Sustainable environmental management is contingent on having an effective environmental planning system. A new methodology for designing and evaluating environmental planning systems is described and applied to a case study evaluation of the Canadian environmental planning process. The methodology is based on eight international best practice principles for environmental planning and 45 indicators. The research illustrates the benefits of the evaluation methodology in identifying how to improve environmental planning systems to achieve desired results. The methodology is applicable to a wide variety of jurisdictions.  相似文献

The large investments needed if loss of biological diversity is to be stemmed will likely lead to increased public and political scrutiny of conservation strategies and the science underlying them. It is therefore crucial to understand the degree of consensus or divergence among scientists on core scientific perceptions and strategies most likely to achieve given objectives. I developed an internet survey designed to elucidate the opinions of conservation scientists. Conservation scientists (n =583) were unanimous (99.5%) in their view that a serious loss of biological diversity is likely, very likely, or virtually certain. Scientists' agreement that serious loss is very likely or virtually certain ranged from 72.8% for Western Europe to 90.9% for Southeast Asia. Tropical coral ecosystems were perceived as the most seriously affected by loss of biological diversity; 88.0% of respondents familiar with that ecosystem type agreed that a serious loss is very likely or virtually certain. With regard to conservation strategies, scientists most often viewed understanding how people and nature interact in certain contexts and the role of biological diversity in maintaining ecosystem function as their priorities. Protection of biological diversity for its cultural and spiritual values and because of its usefulness to humans were low priorities, which suggests that many scientists do not fully support the utilitarian concept of ecosystem services. Many scientists expressed a willingness to consider conservation triage, engage in active conservation interventions, and consider reframing conservation goals and measures of success for conservation of biological diversity in an era of climate change. Although some heterogeneity of opinion is evident, results of the survey show a clear consensus within the scientific community on core issues of the extent and geographic scope of loss of biological diversity and on elements that may contribute to successful conservation strategies in the future.  相似文献

Summary Thirty-one species in twenty genera of the plant family Meliaceae were assayed for the production of growth-inhibiting phytochemicals, using the generalist herbivorePeridroma saucia. Most species were inhibitory when methanolic extracts were incorporated into artificial diets at concentrations at or below those occurring naturally. In general members of the subfamily Melioideae were more inhibitory than members of the Swietenioideae. Extracts of deciduous species with short leaf lifetimes were significantly more inhibitory than those of evergreen species with longer leaf lifetimes. In a smaller sample of species, evergreen species showed a trend towards having tougher leaves than deciduous species. These results support the resource availability hypothesis of Coleyet al. (1985), and suggest that life history attributes may be of some value in selecting plants for phytochemical prospecting.  相似文献

The effects of joint action of SO(2) and HF on the yield and quality of wheat and barley were studied by exposing them to combinations of <13,130 or 267 microg m(-3) SO(2) and 0.03 or 0.38 microg m(-3) HF in open top chambers for 90 days. At the concentrations used, SO(2) had greater effects than HF. All responses were marked by compensatory changes. The treatments had no effect on wheat yield, although SO(2) reduced shoot weight. SO(2) increased the growth and yield of barley, and HF or SO(2) increased the grain protein concentration of barley and wheat. The effects of mixtures of SO(2) and HF were complex, but often antagonistic, as the addition of HF counteracted the effect of SO(2) alone.  相似文献

As data sets of multiple types and scales proliferate, it will be increasingly important to be able to flexibly combine them in ways that retain relevant information. A case in point is Amazonia, a large, data-poor region where most whole-basin data sets are limited to understanding land cover interpreted through a variety of remote sensing techniques and sensors. A growing body of work, however, indicates that the future state of much of Amazonia depends on the land use to which converted areas are put, but land use in the tropics is difficult to assess from remotely sensed data alone. An earlier paper developed new snapshots of agricultural land use in this region using a statistical fusion of satellite data and agricultural census data, an underutilized ancillary data source available across Amazonia. The creation of these land-use maps, which have the spatial detail of a satellite image and the attribute information of an agricultural census, required the development of a new statistical technique for merging data sets at different scales and of fundamentally different data types. Here we describe and assess this nonlinear technique, which reinterprets existing land cover classifications by determining what categories are most highly related to the polygon land-use data across the study area. Although developed for this region, the technique appears to hold broad promise for the systematic fusion of multiple data sets that are closely related but of different origins. Many argue that monitoring conducted exclusively by scientists is insufficient to address ongoing environmental challenges. One solution entails the use of mobile digital devices in participatory monitoring (PM) programs. But how digital data entry affects programs with varying levels of stakeholder participation, from nonscientists collecting field data to nonscientists administering every step of a monitoring program, remains unclear. We reviewed the successes, in terms of management interventions and sustainability, of 107 monitoring programs described in the literature (hereafter programs) and compared these with case studies from our PM experiences in Australia, Canada, Ethiopia, Ghana, Greenland, and Vietnam (hereafter cases). Our literature review showed that participatory programs were less likely to use digital devices, and 2 of our 3 more participatory cases were also slow to adopt digital data entry. Programs that were participatory and used digital devices were more likely to report management actions, which was consistent with cases in Ethiopia, Greenland, and Australia. Programs engaging volunteers were more frequently reported as ongoing, but those involving digital data entry were less often sustained when data collectors were volunteers. For the Vietnamese and Canadian cases, sustainability was undermined by a mismatch in stakeholder objectives. In the Ghanaian case, complex field protocols diminished monitoring sustainability. Innovative technologies attract interest, but the foundation of effective participatory adaptive monitoring depends more on collaboratively defined questions, objectives, conceptual models, and monitoring approaches. When this foundation is built through effective partnerships, digital data entry can enable the collection of more data of higher quality. Without this foundation, or when implemented ineffectively or unnecessarily, digital data entry can be an additional expense that distracts from core monitoring objectives and undermines project sustainability. The appropriate role of digital data entry in PM likely depends more on the context in which it is used and less on the technology itself.  相似文献

Wild piscivorous fish, mammals, and birds may be at risk for elevated dietary methylmercury intake and toxicity. In controlled feeding studies, the consumption of diets that contained Hg (as methylmercury) at environmentally realistic concentrations resulted in a range of toxic effects in fish, birds, and mammals, including behavioral, neurochemical, hormonal, and reproductive changes. Limited field-based studies, especially with certain wild piscivorous bird species, e.g., the common loon, corroborated laboratory-based results, demonstrating significant relations between methylmercury exposure and various indicators of methylmercury toxicity, including reproductive impairment. Potential population effects in fish and wildlife resulting from dietary methylmercury exposure are expected to vary as a function of species life history, as well as regional differences in fish-Hg concentrations, which, in turn, are influenced by differences in Hg deposition and environmental methylation rates. However, population modeling suggests that reductions in Hg emissions could have substantial benefits for some common loon populations that are currently experiencing elevated methylmercury exposure. Predicted benefits would be mediated primarily through improved hatching success and development of hatchlings to maturity as Hg concentrations in prey fish decline. Other piscivorous species may also benefit from decreased Hg exposure but have not been as extensively studied as the common loon.  相似文献
