This study employs insights largely derived from critical reflections on the common pool resources (CPR) theory to examine the current governance arrangements in place to manage the mangrove forest at Kisakasaka, in Zanzibar, Tanzania. Kisakasaka was used as a site for a community-based management pilot project of forest resources in Zanzibar. After some initial success in setting up a local management structure and regulating access to the mangrove for mainly charcoal production, there are now clear indications that forest conditions have deteriorated dramatically with concomitant ongoing resource use problems for local villagers who have relied heavily on forest resources as a source of cash income. Extra-local factors, such as urban population increases and associated market pressures for charcoal, are also conjectured to overlay and interact with the institutional problems at Kisakasaka. As a result, over concern about the deterioration in the condition of the mangrove forest, the responsible government authority decided not to renew the community-based governance arrangements after an initial five-year pilot period. While revealing the inadequacies of existing governance arrangements and of its relationship to deteriorating forest conditions at Kisakasaka, this study concludes by suggesting an approach to more fully understand forces driving local resource management and use.  相似文献

Fishery resources are a vital source of food and make valuable economic contributions to the local communities involved in fishery activities along the 850 km stretch of the Tanzania coastline and numerous islands. Small-scale artisanal fishery accounts for the majority of fish catch produced by more than 43 000 fishermen in the country, mainly operating in shallow waters within the continental shelf, using traditional fishing vessels including small boats, dhows, canoes, outrigger canoes and dinghys. Various fishing techniques are applied using uncomplicated passive fishing gears such as basket traps, fence traps, nets as well as different hook and line techniques. Species composition and size of the fish varies with gear type and location. More than 500 species of fish are utilized for food with reef fishes being the most important category including emperors, snappers, sweetlips, parrotfish, surgeonfish, rabbitfish, groupers and goatfish. Most of the fish products are used for subsistence purposes. However, some are exported. Destructive fishing methods such as drag nets and dynamite fishing pose a serious problem as they destroy important habitats for fish and other organisms, and there is a long-term trend of overharvested fishery resources. However, fishing pressure varies within the country as fishery resources are utilized in a sustainable manner in some areas. For this report more than 340 references about Tanzanian fishery and fish ecology were covered. There are many gaps in terms of information needed for successful fishery management regarding both basic and applied research. Most research results have been presented as grey literature (57%) with limited distribution; only one-fifth were scientific publications in international journals.  相似文献

Seagrass beds are highly important for tropical ecosystems by supporting abundant and diverse fish assemblages that form the basis for artisanal fisheries. Although a number of local- and regional-scale variables are known to influence the abundance, diversity and assemblage structure of seagrass-associated fish assemblages, few studies have evaluated the relative and joint (interacting) influences of variables, especially those acting at different scales. Here, we examined the relative importance of local- and regional-scale factors structuring seagrass-associated fish assemblages, using a field survey in six seagrass (Thalassodendron ciliatum) areas around Unguja Island (Zanzibar, Tanzania). Fish density and assemblage structure were mostly affected by two regional-scale variables; distance to coral reefs, which positively affected fish density, and level of human development, which negatively affected fish density. On the local scale, seagrass biomass had a positive (but weaker) influence on fish density. However, the positive effect of seagrass biomass decreased with increasing level of human development. In summary, our results highlight the importance of assessing how multiple local and regional variables, alone and together, influence fish communities, in order to improve management of seagrass ecosystems and their services.  相似文献

This expert opinion study examined the current status of the intertidal zone in the Western Indian Ocean (WIO) and ranked and discussed future management approaches. Information was gathered from scientists, practitioners, and managers active in the WIO region through a questionnaire and a workshop. The experts stated that the productive intertidal environment is highly valuable for reasons such as recreation, erosion protection, and provision of edible invertebrates and fish. Several anthropogenic pressures were identified, including pollution, harbor activities, overexploitation, and climate change. The experts considered the WIO intertidal zone as generally understudied, undermanaged, and with poor or no monitoring. The most important management strategies according to the expert opinions are to develop and involve local people in integrated coastal zone management (ICZM), to increase knowledge on species–environment relationships, and to develop awareness campaigns and education programs. To improve coastal environmental management and conservation, we argue that the intertidal zone should be treated as one organizational management unit within the larger framework of ICZM.

This paper fills an important gap towards adaptive management of small-scale fisheries by analyzing the gender dimension of fish trade in Zanzibar, Tanzania. We hypothesize that gender-based differences are present in the fish value chain and to test the hypothesis interviews were performed to analyze: (i) markets, customers, and mobility, (ii) material and economic resources, (iii) traded fish species, (iv) contacts and organizations, and (v) perceptions and experiences. Additionally, management documents were analyzed to examine the degree to which gender is considered. Results show that women traders had less access to social and economic resources, profitable markets, and high-value fish, which resulted in lower income. These gender inequalities are linked, among others, to women’s reproductive roles such as childcare and household responsibilities. Formal fisheries management was found to be gender insensitive, showing how a crucial feedback element of adaptive management is missing in Zanzibar’s management system, i.e., knowledge about key actors, their needs and challenges.  相似文献
