/ The problem of assuring government operational continuity following earthquakes has been given little research attention. Recent earthquake experience has documented that government organizations without a public safety mission do incur damaged facilities and routinely see increases in public demands following an earthquake. Impediments to service delivery associated with such dam-ages can be minimized if agencies address earthquake plan elements likely to enhance postimpact functioning, including: the potential to relocate operations, protection for the workplace, possession of an organizational inventory, emergency instructions for employees, the ability to use volunteers, and communication capacity. Factors associated with the adoption of these plan elements were studied in one county government and its municipal county seat in the southwestern United States. A census of departments within these jurisdictions was asked to complete a questionnaire reporting the level of planning activity relative to each of these plan elements. It was found that the overall level of preparedness was low, but statistically significantly related to agency size, perceived risk, and information seeking. The implications of these findings underscore the potential for disruption to government service delivery and permit the identification of potential avenues for increasing levels of preparedness.KEY WORDS: Emergency planning; Earthquakes; Government preparedness  相似文献

Severe winter conditions and blizzards may cause persons to be stranded, unable to move from one place to another. Being stranded under such conditions can be life-threatening and often requires help. This is a study of giving and receiving help among people who were stranded during severe winter conditions and blizzards in Bowling Green, Ohio, USA and the surrounding countryside in 1976–1977. Mail questionnaire data were collected from the Bowling Green, Ohio telephone directory which included listings from both rural and urban areas. The family, followed by friends and neighbors, were most important in the giving and receiving of help. There was little difference between the responses of rural and urban residents. Propinquity was found to be an important intervening variable.  相似文献

Abstract:  Roads may be one of the most common disturbances in otherwise continuous forested habitat in the southern Appalachian Mountains. Despite their obvious presence on the landscape, there is limited data on the ecological effects along a road edge or the size of the "road-effect zone." We sampled salamanders at current and abandoned road sites within the Nantahala National Forest, North Carolina (U.S.A.) to determine the road-effect zone for an assemblage of woodland salamanders. Salamander abundance near the road was reduced significantly, and salamanders along the edges were predominantly large individuals. These results indicate that the road-effect zone for these salamanders extended 35 m on either side of the relatively narrow, low-use forest roads along which we sampled. Furthermore, salamander abundance was significantly lower on old, abandoned logging roads compared with the adjacent upslope sites. These results indicate that forest roads and abandoned logging roads have negative effects on forest-dependent species such as plethodontid salamanders. Our results may apply to other protected forests in the southern Appalachians and may exemplify a problem created by current and past land use activities in all forested regions, especially those related to road building for natural-resource extraction. Our results show that the effect of roads reached well beyond their boundary and that abandonment or the decommissioning of roads did not reverse detrimental ecological effects; rather, our results indicate that management decisions have significant repercussions for generations to come. Furthermore, the quantity of suitable forested habitat in the protected areas we studied was significantly reduced: between 28.6% and 36.9% of the area was affected by roads. Management and policy decisions must use current and historical data on land use to understand cumulative impacts on forest-dependent species and to fully protect biodiversity on national lands  相似文献

Abstract: Social, economic, and ecological criteria contribute to the successful design, implementation, and management of marine protected areas (MPAs). In the context of California's Marine Life Protection Act Initiative, we developed a set of methods for collecting, compiling, and analyzing data about the spatial extent and relative economic importance of commercial and recreational fishing. We interviewed 174 commercial fishers who represented the major fisheries in the initiative's north‐central coast region, which extends from Point Arena south to Pigeon Point. These fishers provided data that we used to map the extent of each of the fishing grounds, to weight the relative importance of areas within the grounds, to characterize the operating costs of each fishery, and to analyze the potential economic losses associated with proposed marine protected areas. A regional stakeholder group used the maps and impact analyses in conjunction with other data sets to iteratively identify economic and ecological trade‐offs in designations of different areas as MPAs at regional, port, and fishery extents. Their final proposed MPA network designated 20% of state waters as MPAs. Potential net economic loss ranged from 1.7% to 14.2% in the first round of network design and totaled 6.3% in the final round of design. This process is a case study in the application of spatial analysis to validate and integrate local stakeholder knowledge in marine planning.  相似文献

