement of water from an overlying shallow aquifer to the underlying Memphis aquifer provided impetus for monitoring groundwater quality within the shallow aquifer. The occurrence of volatile organic compounds (VOCs), nitrate, and pesticides in samples from the shallow well network indicate a widespread affect on water quality from the overlying urban land use. Total pesticide concentration was generally higher in more recently recharged groundwater indicating that as the proportion of recent water increases, the occurrence of pesticides related to the current urban land use also increases. Groundwater samples with nitrate concentrations greater than 1.5 mg/l and detectable concentrations of the pesticides atrazine and simazine also had higher concentrations of chloroform, a VOC primarily associated with urban land use, than in other samples. The age of the water from these wells indicates that these concentrations are most likely not representative of past agricultural use, but of more recent urban use of these chemicals. Given that the median age of water represented by the shallow well network was 21 years, a lag time likely exists between changes in land use and the occurrence of constituents related to urbanization in shallow groundwater.  相似文献
