We applied the adaptive management approach to analyze the demand and feasibility of adaptive management of fish stocks in a large regulated lake, Oulujärvi, in northern Finland. The process consisted of four phases: (1) analysis of the current state of the fisheries system (fishers, related markets and industry, fisheries researches and authorities, related organizations, etc.); (2) analysis of the objectives of different stakeholders; (3) the composition of alternative management strategies and assessment of their impacts; and (4) recommendations for future management. We used catch statistics from the period 1973–1995 to analyze fish stocks and fishing. Fish species involved were brown trout (Salmo trutta L.), whitefish [Coregonus lavaretus (L.) sl.], vendace (Coregonus albula L.); and pikeperch (Stizostedion lucioperca L.). Questionnaires and interviews were applied to ascertain the opinions of different groups of fishermen. Several models and cost–benefit analysis were used to assess the ecological, economic, and social impacts of three alternative management strategies. The results emphasize that when determining stocking levels and fishing regulations, the system should be considered as a whole, and impacts on major fish species and different groups of fishermen should be assessed. The stocking policy and fishing regulations should also be flexible to accommodate changing biotic and societal conditions. The key questions in applying the adaptive management process in Oulujärvi fisheries are how to determine clear objectives for fisheries management, find a fisheries management structure that provides workable interactions between different stakeholders, and arrange cost-effective monitoring. The lessons learned from the Oulujärvi experience and recommendations for fisheries management are relevant to other lakes with conflicting objectives of different stakeholders.  相似文献

The international recovered paper trade serves two important functions: increasing raw material availability in the paper and board industry and providing economic incentives to recycle. The purpose of this paper is to shed further light on emerging patterns in this trade by empirically analysing the changes in the bilateral trade flows of recycled paper between 1992 and 2008. According to our estimations, two important changes occurred in the 1990s and 2000s. First, the growing importance of developing economies in global recycled paper trade plays a significant role in import demand as a determinant of trade flows. Second, the changes in global trade patterns necessitate investigating the transportation cost measures used in applied research.  相似文献

The primary focus of many in-stream restoration projects is to enhance habitat diversity for salmonid fishes, yet the lack of properly designed monitoring studies, particularly ones with pre-restoration data, limits any attempts to assess whether restoration has succeeded in improving salmonid habitat. Even less is known about the impacts of fisheries-related restoration on other, non-target biota. We examined how restoration aiming at the enhancement of juvenile brown trout (Salmo trutta L.) affects benthic macroinvertebrates, using two separate data sets: (1) a before-after-control-impact (BACI) design with three years before and three after restoration in differently restored and control reaches of six streams; and (2) a space-time substitution design including channelized, restored, and near-natural streams with an almost 20-year perspective on the recovery of invertebrate communities. In the BACI design, total macroinvertebrate density differed significantly from before to after restoration. Following restoration, densities decreased in all treatments, but less so in the controls than in restored sections. Taxonomic richness also decreased from before to after restoration, but this happened similarly in all treatments. In the long-term comparative study, macroinvertebrate species richness showed no difference between the channel types. Community composition differed significantly between the restored and natural streams, but not between restored and channelized streams. Overall, the in-stream restoration measures used increased stream habitat diversity but did not enhance benthic biodiversity. While many macroinvertebrates may be dispersal limited, our study sites should not have been too distant to reach within almost two decades. A key explanation for the weak responses by macroinvertebrate communities may have been historical. When Fennoscandian streams were channelized for log floating, the loss of habitat heterogeneity was only partial. Therefore, habitat may not have been limiting the macroinvertebrate communities to begin with. Stream restoration to support trout fisheries has strong public acceptance in Finland and will likely continue to increase in the near future. Therefore, more effort should be placed on assessing restoration success from a biodiversity perspective using multiple organism groups in both stream and riparian ecosystems.  相似文献

The planning process for wind farm projects appears to be a complicated matter in many cases. Despite the positive attitude towards wind power in general, local wind farm projects often face strong opposition. The aim of this study is to shed more light on residents’ perceptions of participation in the planning process of wind farms. This study is based on interview data (N?=?22) and survey data (N?=?291) collected from residents living near two Finnish large-scale onshore wind farms built about 1.5 years before the data were collected. The results indicate that residents’ participation in the planning process was rather passive and the vast majority of the respondents perceived that they did not have an opportunity to participate. Quite interestingly, perceived participation in the planning process resulted in a decrease in acceptability in terms of perceived well-being. Furthermore, the results indicate that the need for participation does not expire after the planning process for a wind farm has concluded. Thus, project developers should be prepared to continue communication with residents after the planning phase.  相似文献

Cultural sustainability has become a much discussed topic in the forestry and bioenergy sectors. However, there are not many indicators available for measuring cultural sustainability. In order to identify indicators for the assessment of the cultural sustainability impacts of wood-based bioenergy in eastern Finland, two-phased expert interviews were conducted. The process was supported by a hybrid approach: A qualitative mapping technique was applied when the indicators were identified, and weights for the indicators were set using a quantitative rating technique. The experts identified 49 indicators of cultural sustainability. Most of the generated indicators were relevant for local uses and highlighted the perceptions of the general public. Furthermore, most of the indicators were relevant from the perspective of raw material acquisition. Applying methods of differing backgrounds enabled advanced problem structuring, which allowed the identification of indicators suitable for assessing cultural sustainability of wood-based bioenergy in Eastern Finland. The quantitative rating technique enabled the determination of the importance of the indicators generated. Nevertheless, it seems that the hybrid approaches have many challenges related to the quantitative measuring of the participants’ perceptions. Cultural sustainability indicators should be identified within a case study, since it seems that most of the cultural sustainability indicators are case specific. The process introduced here offers steps for identifying case-specific cultural sustainability indicators; however, the concept of cultural sustainability cannot be strictly defined.  相似文献

/ Three large rivers in northern Finland, the Kemijoki, Iijoki, and Oulujoki rivers, were dammed for hydropower generation in the 1940s-1960s. Due to differences in environmental conditions, these impoundments require detailed study to produce guidelines for fisheries management.Water quality, hydrology, vegetation, and geomorphology data of 16 impoundments were gathered. Shoreline land-use data were derived from maps, and fish assemblage data were collected by exploratory fishing and from the annual fishery statistics. The relations among environmental variables were studied, and a classification of the impoundments was developed by hierarchical cluster analysis. Consequently, three impoundment groups with different environmental characteristics were formed. Significant differences among impoundment groups were also detected in fish yield. We conclude that the variation in environmental conditions, together with differences in fish communities in the impoundments were important enough to justify the claim that impoundments of different types require different management strategies.
