Safety climate in Finnish- and Swedish-speaking companies.   总被引:1,自引:0,他引:1  
The aim of this study was to compare assessments made by Finnish- and Swedish-speaking workers in Finland about the safety climate in their companies, because an earlier study showed that the accident frequency of Swedish-speaking workers was one third lower than that of Finnish-speaking workers. 148 Finnish-speaking and 138 Swedish-speaking workers from 14 small and medium-sized companies participated in this study. They filled out a Finnish safety climate questionnaire, the reliability of which was above the acceptable level. There were no differences between the language groups in the total variables of safety climate and safety action. Based on the differences in single items, we interpreted that Swedish-speaking workers stressed collective safety more, whereas Finnish-speaking workers put more emphasis on their personal responsibility for safety.  相似文献

The Convention on Biological Diversity's national biodiversity strategies and action plans (NBSAPs) are major mechanisms for mainstreaming biodiversity into national policies. This article examines whether and how the NBSAPs contribute to mainstreaming biodiversity across policy sectors in Finland in order to halt biodiversity loss. We have developed an innovative analytical framework where the concept of responsibility addresses how motivations for mainstreaming can be built, and the concept of social learning outcomes addresses the extent of institutional changes for biodiversity. The Finnish NBSAP processes have been able to build diverse forms of responsibility (liability, accountability, responsiveness and care) in different policy sectors by providing new knowledge, careful process design and developing institutional linkages. Despite pro-biodiversity outcomes in the targeted policy sectors, the responsibilities do not diffuse from the environmental administration to other policy sectors to a sufficient extent. Closing this ‘responsibility gap’ is a key challenge for building effective environmental policies.  相似文献

The concept of ecosystem services (ES) is being increasingly applied in environmental governance and science. To safeguard key ES in changing and complex social–ecological systems such as treeline areas, we need to (1) map key ES in different types of treeline landscapes, (2) identify the stakeholders benefiting from and threatening ES, and (3) examine how ES could be governed more sustainably. We explore these questions in European treeline areas by using quantitative and qualitative social science techniques to analyse responses from a survey of local scientific experts in 20 altitudinal and polar treeline areas in 15 European countries. In contrast to the prevalent consideration of treeline areas as a single type of a social–ecological system, we show that European treeline areas can be divided into two types that significantly differ in the delivery of ES. Our analyses allowed us to categorize stakeholders according to their benefits from and threats to ES; “Green key players” formed the most numerous group, while smaller number of stakeholder groups was categorized as “Harmless crowd”, “Occasional stressors”, and “Risky users”. However, behaviour of stakeholders is very much site-specific. Of 595 pairs of stakeholders analysed, we found <5 EU-wide “Allies” and “Opponents”. Recommendations for improved governance include adjusting governance instruments to specific problems in divergent treeline systems and creating participatory structures where stakeholders better interact with scientists and can genuinely influence management decisions.  相似文献

