Waste recovery using packaging waste recovery notes: a cost-effective way of meeting targets?

To comply with EU recycling targets for packaging waste, the UK relies on an industry run and market based eco-tax levied by reprocessors on obligated businesses. After examining the details of this approach, the use of Packaging Waste Recovery Notes is assessed in terms of its allocative impact and the contribution made to eco-efficiency. The evidence indicates the UK system has minimized the cost of delivering current EU targets, but has not been able to deliver allocative efficiency or to demonstrate dynamic improvements in resource use. Its effectiveness in meeting impending higher targets remains open to question.     

Greening the Fife Economy: Ecological Modernization as a Pathway for Local Economic Development

Progress in the greening of UK local government has been hampered by uncertainty about the relationship between resource use and environmental protection. Ecological modernizationmay offer the most appropriateparadigm to reconcile economic, social and environmentalinterpretationsof sustainability. The transition from corporate to strategic environmental management currently being attempted by some 'green' authorities can be construed as an attempt to promote ecological modernization in the form of institutional learning. Fife Council in Scotland provides an interesting case study. Progress with corporate environmental management has become bound up with a radical devolution of decision making. Efforts to link the authority's Sustainable Development Policy to a Local Agenda 21 programme have been initiated with the piloting of sustainability indicators.     

Microbiological characteristics in a zero-valent iron reactive barrier

Zero-valent iron (Fe⁰)-based permeable reactive barriertreatment has been generating great interest for passivegroundwater remediation, yet few studies have paid particularattention to the microbial activity and characteristics withinand in the vicinity of the Fe⁰-barrier matrix. The presentstudy was undertaken to evaluate the microbial population andcommunity composition in the reducing zone of influence byFe⁰ corrosion in the barrier at the Oak Ridge Y-12 Plantsite. Both phospholipid fatty acids and DNA analyses were usedto determine the total microbial population and microbialfunctional groups, including sulfate-reducing bacteria,denitrifying bacteria, and methanogens, in groundwater andsoil/iron core samples. A diverse microbial community wasidentified in the strongly reducing Fe⁰ environment despitea relatively high pH condition within the Fe⁰ barrier (up topH 10). In comparison with those found in the backgroundsoil/groundwater samples, the enhanced microbial populationranged from 1 to 3 orders of magnitude and appeared to increase from upgradient of the barrier to downgradient soil. Inaddition, microbial community composition appeared to change overtime, and the bacterial types of microorganismsincreased consistently as the barrier aged. DNA analysisindicated the presence of sulfate-reducing and denitrifyingbacteria in the barrier and its surrounding soil. However, theactivity of methanogens was found to be relatively low,presumably as a result of the competition by sulfate/metal-reducing bacteria and denitrifying bacteria because of the unlimited availability of sulfate and nitrate in the site groundwater. Results of this study provide evidenceof a diverse microbial population within and in the vicinity ofthe iron barrier, although the important roles of microbial activity, either beneficially or detrimentally, on the longevityand enduring efficiency of the Fe⁰ barriers are yet to be evaluated.     

Exploring the Theoretical Interface of Climate Change and Resource Dependency: Application to the Vulnerability of Boreal Forest Regions

This paper addresses the combined effects of two sources of disturbance on the boreal forest – climate change and the economic relations of industrial forestry. It describes a theoretical blueprint constructed of concepts from the theory of dissipative structures (derived from the discipline of physical chemistry) and world-systems theory (derived from the discipline of sociology) into a proposed integrated theory pivoting on the concept of social vulnerability. The goal is to examine the key concepts of this theory – vulnerability, resilience and adaptive capacity – as elements of the complex systems perspective provided by dissipative structure principles. The focus on social vulnerability provides the means to establish the role of external economic linkages relevant to industrial forestry – the core/periphery relations of the world-system – as they influence the social vulnerability of the boreal forest SESs. These systems are posited as embedded peripheries, following world-system criteria, and as the focal scale of analysis within a larger hierarchically organized dissipative structure. The goal is to suggest and stimulate ideas for further discussion and exploration, motivated by the premise that any successful climate change mitigation efforts depend on having sound theoretical foundations on which to stand.     

Prenatal diagnosis and post-mortem study of a fetus with mosaic trisomy 14 due to a dic(14)(p11)

Amniocentesis at 17 weeks' gestation revealed a mosaic karyotype—46,XX/46,XX, — 14,+dic(14)(p11). No abnormalities were detected on ultrasound. Growth and placentation were normal. The fetus was examined after termination of pregnancy and micrognathia and pulmonary hyperlobation were the only abnormalities detected. Several tissues were set up for cytogenetics, including fetal skin, kidney, ovary, and placenta. The diagnosis was confirmed by these studies. The level of mosaicism varied between tissues, with the trisomy 14 cell line highest in amniotic fluid.
