ABSTRACT: The “principles and standards for planning water and related land resources” were made effective October 25, 1973. The document was noticeably deficient in suggestions for the necessary implementing procedures to ensure its success. Current implementing procedures are based on an incorrect premise of maximizing a single objective subject to non-quantified constraints. A successful implementation of multiple objective planning requires optimizing simultaneously several competitive goals. A system of goal programming has been developed and applied to decisionmaking situations as a test of its usefulness in planning for multiple objective water resources projects. The result is a project planning process which can be replicated for adjustments in expected resource supplies or demands to provide a tradeoff matrix between economic and environmental objectives as well as traditional functional purposes. This procedure, tested on the Cross Florida Barge Canal, is an integrated analysis of economic and environmental values which may be as effective in implementing multiple objective planning as the “Green Book” was in developing the now inappropriate benefit cost analysis. 相似文献

The Argentine Pampas, one of the main agricultural areas in the world, recently has undergone significant changes in land use and structural characteristics of agricultural production systems. Concerns about the environmental and societal impacts of the changes motivated development of an agent-based model (ABM) to gain insight on processes underlying recent observed patterns. The model is described following a standard protocol (ODD). Results are discussed for an initial set of simplified simulations performed to understand the processes that generated and magnified the changes in the Pampas. Changes in the structure of agricultural production and land tenure seem to be driven by differences among farmers’ ability to generate sufficient agricultural income to remain in business. In turn, as no off-farm or credit is modeled, economic sustainability is tied to initial resource endowment (area cropped). Farmers operating small areas are economically unviable and must lease out their farms to farmers operating larger areas. This leads to two patterns: (a) a concentration of production (fewer farmers operating larger areas) and, (b) an increase in the area operated by tenants. The simulations showed an increase of soybean area, linked to the higher profitability of this crop. The present study investigates into the link between people’s vulnerability in the face of coastal hazards and sustainable livelihoods. It focuses on the town of Borongan in the Philippines and draws on questionnaire-based surveys and focus group discussions. This research shows that local fishermen are often compelled to go out fishing despite pending typhoon or storm surge to sustain the daily needs of their family. Its also demonstrates that the capacity of these people to protect themselves from the threat is constrained by poor and fragile livelihoods. In the event of a crisis, the study argues that people resort to a range of adjustments on their daily life which is rooted in the strength and diversity of their livelihoods. To reduce people’s vulnerability and enhance capacities to face coastal hazards, the study fosters Community-Based Disaster Risk Reduction with special emphasis to sustainable livelihoods. 相似文献

The work reported in this paper complements an earlier study in which deterministic models were used examine the effects of additional mortality imposed on a Screech Owl, Otus asio, population. Interest lay in the compensatory mechanisms that the owls might be able to adopt in their population dynamics to counteract the overall effect of the additional mortality imposed, in particular when only a part of the population is affected. Stochastic models are used here to address the same questions, and to give more detailed information about the likely behaviour of the owl population than the information an average sizes provided by the deterministic approach. 相似文献

The activity and behaviour of a free-living Antarctic fish,Notothenia coriiceps Richardson (formerlyN. neglecta), was investigated using a high-sensitivity, underwater TV camera at Signy Island, South Orkney Islands. Detailed observations of the 33 cm TL (total length) fish were made over a period of 6 d in austral summer (February 1992), for a total 69.5 h. Natural light at 2.5 m depth allowed viewing from 1 h before sunrise to 1 h after sunset. The fish stayed in a territory within 3 m of a small cave for >98% of the time, and made between 1 to 148 swims d-1, of which 92.5% were brief (<15 s) feeding attempts. On average, 1.7% of each day was engaged in locomotion, including 1.2% swimming and 0.5% manoeuvring. Swimming was generally slow, at <2 body lengths s-1, and labriform and subcarangiform modes were used alternately or in combination. Activity level (swims or displays per hour) was unaffected by tide, but was lower for 3 d when a wind speed >16 knots prevailed indicating that large waves reduced activity. A suspected diurnal activity rhythm was not statistically significant. The fish is an ambush-predator, and it took most of its prey from the water column but some off macroalgae or the seabed.
