Monitoring of heavy metal deposition in Northern Italy by moss analysis   总被引:10,自引:0,他引:10  
A survey of heavy metal deposition in the mountainous territories of Northern Italy was carried out in 1995-96. Moss samples (mainly Hylocomium splendens) were collected in a dense network of sites (about 3.2 sites/1000 km(2)) and the data of metal concentrations in moss tissues were statistically correlated with environmental and climatic factors, as well as with bulk deposition of elements and elemental concentrations in the soil. Three main geographic patterns of metal concentration in mosses could be defined: (1) Fe, Ni, and Cr, all derived both by soil particulates and anthropogenic emissions connected with ferrous metal manufacturing, were mostly concentrated in Northwestern Italy; (2) Cu and Zn, as typical multi-source elements, showed rather high concentrations with little ranges of variation over the whole area and small peaks reflecting local source points; (3) Cd and Pb reflected long-distance transport and showed highest concentrations in the regions with highest precipitation, especially in the Eastern Alps.  相似文献

The weight of scientific evidence suggests that human activities are noticeably influencing the world's climate. However, the effects of global climate change will be unevenly spread, due to local variations in vulnerability and adaptive capacity. Using downscaled projections of future UK climates over the next 50 years, this paper investigates the impacts of, and possible responses to, climate change in one small area in eastern England, selected as a test-bed for sustainable agriculture. It shows that local agricultural systems are vulnerable to changes in the climate. At present, however, these considerations have a limited effect on agricultural operations, which are mainly driven by short-term events and 'non-climate' policies, such as agricultural price support. The capacity of agricultural systems to adapt successfully to climate change will be determined by the ability of producers to integrate climate change into their planning strategies with a view to ultimately ensuring sustainable agricultural practices in the long term. This paper investigates the distribution of three common air pollutants, sulphur dioxide, nitrogen dioxide and fine particulates (PM10), in England and Wales with respect to social class, ethnicity and population density. A multilevel model is used to demonstrate regional differences in the social distribution of pollution. The results show that, allowing for ethnicity and population density, there are different relationships between socio-economic status and exposure to air pollution within different regions in England and Wales. These differences suggest that national legislation introduced to reduce air pollution levels may give rise to environmental injustice, with geographical and social differences in the costs and benefits arising to the population due to such legislation. Integrated water resources management (IWRM) assumes coherence between cognate aspects of water governance at the river basin scale, for example water quality, energy production and agriculture objectives. But critics argue that IWRM is often less ‘integrated’ in practice, raising concerns over inter-sectoral coherence between implementing institutions. One increasingly significant aspect of IWRM is adaptation to climate change-related risks, including threats from flooding, which are particularly salient in England. Although multiple institutional mechanisms exist for flood risk management (FRM), their coherence remains a critical question for national adaptation. This paper therefore (1) maps the multi-level institutional frameworks determining both IWRM and FRM in England; (2) examines their interaction via various inter-institutional coordinating mechanisms; and (3) assesses the degree of coherence. The analysis suggests that cognate EU strategic objectives for flood risk assessment demonstrate relatively high vertical and horizontal coherence with river basin planning. However, there is less coherence with flood risk requirements for land-use planning and national flood protection objectives. Overall, this complex governance arrangement actually demonstrates de-coherence over time due to ongoing institutional fragmentation. Recommendations for increasing IWRM coherence in England or re-coherence based on greater spatial planning and coordination of water-use and land-use strategies are proposed.

Coastal zones are currently experiencing intense and sustained environmental pressures from a range of driving forces. Responsible agencies around the globe are seeking ways of better managing the causes and consequences of the environmental change process in coastal areas. This article discusses the basic principles underpinning a more integrated approach to coastal management, as well as the obstacles to its implementation in both developed and developing countries. The fulfilment of the goal of sustainable utilisation of coastal resources via integrated management is likely to prove to be difficult. Any successful strategy will have to encompass all the elements of management from planning and design through financing and implementation. An interdisciplinary analytical and operational approach is also required, combined with a more flexible and participatory institutional structure and emphasis to account for multiple stakeholders and resource demands. As historical and institutional perspectives as well as socio-economic and cultural contexts are also important, two case studies (based on UK and Vietnamese experiences) are presented in order to identify arguments and examine these aspects in more detail.  相似文献

A study of social attitudes to urban energy management strategies has been undertaken as part of a research project aiming to develop an energy planning tool for urban planners. The study used a social survey to predict attitudinal responses to proposed engineering solutions, namely load management, energy efficiency and alternative supply options (renewable energy). The principal influence on attitude formation, which emerges from the literature and this study, appears to be socio-economic conditioning.The results indicate that Leicester citizens are open to alternative energy strategies, such as a willingness to pay additional amounts of money for electricity generated from renewable or sustainable sources and the purchase of low energy appliances. Over half the sample surveyed would pay up to 5% extra for an energy-efficient appliance, and a significant minority would pay extra for 'green' energy. In addition, 73% of respondents are sympathetic to Demand-side Management measures such as interruptible tariffs. The use of 'social group' analysis has proved to be a useful and sensitive tool for the market analysis of energy-related behaviour. In this study, a positive relationship between energy-related attitudes and income is revealed.  相似文献

Attempts by researchers and policy-makers to address the ‘wicked’ issues which pervade environmental policy usually revolve around attempting – or recommending – both more participatory and transparent, and more systematic and evidence-based, policy-making. Post-normal science (PNS), with its ‘extended peer community’, has emerged as one approach, whilst others focus on procedural reforms of the policy process, particularly on enhancing democratic decision-making. This paper applies a novel analytical framework to a primarily documentary analysis of three cases we argue are wicked—Canadian regulatory review of health products and food, European union (EU) environmental thematic strategies, and United Kingdom (UK) energy and climate change policy. It explores how various responses to wicked issues are implemented, through the ‘lenses’ of PNS and, more generally, ‘democratic and effective decision-making’. It finds such responses are often limited by practical and fundamental barriers relating to handling of uncertainty, issue framing, participation, power, politics, and attitude to evidence. We draw conclusions about future research on PNS, particularly the need to more clearly relate theory to different strands of literature on the evidence–policy-making relationship, and to continue empirical testing.  相似文献
