With globalization, virtual exchanges of natural resources embodied in traded commodities redistribute geographically land use and its environmental impacts. Benefits of national forest protection may be undermined at the global-scale by leakage through international trade. We studied land use displacement associated with national policies to protect forests in Bhutan. This case study provides a simple situation: a dominant forest cover almost unaffected by agricultural expansion, a rural economy dominated by the primary sector, centralized forest conservation policies, and a dominant trading partner. We assessed the net effects at the international level of the Bhutanese forest protection policies by accounting for trade in wood products with India. Our results show that these policies have been effective in maintaining a high forest cover, but have been accompanied by an increasing displacement of forest use to India. In 1996–2011, the difference between the total volume of wood imported from India and the total volume exported from Bhutan—i.e., the net displacement—corresponds to 27 % of the total volume consumed in Bhutan. In 2011, 68 % of the total forest area required to produce the wood consumed in Bhutan was located in India. The wood imported by Bhutan was likely originating from tree plantations in the northeastern Indian states. Since Bhutan has few tree plantations and very valuable natural forests, the net international-level ecological impacts of this land use displacement is arguably positive. Most of the wood imports of Bhutan were wood charcoal for its emerging chemical industries. This case of displacement reflects functional upgrading in the value-chain rather than an externalization of consumption-based environmental costs. Through its government policies, Bhutan has managed to support its economic development while protecting its forests and leapfrogging the negative impacts on forests generally associated with the early stages of modernization.  相似文献

Research into land and social-ecological systems science could benefit from improved clarity in the terminology used for causal analysis and a structured way to make causal inferences. Here I identify two aspects of causality, i.e. causal effects and causal mechanisms, and discuss explanation in historical sciences. I then propose definitions for the major terms used for causal relations, including driver, (spatial) determinant, location and contextual factor, proximate and underlying factors. Finally, I discuss the contribution of various operational approaches, including time series and counterfactual approaches for assessing causal effects and process-tracing approaches for establishing causal mechanisms. Having a coherent concept of causality, agreeing on a precise vocabulary and harnessing our tools with the clear purpose of establishing both causal effects and causal mechanisms should strengthen causal explanations for single cases, for drawing policy-relevant lessons and for theoretical development in relation to land and, more broadly, social-ecological systems processes.  相似文献

Actor-level data on large-scale commercial agriculture in Sub-Saharan Africa are scarce. The peculiar choice of transnational investing in African land has, therefore, been subject to conjecture. Addressing this gap, we reconstructed the underlying logics of investment location choices in a Bayesian network, using firm- and actor-level interview and spatial data from 37 transnational agriculture and forestry investments across 121 sites in Mozambique, Zambia, Tanzania, and Ethiopia. We distinguish four investment locations across gradients of resource frontiers and agglomeration economies to derive the preferred locations of different investors with varied skillsets and market reach (i.e., track record). In contrast to newcomers, investors with extensive track records are more likely to expand the land use frontier, but they are also likely to survive the high transaction costs of the pre-commercial frontier. ABSTRACT

Land system science and affiliated research linked to sustainability require improved understanding and theorization of land and its change as a social-ecological system (SES). The absence of a general land-use theory, anchored in the social subsystem but with explicit links to the environmental subsystem, hampers this effort. Drawing on land-use explanations, meta-analyses, and associated frameworks, we advance a broad framework structure of eight elements – aggregations of explanatory variables – with links to the biophysical subsystem, for systematic comparisons of extant explanations. Tests and models can be employed to identify which set of variables and their configurations provide robust explanations of across land uses, identifying the potential for theory development. The framework and its application are applicable to both top-down and bottom-up explanatory approaches employed in the social sciences. Links to the environmental subsystem invite future exploration of SES explanations that reach across the different dimensions of global change and sustainability science.  相似文献

The REDD-ALERT (Reducing Emissions from Deforestation and Degradation from Alternative Land Uses in the Rainforests of the Tropics) project started in 2009 and finished in 2012, and had the aim of evaluating mechanisms that translate international-level agreements into instruments that would help change the behaviour of land users while minimising adverse repercussions on their livelihoods. Findings showed that some developing tropical countries have recently been through a forest transition, thus shifting from declining to expanding forests at a national scale. However, in most of these (e.g. Vietnam), a significant part of the recent increase in national forest cover is associated with an increase in importation of food and timber products from abroad, representing leakage of carbon stocks across international borders. Avoiding deforestation and restoring forests will require a mixture of regulatory approaches, emerging market-based instruments, suasive options, and hybrid management measures. Policy analysis and modelling work showed the high degree of complexity at local levels and highlighted the need to take this heterogeneity into account—it is unlikely that there will be a one size fits all approach to make Reducing Emissions from Deforestation and Degradation (REDD+) work. Significant progress was made in the quantification of carbon and greenhouse gas (GHG) fluxes following land-use change in the tropics, contributing to narrower confidence intervals on peat-based emissions and their reporting standards. There are indications that there is only a short and relatively small window of opportunity of making REDD+ work—these included the fact that forest-related emissions as a fraction of total global GHG emissions have been decreasing over time due to the increase in fossil fuel emissions, and that the cost efficiency of REDD+ may be much less than originally thought due to the need to factor in safeguard costs, transaction costs and monitoring costs. Nevertheless, REDD+ has raised global awareness of the world’s forests and the factors affecting them, and future developments should contribute to the emergence of new landscape-based approaches to protecting a wider range of ecosystem services.  相似文献
