It is a common experience that public administrations tend to shy away from the explicit acknowledgment of quantitative risk
levels. Faced with extreme concentrations of population and of industrial activities, including LPG and liquid chlorine storage,
within a very small land area, Hong Kong has faced up to the issue of major man-made hazards by “thinking the unthinkable”
and adopting explicit risk guidelines. This article describes how these guidelines were developed and the arguments that led
to their adoption. It is emphasized that the risk guidelines are not rigid standards but simply a method of focusing decision
making and ensuring that any decision to contravene the guidelines is taken at an appropriately senior level in the administration.
The way in which the guidelines have been incorporated intimately into the planning and decision-making process is described
and details are given on how this has led to the implementation of a variety of measures that have greatly reduced both societal
and individual risk from certain types of chemical storage and chemical processing installations in Hong Kong.

PROBLEM: Motor-vehicle accidents are one of the major causes of injury in most motorized countries. Driver distractions have been suggested as a contributor to traffic accidents. Moreover, age of the driver seems to have a role in the relationship between distractions and car crashes. But very few studies have investigated the effect of driver's age on this relationship. This exploratory study investigated the association between distractions, both inside and outside the vehicle, and the increased risk of car crash injury among drivers across different ages. METHOD: This study used a case series design to analyze data routinely collected by the NSW police in Australia. A special focus of this study was on how drivers' age affects the risk of car crash injury, which was determined by using a well-documented risk estimation methodology. RESULTS: The results obtained indicated that drivers of all ages, on the whole, are more susceptible to distractions inside the vehicle than distractions coming from outside. Age was shown to affect the relationship between in-vehicle distraction and the risk of car crash injury. A separate analysis was also conducted on hand-held phone usage while driving with results supplementing previous findings reported in the literature. A laboratory experiment was conducted to test whether anti-predator responses could be induced in the green mussel, Perna viridis, on exposure to waterborne cues from two predators, the muricid gastropod, Thais clavigera, and the portunid crab, Thalamita danae, and from damaged conspecifics. There were five treatments in this study. Aquaria of two treatments housed either Thalamita danae or Thais clavigera. Another three treatments housed only intact mussels, broken and intact mussels, or no mussels. No significant differences were found among these five treatments in final shell weight and tissue dry weight. Induced defensive responses were predator-specific. Experimental mussels exposed to waterborne cues of T. clavigera had a higher percentage increase in shell length, height and width, whereas those exposed to waterborne cues of T. danae had a higher percentage increase in shell width and height. Mussels raised in the presence of crabs developed thicker shell at the umbo and lip margin, whereas mussels raised in the presence of gastropods had thicker shell lip. Predator preference for mussels from the control group and for those pre-exposed to waterborne cues of either of the predators was studied. T. clavigera preferentially selected mussels from the control group, whereas no prey preference was found for T. danae, although shell breaking time for mussels exposed to a crab was longer than that for the control. While the present results should be viewed with caution in the absence of a dietary control, this was the first time that prey handling was shown to be affected by defensive changes in the morphology of mussels.Communicated by T. Life Cycle Impact Assessment (LCIA) and Risk Assessment (RA) employ different approaches to evaluate toxic impact potential for their own general applications. LCIA is often used to evaluate toxicity potentials for corporate environmental management and RA is often used to evaluate a risk score for environmental policy in government. This study evaluates the cancer, non-cancer, and ecotoxicity potentials and risk scores of chemicals and industry sectors in the United States on the basis of the LCIA- and RA-based tools developed by U.S. EPA, and compares the priority screening of toxic chemicals and industry sectors identified with each method to examine whether the LCIA- and RA-based results lead to the same prioritization schemes. The Tool for the Reduction and Assessment of Chemical and other environmental Impacts (TRACI) is applied as an LCIA-based screening approach with a focus on air and water emissions, and the Risk-Screening Environmental Indicator (RSEI) is applied in equivalent fashion as an RA-based screening approach. The U.S. Toxic Release Inventory is used as the dataset for this analysis, because of its general applicability to a comprehensive list of chemical substances and industry sectors. Overall, the TRACI and RSEI results do not agree with each other in part due to the unavailability of characterization factors and toxic scores for select substances, but primarily because of their different evaluation approaches. Therefore, TRACI and RSEI should be used together both to support a more comprehensive and robust approach to screening of chemicals for environmental management and policy and to highlight substances that are found to be of concern from both perspectives. 相似文献

Vehicular emission (VE) is one of the important anthropogenic sources for airborne carbonyls in urban area. Six types of VE-dominated samples were collected at representative locations in Hong Kong where polluted by a particular fueled type of vehicles, including (i) a gas refilling taxis station (liquefied petroleum gas [LPG] emission); (ii) a light-duty passenger car park (gasoline emission); (iii) a minibus station (diesel emission); (iv) a single-deck-bus depot (diesel emission); (v) a double-deck-bus depot (diesel emission); and (vi) a whole-food market entrance for light- and heavy-duty vehicles (diesel emission). A total of 15 carbonyls in the samples were quantified. Formaldehyde was the most abundant carbonyl among the VE-dominated samples, and its contribution to the total quantified amount on a molar basis ranged from 54.8% to 60.8%. Acetaldehyde and acetone were the next two abundant carbonyls. The carbonyls were quantified at three roadside locations in Hong Kong. The highest concentrations of formaldehyde and acetaldehyde, 22.7 +/- 8.4 and 6.0 +/- 2.8 microg/m3, respectively, were determined in the samples collected at a main transportation gate for goods between Hong Kong and Mainland China. The total quantified carbonyl concentration, 37.9 +/- 9.3 microg/m3, was the highest at an entrance of a cross-harbor tunnel in downtown area. The theoretical carbonyls compositions of the three roadside locations were estimated according to the VE-dominated sample profiles and the statistics on vehicle numbers and types during the sampling period. The measured compositions of formaldehyde were much higher than the theoretical compositions in summer, demonstrating that photochemical reactions significantly contributed to the formaldehyde production in the roadsides. 相似文献

Female houseflies, Musca domestica (Diptera: Muscidae), lay their eggs in ephemeral resources such as animal manure. Hatching larvae compete for essential nutrients
with fungi that also colonize such resources. Both the well-known antagonistic relationship between bacteria and fungi and
the consistent presence of the bacterium Klebsiella oxytoca on housefly eggs led us to hypothesize (1) that K. oxytoca, and possibly other bacteria on housefly eggs, help curtail the growth of fungal resource competitors and (2) that such fungi
indeed adversely affect the development of housefly larvae. Bacteria washed from housefly eggs significantly reduced the growth
of fungi in chicken manure. Nineteen bacterial strains and ten fungal strains were isolated from housefly eggs or chicken
manure, respectively. Co-culturing each of all the possible bacterium–fungus pairs revealed that the bacteria as a group,
but no single bacterium, significantly suppressed the growth of all fungal strains tested. The bacteria's adverse effect on
fungi is due to resource nutrient depletion and/or the release of antifungal chemicals. Well-established fungi in resources
significantly reduced the number of larval offspring that completed development to adult flies.
