Schedule 11 of the Environment Act 1995 underpins the requirement for consultation on air quality issues. The ongoing air quality review and assessment process represents one of the largest locally based science policy and communication initiatives ever undertaken in the UK. This paper outlines the practice of consultation and communication for Air Quality Management (AQM) and reviews the interaction between Environmental Health professionals, as the leading actor in the AQM process and other stakeholders involved in air quality consultation, including the public. Results are presented from a widespread questionnaire survey of English local authorities. Data indicate that the majority of air quality consultation has been carried out with statutory consultees (by sending the review and assessment reports) and the public (via websites and leaflets) in the form of information dissemination.  相似文献

Emissions from residential wood burning stoves are of Increasing concern in many areas. This concern is due to the magnitude of the emissions and the toxic and chemical characteristics of the pollutants. Recent testing of standard and new technology woodstoves has provided data for developing a family of particulate and carbon monoxide emission factor curves. This testing has also provided data illustrating the acidity of woodstove emissions. The particulate and carbon monoxide curves relate the actual stove emissions to the stove size and operating parameters of burn rate, fuel loading, and fuel moisture. Curves relating stove types to the acidity of emissions have also been constructed.

Test data show actual emissions vary from 3 to 50 grams per kilogram for particles and from 50 to 300 grams per kilogram for carbon monoxide. Since woodstove emissions are the largest single category of particulate emissions in many areas, it Is essential that these emissions be quantified specifically for geographic regions, allowing meaningful impact analysis modeling to be accomplished. Emission factors for particles and carbon monoxide are presented from several stove sizes and burn rates.

The acidic nature of woodstove emissions has been clearly demonstrated. Tests indicate woodstove flue gas condensate solutions to be predominantly in the 2.8 to 4.2 pH range. Condensate solutions from conventional woodstoves exhibited the characteristic buffering capacity of carboxylic acids when titrations were performed with a strong base. The environmental impact of buffered acidic woodstove emissions is not currently well understood; however, it is possible with the data presented here to make semi-quantitative estimates of acid emissions from particulate and carbon monoxide emission factors and wood use inventories.  相似文献

Starting in 2006, a monitoring of Giardia lamblia and Cryptosporidium parvum occurrence was conducted for 2 years in the largest drinking water reservoir of Luxembourg (Esch-sur-S?re reservoir) using microscopy and qPCR techniques. Parasite analyses were performed on water samples collected from three sites: site A located at the inlet of the reservoir, site B located 18 km downstream site A, at the inlet of the drinking water treatment plant near the dam of the reservoir and site C where the finished drinking water is injected in the distribution network. Results show that both parasites are present in the reservoir throughout the year with a higher occurrence of G. lamblia cysts compared to C. parvum oocysts. According to our results, only 25% of the samples positive by microscopy were confirmed by qPCR. (Oo)cyst concentrations were 10 to 100 times higher at site A compared to site B and they were positively correlated to the water turbidity and negatively correlated to the temperature. Highest (oo)cyst concentrations were observed in winter. In contrast, no relationship between the concentrations of (oo)cysts in the reservoir and rain events could be established. Though a correlation has been observed between both parasites and faecal indicators in the reservoir, some discrepancies highlight that the latter do not represent a reliable tool to predict the presence/absence of these pathogenic protozoa. In summer 2007, the maximal risk of parasite infection per exposure event for swimmers in the reservoir was estimated to be 0.0015% for C. parvum and 0.56% for G. lamblia. Finally, no (oo)cysts could be detected in large volumes of finished drinking water.  相似文献

Fourteen surface water and nine surface sediment samples were collected from the Peacock River and analyzed for organochlorine pesticides (OCPs) by gas chromatograph?Celectron capture detector (GC-ECD). All the analyzed organochlorine pesticides, except o,p ??-DDT, were detected in sediments from the Peacock River; but in the water samples, only ??-HCH, HCB, p,p ??-DDD, and p,p ??-DDT were detected at some sites. The ranges for total OCPs in the water and sediments were from N.D. to 195 ng l???1 and from 1.36 to 24.60 ng g???1, respectively. The only existing HCH isomer in the water, ??-HCH, suggested that the contamination by HCHs could be attributed to erosion of the weathered agricultural soils containing HCHs compounds. Composition analyses showed that no technical HCH, technical DDT, technical chlordanes, endosulfans, and HCB had been recently used in this region. However, there was new input of ??-HCH (lindane) into the Peacock River. The most probable source was water flowing from Bosten Lake and/or agricultural tailing water that was returned directly into the Peacock River. DDT compounds in the sediments may be derived mainly from DDT-treated aged and weathered agricultural soils, the degradation condition was aerobic and the main product was DDE. HCB in the sediment might be due to the input from Bosten Lake and the lake may act as an atmospheric deposition zone. There was no significant correlation between the concentrations of OCPs (including ??HCH, ??DDT, chlordanes, endosulfans, HCB and total OCPs) and the content of fine particles (<63 ??m). 分析了新疆孔雀河9个表层沉积物样品中22种有机氯农药(OCPs)含量,其主要OCPs含量的顺序为:六六六>异狄氏剂醛>滴滴涕>艾氏剂>硫丹Ⅱ>异狄氏剂>氯丹.研究表明,近期有γ-HCH输入到孔雀河,其最可能的来源是博斯腾湖的补给或孔雀河附近的农业回流水.滴滴涕的组成特征分析表明,DDTs主要源于施用的农药在好氧环境土壤中的分解,产生DDE等主要产物.风险评价表明,污染物的风险较低,所有被评估的OCPs的风险值均小于风险评价高限(ERM).  相似文献

This work examines the effect of butanol (higher alcohol) on the emission pattern of neat neem oil biodiesel (NBD100) fueled diesel engine. Single-cylinder, 4-stroke, research diesel engine was employed to conduct the trial. Blends comprising the mixture of biodiesel and higher alcohol were prepared by employing an ultrasonic agitator. Four test fuels such as neat neem oil biodiesel, diesel, and two blends of higher alcohol/neem oil biodiesel: 10% and 20% (by volume). Experimental result showed that increasing alcohol content to biodiesel brought down the various emissions such as Smoke, NOx, HC, and CO by 6.8%, 10.4%, 8.6%, and 5.9%, respectively, at all loads. It was also concluded from the trail that a 20% higher alcohol/neem oil biodiesel blends show the promising signs in reducing all the emissions associated with biodiesel fuelled diesel engine.  相似文献

However, relatively little research has been undertaken on the evaluation of local air quality management consultation in particular. In this context, the paper presents an evaluation of evidence resulting from questionnaire survey and case study research undertaken in the first round of the statutory process of local air quality management (LAQM), in which local authorities are required to consult on their air quality findings and intentions. We suggest that local authority perceptions of the relative abilities of differing stakeholders' grasp of air quality science, the process that translates that science into policy, and the institutional and organizational status of stakeholders (i.e. whether they are statutory or non-statutory stakeholders) may tend to transitively determine the choice of consultation methods used, the communication strategies chosen and the relative integration of stakeholder feedback into the LAQM decision-making process. In order to interrogate this potentially problematic chain of risk communication events, a preliminary conceptual model has been developed to enable the interrogation of the pathways through, and the obstacles to, the translation of air quality knowledge. The task is to unveil the sequential chains of association that comprise the LAQM risk communication process.  相似文献