Abstract: Compatibility between the belowground mutualists of resident species and the needs of immigrant species will strongly influence the successful transition from one perennial plant community to another during climate change. A hiatus in the overlap between plant species that maintain a positive link with the soil ecosystem could result in site capture by weeds and rapid degradation of the productive capacity of soils. We discuss instances in which such rapid degradation has occurred and argue for the crucial importance of protecting plant-soil links in the coming decades through maintaining biodiversity and utilizing management practices that help plants keep a firm grip on the soil. Examples of the latter include partial and dispersed cutting in forestry, use of green cover crops in agriculture and grazing intensities that permit degraded range to rebuild.  相似文献

Abstract:  The brown tree snake ( Boiga irregularis ) is a devastating invader that has ecologically and economically affected Guam and is poised to disperse further. Interdiction efforts are being conducted on Guam and some of the potential receiving sites, but no tools exist for evaluating the potential for snake incursion; thus, the amount of effort that should be invested in protecting particular sites is unknown. We devised a model that predicts the relative risk of establishment of the brown tree snake (BTS) at a given site. To calculate overall risk, we incorporated in the model information on the likelihood of an organism entering the transportation system, avoiding detection, surviving to arrive at another location, and establishing at the receiving end. On the basis of documented rates of snake arrival at receiving sites, the model produced realistic predictions of invasion risk. Model outputs can thus be used to prioritize interdiction efforts to focus on especially vulnerable receiving locations. We provide examples of the utility of the model in evaluating the impacts of changes in transportation parameters. Finally, the model can be used to evaluate the impacts that BTS establishment at an additional site and that creation of a new source of snakes would have. The use of qualitative inputs allows the model to be adapted by substituting data on other invasive species or transportation systems.  相似文献

Abstract:  Invasive species are often considered to be a major threat to biodiversity, leading conservation biologists to often recommend their complete eradication. Animal rights groups typically categorically oppose killing animals, and their opposition has brought eradication attempts of gray squirrels in northern Italy (Europe) and mute swans in Vermont to a halt. As a result native red squirrels may disappear from Europe and ecosystem-wide impacts are expected to be caused by the swan. In contrast, cooperation between managers and animal rights groups has resulted in a successful control program for feral pigs in Fort Worth, Texas (U.S.A.). The philosophical differences between animal rights and conservation biologists' views make cooperation seem unlikely, yet documented cases of cooperation have been beneficial for both groups. We recommend that managers dealing with invasive species should consult with social scientists and ethicists to gain a better understanding of the implications of some of their policy decisions. In addition, we recommend that animal rights groups do more to support alternatives to lethal control, which are often excluded by economic limitations. Prevention of arrival of invasive species via application of the precautionary principle may be an especially productive avenue for such collaboration because it fits the goals and values of both groups.  相似文献

Abstract:  Studies evaluating effects of human activity on wildlife typically emphasize short-term behavioral responses from which it is difficult to infer biological significance or formulate plans to mitigate harmful impacts. Based on decades of detailed behavioral records, we evaluated long-term impacts of vessel activity on bottlenose dolphins ( Tursiops sp.) in Shark Bay, Australia. We compared dolphin abundance within adjacent 36-km2 tourism and control sites, over three consecutive 4.5-year periods wherein research activity was relatively constant but tourism levels increased from zero, to one, to two dolphin-watching operators. A nonlinear logistic model demonstrated that there was no difference in dolphin abundance between periods with no tourism and periods in which one operator offered tours. As the number of tour operators increased to two, there was a significant average decline in dolphin abundance (14.9%; 95% CI =−20.8 to −8.23), approximating a decline of one per seven individuals. Concurrently, within the control site, the average increase in dolphin abundance was not significant (8.5%; 95% CI =−4.0 to +16.7). Given the substantially greater presence and proximity of tour vessels to dolphins relative to research vessels, tour-vessel activity contributed more to declining dolphin numbers within the tourism site than research vessels. Although this trend may not jeopardize the large, genetically diverse dolphin population of Shark Bay, the decline is unlikely to be sustainable for local dolphin tourism. A similar decline would be devastating for small, closed, resident, or endangered cetacean populations. The substantial effect of tour vessels on dolphin abundance in a region of low-level tourism calls into question the presumption that dolphin-watching tourism is benign.  相似文献

