Droughts have been occurring persistently in southern African dryland regions for over a century. The impacts of droughts on people, their domesticated animals, wildlife, rangelands and cropped lands have been shown to be astronomical. If left alone the rangelands often recover after the calamity, however human occupation has led to irreversible damage. Even though some communities have evolved viable and sustainable coping mechanisms, recent times have seen weakened coping strategies leading to loss of life in most of the 10 countries in southern Africa. While land degradation has many inter-related causes and effects, drought-related effects have proven most difficult to manage and/or overcome. Drought-related land degradation or desertification poses a huge threat to sustainable land and resource management in the region. The paper examines appropriate drought mitigating initiatives, linking them to land tenure and land management practices. Numerous interventions targeted at reducing poverty and improvement in resource management have failed to achieve desired effects due to rigidity and imposition, and failure of the external interveners to recognise and incorporate indigenous peoples’ preferences and coping strategies. Non-governmental organisations and authorities’ willingness to institute drought and desertification combating measures are reviewed, highlighting the role that community action plays in reducing adverse effects in the region. Linkages to trade patterns that perpetuate poverty and unwise use of resources are discussed. Adopting ‘people centred’ mitigating measures is emphasised. Success rests with both the people in the ‘south’ and those in the ‘north’. What is required is an informed global action.  相似文献

Abstract: Recent water sector reforms and increased scarcity and vulnerability of water resources, combined with declining public funding available for large scale infrastructure investment in the sector, have led to a greater awareness by the Government of Vietnam for the need to analyze water resource allocation and use in an integrated fashion, at the basin scale, and from a perspective of economic efficiency. In this study we focus on the development, application, and selected policy analyses using an integrated economic hydrologic river basin model for the Dong Nai River Basin in southern Vietnam. The model framework depicts the sectoral structure and location of water users (agriculture, industry, hydropower, domestic, and the environment) and the institutions for water allocation in the basin. Water benefit functions are developed for the major water uses subject to physical limitations and to constraints of system control and policy. Based on this modeling framework, we will analyze policies that can affect water allocation and use at the basin level, including both basin-specific and general macroeconomic policies.  相似文献

In light of the recent rise in global food prices, much of the literature on crop-based biofuel production focuses on the potential impacts on food security. Studies have identified linkages between the usage of feedstocks in biofuel production and international food price increases. In addition, these studies indicate that food prices are expected to continue to rise over the next decade in response to biofuel consumption targets adopted in the U.S. and E.U. Despite these indications, some countries for whom food security and poverty reduction are still an issue have initiated crop-based biofuel development and set forth national blending targets for energy use within the transportation sector. As a result, a broader examination of the tradeoffs concerning welfare and food security related to biofuel development merit consideration. Opportunities to generate income and expand agricultural production technology through biofuel development may provide welfare gains that can improve purchasing power and decrease vulnerability to price shocks for food and energy. In addition, biofuel production schemes that promote alternative energy sources for household uses can improve productivity and health, especially for women and children. To assist with the sector development that maximizes welfare gains, we suggest a number of key indicators that might be useful in constructing a typology that can be applied across countries to characterize their energy needs and better target the types of bioenergy uses that might be best suited for them. In addition, biofuel production models are reviewed and best-practices identified that can expand welfare gains for smallholders and the poor. Through these examples, we demonstrate a basis upon which policymakers might approach the prioritization of their national strategies towards developing renewable energy sources, such that they can have the maximum impact upon important goals of human welfare and development.  相似文献
