Effective management refers to the ability of a protected area or indigenous territory to meet its objectives, particularly as they relate to the protection of biodiversity and forest cover. Effective management is achieved through a process of consolidation, which among other things requires legally protecting sites, integrating sites into land‐use planning, developing and implementing management and resource‐use plans, and securing long‐term funding to pay for recurrent costs. Effectively managing all protected areas and indigenous territories in the Amazon may be needed to avoid a deforestation tipping point beyond which regional climatic feedbacks and global climate change interact to catalyze irreversible drying and savannization of large areas. At present, protected areas and indigenous territories cover 45.5% (3.55 million km2) of the Amazon, most of the 60–70% forest cover required to maintain hydrologic and climatic function. Three independent evaluations of a long‐term large‐scale philanthropic initiative in the Amazon yielded insights into the challenges and advances toward achieving effective management of protected areas and indigenous territories. Over the life of the initiative, management of sites has improved considerably, particularly with respect to management planning and capacity building, but few sites are effectively managed and many lack sufficient long‐term financing, adequate governance, support of nongovernmental organizations, and the means to withstand economic pressures. The time and money required to complete consolidation is still poorly understood, but it is clear that philanthropic funding is critical so long as essential funding needs are not met by governments and other sources, which could be on the order of decades. Despite challenges, it is encouraging that legal protection has expanded greatly and management of sites is improving steadily. Management of protected areas in other developing countries could be informed by improvements that have occurred in Amazonian countries. 相似文献
Crop damage is the most common impact of negative interactions between people and elephants and poses a significant threat to rural livelihoods and conservation efforts. Numerous approaches to mitigate and prevent crop damage have been implemented throughout Africa and Asia. Despite the documented high efficacy of many approaches, losses remain common, and in many areas, damage is intensifying. We examined the literature on effectiveness of crop-damage-mitigation strategies and identified key gaps in evaluations. We determined there is a need to better understand existing solutions within affected communities and to extend evaluations of effectiveness beyond measurement of efficacy to include rates of and barriers to adoption. We devised a conceptual framework for evaluating effectiveness that incorporates the need for increased emphasis on adoption and can be used to inform the design of future crop-damage mitigation assessments for elephants and conflict species more widely. The ability to prevent crop loss in practice is affected by both the efficacy of a given approach and rates of uptake among target users. We identified the primary factors that influence uptake as local attitudes, sustainability, and scalability and examined each of these factors in detail. We argue that even moderately efficacious interventions may make significant progress in preventing damage if widely employed and recommend that wherever possible scientists and practitioners engage with communities to build on and strengthen existing solutions and expertise. When new approaches are required, they should align with local attitudes and fit within limitations on labor, financial requirements, and technical capacity. 相似文献
Objectives: The accuracy of self-reported driving exposure has questioned the validity of using self-reported mileage to inform research questions. Studies examining the accuracy of self-reported driving exposure compared to objective measures find low validity, with drivers overestimating and underestimating driving distance. The aims of the current study were to (1) examine the discrepancy between self-reported annual mileage and driving exposure the following year and (2) investigate whether these differences depended on age and annual mileage.
Methods: Two estimates of drivers’ self-reported annual mileage collected during vehicle installation (obtained via prestudy questionnaires) and approximated annual mileage driven (based upon Global Positioning System data) were acquired from 3,323 participants who participated in the Strategic Highway Research Program 2 (SHRP2) Naturalistic Driving Study.
Results: A Wilcoxon signed rank test showed that there was a significant difference between self-reported and annual driving exposure during participation in SHRP 2, with the majority of self-reported responses overestimating annual mileage the following year, irrespective of whether an ordinal or ratio variable was examined. Over 15% of participants provided self-reported responses with over 100% deviation, which were exclusive to participants underestimating annual mileage. Further, deviations in reporting differed between participants who had low, medium, and high exposure, as well as between participants in different age groups.
Conclusions: These findings indicate that although self-reported annual mileage is heavily relied on for research, such estimates of driving distance may be an overestimate of current or future mileage and can influence the validity of prior research that has utilized estimates of driving exposure. 相似文献