Abstract: Species that have temperature‐dependent sex determination (TSD) often produce highly skewed offspring sex ratios contrary to long‐standing theoretical predictions. This ecological enigma has provoked concern that climate change may induce the production of single‐sex generations and hence lead to population extirpation. All species of sea turtles exhibit TSD, many are already endangered, and most already produce sex ratios skewed to the sex produced at warmer temperatures (females). We tracked male loggerhead turtles (Caretta caretta) from Zakynthos, Greece, throughout the entire interval between successive breeding seasons and identified individuals on their breeding grounds, using photoidentification, to determine breeding periodicity and operational sex ratios. Males returned to breed at least twice as frequently as females. We estimated that the hatchling sex ratio of 70:30 female to male for this rookery will translate into an overall operational sex ratio (OSR) (i.e., ratio of total number of males vs females breeding each year) of close to 50:50 female to male. We followed three male turtles for between 10 and 12 months during which time they all traveled back to the breeding grounds. Flipper tagging revealed the proportion of females returning to nest after intervals of 1, 2, 3, and 4 years were 0.21, 0.38, 0.29, and 0.12, respectively (mean interval 2.3 years). A further nine male turtles were tracked for short periods to determine their departure date from the breeding grounds. These departure dates were combined with a photoidentification data set of 165 individuals identified on in‐water transect surveys at the start of the breeding season to develop a statistical model of the population dynamics. This model produced a maximum likelihood estimate that males visit the breeding site 2.6 times more often than females (95%CI 2.1, 3.1), which was consistent with the data from satellite tracking and flipper tagging. Increased frequency of male breeding will help ameliorate female‐biased hatchling sex ratios. Combined with the ability of males to fertilize the eggs of many females and for females to store sperm to fertilize many clutches, our results imply that effects of climate change on the viability of sea turtle populations are likely to be less acute than previously suspected.  相似文献

Predation on native fauna by non‐native invasive mammals is widely documented, but effects of predation at the population level are rarely measured. Eradication of invasive mammals from islands has led to recovery of native biota, but the benefits of controlling invasive mammal populations in settings where eradication is not feasible are less understood. We used various combinations of aerially delivered toxic bait and control measures on the ground to reduce abundances of invasive rats (Rattus rattus) to low levels over large areas on mainland New Zealand and then monitored the abundance of invertebrates on replicated treatment sites to compare with abundances on similar nontreatment sites. We also assessed rat diet by examining stomach contents. Abundance of the rats’ most‐consumed invertebrate prey item, the large‐bodied Auckland tree weta (Hemideina thoracica), increased 3‐fold on treatment sites where we maintained rats at <4/ha for approximately 3 years, compared with the nontreatment sites. Auckland tree weta also increased in abundance on sites where rats were controlled with a single aerial‐poisoning operation, but rat abundance subsequently increased on these sites and tree weta abundance then declined. Nevertheless, our data suggest that biennial reduction of rat abundances may be sufficient to allow increases in tree weta populations. Other invertebrates that were consumed less often (cave weta [Rhaphidophoridae], spiders [Araneae], and cockroaches [Blattodea]) showed no systematic changes in abundance following rat control. Our results suggest that the significant threat to recruitment and individual survival that predation by rats poses for tree weta can be mitigated by wide‐scale aerial pest control.
