Abstract: Despite the growing interest in conservation approaches that include payments for environmental services (PES), few evaluations of the influence of such interventions on behaviors of individuals have been conducted. We used self‐reported changes in six legal and illegal forest‐use behaviors to investigate the way in which a PES for biodiversity conservation intervention in Menabe, Madagascar, influenced behavior. Individuals (n =864) from eight intervention communities and five control communities answered questions on their forest‐use behaviors before and after the intervention began, as well as on their reasons for changing and their attitudes to various institutions. The payments had little impact on individuals’ reported decisions to change behaviors, but it had a strong impact on individuals’ attitudes. Payments appeared to legitimize monitoring of behaviors by the implementing nongovernmental organization (NGO), but did not act as a behavioral driver in their own right. Although there were no clear differences between changes in behaviors in the intervention and control communities, the intervention did influence motivations for change. Fear of local forest associations and the implementing NGO were strong motivators for changing behavior in communities with the PES intervention, whereas fear of the national government was the main reason given for change in control communities. Behavioral changes were most stable where fear of local organizations motivated the change. Our results highlight the interactions between different incentives people face when making behavioral decisions and the importance of considering the full range of incentives when designing community‐based PES interventions.  相似文献

Eradication of introduced mammalian predators from islands has become increasingly common, with over 800 successful projects around the world. Historically, introduced predators extirpated or reduced the size of many seabird populations, changing the dynamics of entire island ecosystems. Although the primary outcome of many eradication projects is the restoration of affected seabird populations, natural population responses are rarely documented and mechanisms are poorly understood. We used a generic model of seabird colony growth to identify key predictor variables relevant to recovery or recolonization. We used generalized linear mixed models to test the importance of these variables in driving seabird population responses after predator eradication on islands around New Zealand. The most influential variable affecting recolonization of seabirds around New Zealand was the distance to a source population, with few cases of recolonization without a source population ≤25 km away. Colony growth was most affected by metapopulation status; there was little colony growth in species with a declining status. These characteristics may facilitate the prioritization of newly predator‐free islands for active management. Although we found some evidence documenting natural recovery, generally this topic was understudied. Our results suggest that in order to guide management strategies, more effort should be allocated to monitoring wildlife response after eradication. This paper addresses the complex issue of recreational exposure to sewage contaminated waters. The types of hazard encountered are discussed and contextualised. Microbial measures of sewage contamination prove to be extremely unreliable. The links between microbial indicators and water quality and between water quality and demonstrable health effects are variable at best. The outcomes of epidemiological studies agree in general terms-exposed populations exhibit more symptoms-but rarely agree in specifics, such as threshold levels for particular indicator organisms. The drive to improve Europe's bathing beaches initiated by the European Union in its bathing water directive has been a temendous force for change. However, the investment of huge sums of money based on compliance with flawed microbiological standards is entirely inappropriate. Instead a holistic approach based on the assessment of all factors likely to promote risk to recreators is proposed. Such a beach registration scheme would remove the necessity to comply with fundamentally flawed and meaningless numerical standards.  相似文献

