ABSTRACT: When nonparametric frequency analysis was performed on 183 stations from Ontario and Quebec, unimodal and multimodal maximum annual flood density functions were discovered. In order to determine generating mechanisms, a monthly partitioning of the annual maximum floods was undertaken. The timing of the floods revealed that the unimodal distributions reflected a single flood generating mechanism while the multi-modal densities reflected two or more mechanisms. Based on the division of the flood series by mechanisms, nine homogeneous regions were delineated. L-moment distributional homogeneity tests along with smaller standard errors for the regional equations supported the delineation. 相似文献

ABSTRACT: Both L-moment and nonparametric frequency analyses were performed on a series of annual maximum floods from New Brunswick, Canada. The L-moment analysis concluded that the data were generated from a unimodal Generalized Extreme Value (GEV) distribution. However, the nonparametric frequency analysis indicated that a majority of stations followed nonunimodal mixed distributions since peak flows occur during different seasons and are the result of different generating mechanisms. The coupling of L-moment and nonparametric analyses facilitates mixed distribution identification. Thus, the nonparametric method helps in identifying underlying probability distribution, especially when samples arise from mixed distributions. 相似文献

Understanding the spatial–temporal distribution of vector mosquitoes is essential in designing an efficient mosquito control strategy to reduce the risk of the mosquito-borne disease. In this paper, we apply a non-parametric clustering method, CLUES, to the surveillance data of West Nile virus vector mosquitoes collected by light traps in Peel Region, Ontario, during the mosquito seasons in 2004–2010. In order to obtain robust and reliable results, a statistical smoothing procedure LOWESS is applied to the original time series data. It was found that the mosquito trap sites can be clustered into three groups. The weather impact on the mosquito abundance of each clustered group are similar, while the interannual variability and the highest abundance and peak time in each mosquito season are different. The impact of weather factors on this clustering is investigated. 相似文献

ABSTRACT: In flood frequency analysis it is required to estimate the values of probabilities based on plotting formula. All of the many existing formula provide different results, particularly at the tails of the distribution. The existing practice in selection of a particular formula is rather arbitrary; and often Weibull's formula is recommended, which provided biased and conservative results. Unlike the past, anthropogenic activities have begun to have greaterand greater impact on the environment. Policy formulation is no longerconfined to just responding to an existing set of environmentalconditions, but involves taking into account how the decision mightaffect the original set of environmental conditions to which the originalpolicy was formulated as a response.We discuss how certain policies could be developed, using the resultsfrom two integrated scientific models which incorporate parametersreflecting two air issues: (1) climate change, and (2) stratospheric ozonedepletion. Model results suggest very clearly that these two air issuesare not scientifically independent from each other. Following asingle-issue policy would lead to inconsistencies and undesirableconsequences in other related issues. Thus, the policy decision processhas now become complex.One of the sources of this complexity is the uncertainty in the responseof the environmental system to certain policy decisions, complexityarising from the fact that the environmental system is highly nonlinearand evolving. Model results indicate that it is essential for the policyformulation process to be flexible enough to take into account thenonlinear evolutionary nature of the environmental system. A policymust reflect, and be tailored to, the dynamical history and present stateof the system, if it is to be effective in influencing the future evolution of the system. 相似文献

It is an established fact that property owners can face significant liabilities as a result of an on-site environmental contamination problem. This paper outlines a successful, innovative remedial strategy that, in conjunction with agency negotiation, afforded a property owner minimal financial expenditure and, at the same time, facilitated property cleanup and reuse. The strategy includes the delisting and sale of “clean” portions of the property to obtain the finances necessary to remediate the remaining “impacted” portion of the property. Previous investigations performed by EPA indicate the affected area to be a five to seven acre area located in the northeast portion of the property. Since a portion of the property was affected, significant restrictions for long-term use were placed on the entire property. A summary of environmental data generated for the property was prepared and submitted to the agency. This data summary communicated a strategy which was developed to delist and sell the “clean” portion of the property and to use the proceeds to clean up the affected property. To accomplish this, several tasks were outlined, including work-plan preparation and submittal, data collection, and interim remedial activities. In addition, a risk assessment is planned to identify potential threats to receptors downgradient of the impacted areas. This strategy allows the owner of an environmentally distressed property to use financial assets of the property to facilitate an acceptable solution with both regulatory agencies and the surrounding community. 相似文献
