This work presents a framework for viewing agricultural adaptation, emphasizing the multiple spatial and temporal scales on which individuals and institutions process information on changes in their environment. The framework is offered as a means to gain perspective on the role of climate variability and change in agricultural adaptation, and developed for a case study of Australian agriculture. To study adaptation issues at the scale of individual farms we developed a simple modelling framework. The model highlights the decision making element of adaptation in light of uncertainty, and underscores the importance of decision information related to climate variability. Model results show that the assumption of perfect information for farmers systematically overpredicts adaptive performance. The results also suggest that farmers who make tactical planting decisions on the basis of historical climate information are outperformed by those who use even moderately successful seasonal forecast information. Analysis at continental scales highlights the prominent role of the decline in economic operating conditions on Australian agriculture. Examples from segments of the agricultural industry in Australia are given to illustrate the importance of appropriate scale attribution in adapting to environmental changes. In particular, adaptations oriented toward short time scale changes in the farming environment (droughts, market fluctuations) can be limited in their efficacy by constraints imposed by broad changes in the soil/water base and economic environment occuring over longer time scales. The case study also makes the point that adaptation must be defined in reference to some goal, which is ultimately a social and political exercise. Overall, this study highlights the importance of allowing more complexity (limited information, risk aversion, cross-scale interactions, mis-attribution of cause and effect, background context, identification of goals) in representing adaptation processes in climate change studies.  相似文献

Remote or off-grid communities in Canada primarily rely on diesel generators for the provision of their electricity. Often surrounded by potential renewable resources, they are characterised as the low-hanging fruit of greenhouse gas mitigation strategies. While much is said about the promises of community energy projects, as well as technologies and policy mechanisms for addressing the needs of these communities, little attention has been paid to what communities, themselves, might want for their energy projects and what the implications of those desires might be for both technology development and community energy policies. This paper aims to fill this gap by exploring the on-going energy pursuits of a number of remote First Nations communities in British Columbia. It identifies a desire for community self-sufficiency as a primary motivation for engaging with energy projects on the part of the communities and discusses the various meanings and implications of self-sufficiency in the context of community energy projects. These meanings and implications primarily include the two dimensions of material self-sufficiency and political self-determination, the latter of which suggests a view of community energy projects as processes of decolonisation among First Nation communities in British Columbia. It then suggests that the pursuit of this goal is somewhat incongruent with the approach that government and industry have taken in addressing community energy, especially the way in which remote communities are viewed as the low-hanging fruit of various sustainability projects.  相似文献

Currently envisaged mitigation of greenhouse gases (GHG) emissions will be insufficient to appreciably limit climate change and its impacts. Adaptation holds the promise of ameliorating the impacts on a small subset of systems being affected. There is no question that both will be needed. However, climate change is only part of a broader multi-stress setting of global through to local changes. Privileging climate related policies over other concerns leads to tragic outcomes. Climate policies need to be designed for and integrated into this broader and challenging context. This paper focuses on placing climate change within the broader context of global change and the importance of aligning climate policy objectives with the myriad other policies that still need to be implemented if our primary goal is improving human welfare rather than limiting our focus to climate change and its impacts.  相似文献

Vector-borne diseases are feared to extend their range in a future where global warming has occurred. There is considerable concern about scourges such as malaria re-invading currently temperate regions and reaching into higher altitudes in Africa. In this paper we examine the various factors thought to determine potential infectivity of malaria, and its actual outbreak in the context of a dynamic integrated assessment model. We quantify: (i) the role of demographics in placing a larger population in harms way; (ii) the role of climate change in increasing the potential geographic range and severity of the risk of infection; and (iii) the role of economic and social development in limiting the occurrence of malaria. We then explore the climate and economic implications of various climate policies in their effectiveness to limit potential infectivity of malaria. In illustration of these issues we present the climate-related and economics-related impacts of unilateral CO2 control by OECD on incidence of malaria in non-OECD nations. The model presented here, although highly stylized in its representation of socio-economic factors, provides strong evidence of the role of socio-economic factors in determination of malaria incidence. The case study offers insights into unintended adverse consequences of well-meaning climate policies. This paper draws ten lessons from analyses of adaptation to climate change under conditions of risk and uncertainty: (1) Socio-economic systems will likely respond most to extreme realizations of climate change. (2) Systems have been responding to variations in climate for centuries. (3) Future change will effect future citizens and their institutions. (4) Human systems can be the sources of surprise. (5) Perceptions of risk depend upon welfare valuations that depend upon expectations. (6) Adaptive decisions will be made in response to climate change and climate change policy. (7) Analysis of adaptive decisions should recognize the second-best context of those decisions. (8) Climate change offers opportunity as well as risk. (9) All plausible futures should be explored. (10) Multiple methodological approaches should be accommodated. These lessons support two pieces of advice for the Third Assessment Report: (1) Work toward consensus, but not at the expense of thorough examination and reporting of the "tails" of the distributions of the future. (2) Integrated assessment is only one unifying methodology; others that can better accommodate those tails should be encouraged and embraced.  相似文献
