We assessed the aqueous toxicity mitigation capacity of a hydrologically managed floodplain wetland following a synthetic runoff event amended with a mixture of sediments, nutrients (nitrogen and phosphorus), and pesticides (atrazine, S-metolachlor, and permethrin) using 48-h Hyalella azteca survival and phytoplankton pigment, chlorophyll a. The runoff event simulated a 1 h, 1.27 cm rainfall event from a 16 ha agricultural field. Water (1 L) was collected every 30 min within the first 4 h, every 4 h until 48 h, and on days 5, 7, 14, 21, and 28 post-amendment at distances of 0, 10, 40, 300 and 500 m from the amendment point for chlorophyll a, suspended sediment, nutrient, and pesticide analyses. H. azteca 48-h laboratory survival was assessed in water collected at each site at 0, 4, 24, 48 h, 5 d and 7 d. Greatest sediment, nutrient, and pesticide concentrations occurred within 3 h of amendment at 0 m, 10 m, 40 m, and 300 m downstream. Sediments and nutrients showed little variation at 500 m whereas pesticides peaked within 48 h but at <15% of upstream peak concentrations. After 28 d, all mixture components were near or below pre-amendment concentrations. H. azteca survival significantly decreased within 48 h of amendment up to 300 m in association with permethrin concentrations. Chlorophyll a decreased within the first 24 h of amendment up to 40 m primarily in conjunction with herbicide concentrations. Variations in chlorophyll a at 300 and 500 m were associated with nutrients. Managed floodplain wetlands can rapidly and effectively trap and process agricultural runoff during moderate rainfall events, mitigating impacts to aquatic invertebrates and algae in receiving aquatic systems.  相似文献

The Pennsylvania Air Pollution Commission has developed a regulatory program based upon the control of local air pollution problems and reduction of pollutant levels in air basins. The geographical boundaries of 10 air basins have been established. The Commission’s air basin regulations will provide for the reduction of over-all pollutant levels and for emergency procedures in the event of adverse meteorological conditions. The paper discusses the format and objectives of the program.

In order to effectively enforce the air basin regulations and maintain the necessary surveillance of the state’s air quality, a "computerized real time on-line integrated air monitoring-data handling system" has been designed. The system will incorporate a network to constantly monitor the air in each air basin.The primary objectives of the system are: 1. Constant surveillance of air pollution in the air basins.

2. Provide information on air pollution potential alerts.

3. Aid in further development of air quality criteria and regulations.

The air monitoring network is estimated to include approximately 25 remote stations. Each remote will contain air pollution and meteorological sampling equipment and hardware to telemeter to a central station. The data will be transmitted over leased telephone lines. The central station in Harrisburg will contain the necessary hardware to receive and process data, calculate and display results and permit supervisory control of the network. Output options will include immediate display of edited data, command and alarm information, and presentation of statistical results.

Although the air monitoring system is one of the principle ingredients of the program, the air basin concept encompasses other component systems designed to knit together the entire air pollution control program in Pennsylvania.  相似文献

While larger mineral resource development projects offer new jobs and provide a stimulus to the economy of the area where they are sited, they may also pose problems in rural areas associated with rapid population growth. The purpose of an impact management programme is to anticipate and alleviate project effects that are generally perceived as undesirable and to enhance effects that are beneficial to site area communities. While the effective management of project effects is the end towards which all impact assessment efforts are directed, an integrated approach to impact management has been notably lacking. This paper suggests a systems framework for meeting this need by: (1) reviewing the need for impact management efforts; (2) discussing the objectives of, and considerations in, designing impact management programmes; (3) presenting a conceptual framework for, and key components of, such a programme; and (4) suggesting an approach for implementing such a system as an integral part of the project development process.  相似文献

ABSTRACT: This paper discusses the selection and use of criteria for an institutional analysis of municipal water supply conducted in anchorage, Alaska. Although not universally acepted or used. evaluation criteria for most technical fields have been established either formally or informally. Cost-benefit rtios, cost-effectiveness, and environmental impacts are examples of technical evaluation criteria that can be quantified relatively easily (although poorly in some cases). The field of institutional analysis has evaluative criteria that are much less readily defined than those of technical fields, in part because many of the criteria are not quantifiable and in part because the area of the study is new.  相似文献