The Convention on Biological Diversity has catalyzed worldwide awareness of threats to biological diversity and stimulated global conservation strategies. These have led to national and international legislation and have generated debate about the most effective conservation actions. Under the EU Habitats Directive, all member states are obliged to establish a system for strict protection of species listed in Annex IV(a), which includes all bats. In England, this obligation has resulted in legislation that allows for derogation from strict protection under license, provided activities are undertaken to mitigate any potential negative effects on bat numbers. We used an evidence‐based approach to assess the cost‐effectiveness of mitigation strategies and the English bat‐derogation licensing process as a whole. We analyzed data from 389 bat derogation licenses issued in England from 2003 to 2005 relating to 1776 roosts and 15 species to determine the nature and extent of development and mitigation activities and their effects on bats. Overall the effects of licensed activities on roosts were negative. Despite the level of protection afforded to bats, the majority (68%) of roosts for which derogation licenses were issued were destroyed. There were species‐specific differences in the probability of roosts being destroyed, and impacts on roosts did not reflect a species’ conservation status. Information provided by licensees was inadequate and inconsistent. Most licensees (67%) failed to submit postdevelopment reports, and postdevelopment monitoring was conducted at only 19% of sites. Despite a minimum of £4.13 million spent on mitigation structures for bats from 2003 to 2005, it was unclear whether the licensing process meets EU obligations. On the basis of our results, we believe there is a need to overhaul the licensing process, to establish a comprehensive, standardized postdevelopment monitoring system, and to demonstrate that mitigation is commensurate with Britain's legal obligations. Abstract:  Marine protected areas, and other fishery management systems that impart partial or total protection from fishing, are increasingly advocated as an essential management tool to ensure the sustainable use of marine resources. Beneficial effects for fish species are well documented for tropical and reef systems, but the effects of marine protected areas remain largely untested in temperate waters. We compared trends in sport-fishing catches of nine fish species in an area influenced by a large (500-km2) towed-fishing-gear restriction zone and in adjacent areas under conventional fishery management controls. Over the period 1973–2002 the mean reported weight of above-average-sized (trophy) fish of species with early age at maturity and limited home range was greatest within the area influenced by the fishing-gear restriction zone. The reported weight of trophy fish of species that mature early also declined less and more slowly over time within the area influenced by the fishing-gear restriction zone. Importantly, the mean reported weight of trophy fish of species that mature late and those that undertake extensive spatial movements declined at the same rate in all areas. Hence these species are likely to require protected areas >500 km2 for effective protection. Our results also indicated that fish species with a localized distribution or high site fidelity may require additional protection from sport fishing to prevent declines in the number or size of fish within the local population.  相似文献

Abstract: The unit of trade in ecosystem services is usually the use of a proportion of the parcels of land associated with a given service. Valuing small changes in the provision of an ecosystem service presents obstacles, particularly when the service provides non‐use benefits, as is the case with conservation of most plants and animals. Quantifying non‐use values requires stated‐preference valuations. Stated‐preference valuations can provide estimates of the public's willingness to pay for a broad conservation goal. Nevertheless, stated‐preference valuations can be expensive and do not produce consistent measures for varying levels of provision of a service. Additionally, the unit of trade, land use, is not always linearly related to the level of ecosystem services the land might provide. To overcome these obstacles, we developed a method to estimate the value of a marginal change in the provision of a non‐use ecosystem service—in this case conservation of plants or animals associated with a given land‐cover type. Our method serves as a tool for calculating transferable valuations of small changes in the provision of ecosystem services relative to the existing provision. Valuation is achieved through stated‐preference investigations, calculation of a unit value for a parcel of land, and the weighting of this parcel by its ability to provide the desired ecosystem service and its effect on the ability of the surrounding land parcels to provide the desired service. We used the water vole (Arvicola terrestris) as a case study to illustrate the method. The average present value of a meter of water vole habitat was estimated at UK£12, but the marginal value of a meter (based on our methods) could range between £0 and £40 or more.  相似文献

使用X射线衍射技术(XRD)和扫描电镜技术(SEM/EDX)对北京PM10中的矿物组分进行了分析.结果表明,北京PM10中的矿物组分存在明显的季节变化规律,春季PM10中的矿物组成种类最多;秋季PM10中的矿物种类最少;在夏季PM10中,矿物的种类有所减少,却有新的物种出现,如NH4Cl、K(NH4)Ca(SO4)2?H2O、As2O3?SO3等.粘土矿物是北京PM10中含量最高的矿物,石英的含量次之,其他依次为方解石、石膏、长石、白云石以及其他矿物颗粒;北京PM10中还存在一定数量的复合颗粒,颗粒表面常有S、Cl元素的存在.  相似文献

Food security reserve policy in Ethiopia since 1982 is reviewed in the light of the limited progress made elsewhere in Africa in establishing and maintaining such reserves. While the reserve played some role in dealing with the crisis of 1987/8, donor confidence was eroded by unauthorised drawings from the reserve and other factors. In 1992, the Ethiopian Food Security Reserve Authority was established to provide a system of management more acceptable to donors. This had led to donor pledges to replenish the reserve, though it remains well below the target level. Despite increased government commitment of funds, donor confidence remains fragile and the reserve remains dependent on donor support. The place of the reserve in national food security policy is not yet fully defined. Conclusions are drawn for food security reserve policy in Ethiopia and elsewhere in Africa.  相似文献