Background, aim, and scope  The paper describes the spatial contamination of the River Kymijoki, South-Eastern Finland, and the coastal region of the Gulf of Finland with PCDD/Fs and mercury. The findings of ecotoxicologial and human health studies are also reported, including environmental and human risk assessments. Sediments from the River Kymijoki, draining into the Gulf of Finland, have been heavily polluted by the pulp and paper industry and by chemical industries. A wood preservative, known as Ky-5, was manufactured in the upper reaches of the river between 1940 and 1984 causing severe pollution of river sediments with polychlorinated dibenzo-p-dioxins (PCDD) and dibenzofurans (PCDF). Moreover, the sediments have been polluted with mercury (Hg) from chlor-alkali production and the use of Hg as a slimicide in pulp and paper manufacturing. Materials and methods  An extensive sediment survey was conducted as well as sediment transport modeling, toxicity screening of sediment invertebrates, and a survey of contaminant bioaccumulation in invertebrates and fish. Studies on human exposure to PCDD/Fs and the possible effects on hypermineralization of teeth as well as an epidemiological study to reveal increased cancer risk were also conducted. An assessment of the ecological and human health risks with a null hypothesis (no remediation) was undertaken. Results  The sediment survey revealed severe contamination of river and coastal sediments with PCDD/Fs and Hg. The total volume of contaminated sediments was estimated to reach 5 × 106 m3 and hot spots with extremely high concentrations (max 292,000 ng g−1 or 1,060 ng I-TEQ g−1 d.w.) were located immediately downstream from the pollution source (approximately 90,000 m3). Sediment contamination was accompanied by changes in benthic assemblages, but direct effects were masked by many factors. The fish showed only slightly elevated PCDD/F levels in muscle, but orders of magnitude higher in the liver compared with reference freshwater sites and the Baltic Sea. The concentrations in human fat did not reveal high human exposure in the Kymijoki area in general and was lower than in sea fishermen. The relative risk for total cancer among farmers was marginally higher (RR = 1.13) among those living close to the river, compared with farmers living further away, and the possibility of increased cancer risk cannot be ruled out. A conservative risk assessment revealed that the present probability of exceeding the WHO upper exposure limit of 4 pg WHO-TEQ kg−1 d−1 for PCDD/Fs and DL-PCBs was 6%. The probability of exceeding the WHO limit value of 0.23 μg kg−1 d−1 for methyl mercury was estimated to be notably higher at 62%. Based on these studies and the estimated risks connected with different remediation techniques a general remediation plan with cost benefit analysis was generated for several sub-regions in the river. Dredging, on-site treatment, and a close disposal of the most contaminated sediments (90,000 m3) was suggested as the first phase of the remediation. The decision regarding the start of remediation will be made during autumn 2008. Conclusions  The sediments in the River Kymijoki are heavily polluted with PCDD/Fs and mercury from earlier chlorophenol, chlor-alkali, and pulp and paper manufacturing. A continuous transport of contaminants is taking place to the Gulf of Finland in the Baltic Sea. The highly increased PCDD/F and Hg levels in river sediments pose an ecotoxicological risk to benthic fauna, to fish-eating predators and probably to human health. The risks posed by mercury exceed those from PCDD/Fs and need to be evaluated for (former) chlor-alkali sites and other mercury releasing industries as one basis for remediation decision making. Recommendations and perspectives  The studies form the basis of a risk management strategy and a plan for possible remediation of contaminated sediments currently under consideration in the Southeast Finland Regional Environment Centre. It is recommended that a detailed restoration plan for the most seriously contaminated areas should be undertaken. Based on current knowledge, the restoration of the whole river is not feasible, considering the current risk caused by the contaminated sediment in the river and the costs of an extensive restoration project. The experiences gained in the present case should be utilized in the evaluation of PCDD/F- and mercury-contaminated sites in other countries. The case demonstrates that the historic reservoirs are of contemporary relevance and should be addressed, e.g., in the national implementation plans of the Stockholm Convention. One of the most remarkable changes in the labour markets of industrialised countries has been the increase of fixed-term employment. Naturally, the ways in which this development impacts on the quality of working life has awoken increasing scientific discussion. The aim of this paper is to examine these connections from the perspective of occupational injury. The majority of research literature in this field has shown that fixed-term workers have a risk of occupational injury that is several times higher than permanent workers.The analysis presented here is based on three large independent statistical data sets. In the Work and Health Study 10.9% of fixed-term and 10.0% of permanent workers experienced occupational injury during the previous 12 months. In The Victim Survey of Finland 5.4% of fixed-term and 6.5% of permanent workers were injured at work. In The Quality of Working Life Survey 3% of fixed-term and 5% of permanent workers were involved in occupational injury. These three data sets showed unanimously that fixed-term workers did not have a higher occupational injury rate than permanent workers. The most important explanatory factor was that in Finland fixed-term contracts are concentrated in public services such as education and health care with a predominance of female workers. Still, the connection remained after adjusting the basic background variables of age, socio-economic status and industry.  相似文献

The micro-scale prediction of sand trapping or take-off over hilly terrains is a crucial issue in semi-arid regions for soil depletion. In this context, large eddy simulations around one or several hills are performed in order to provide statistical parameters to characterize the flow at micro-scales and provide data for mesoscale modelling. We focus on the determination of recirculation zones since they play an important role in solid particle erosion or entrapment. A new wall modeling adapted from Huang et al. (J Turbul 17:1–24, 2016) for rough boundary layers is found to improve the prediction of the recirculation zone length downstream of an isolated hill and is used for all the numerical cases presented here. A geometrical parameterization of the recirculation zones is proposed. When the recirculation region is assumed to have an ellipsoidal shape, the total surface of the recirculation can be obtained from this new parameterization and easily extrapolated to more general dune configurations. Numerical results are compared with experiments performed in our laboratory (Simoëns et al. in Procedia IUTAM 17:110–118, 2015) and good agreement is achieved. We explore general aerodynamic cases deduced from the urban canopy scheme of Oke (Energy Build 11:103–113, 1988). In this scheme the momentum and mass exchange between the upper layer and the space between hills is sorted according to the streamwise hill spacing within three basic cases of skimming, wake or isolated flow. The study of the recirculation zones, the mean velocity and Reynolds stress profiles around an isolated or two consecutive hills with different distances shows that the double hill configuration with 3H separation behaves as much as a whole to the upcoming flow. The vortex formed between the crests does not strongly affect the overall evolution of the outer flow. By an a priori prediction of the preferential zones of erosion and accumulation of fictive particles, it is shown that isolated dunes present more deposition and less erosion than two-hill configurations. The results presented in this study will be discussed in the presence of Lagrangian transport of sand particles above 2D Gaussian hills in future work.  相似文献

This article is based on 2 studies. The aim of the first study was to examine the differences in occupational accident frequency between the 2 main language groups in Finland. Based on 3 independent statistical data sets, it was shown that Swedish-speaking workers had about 40% fewer occupational accidents than Finnish-speaking workers. The aim of the second study was to confirm the difference at company level. A field study in the province of Vaasa with 14 small and medium-sized manufacturing companies revealed that the accident frequency of Swedish-speaking workers was 21% lower than that of Finnish-speaking workers.  相似文献
