Abstract:  The Society for Conservation Biology (SCB) can enhance conservation of biodiversity in North America by increasing its engagement in public policy. Toward this end, the North America Section of SCB is establishing partnerships with other professional organizations in order to speak more powerfully to decision makers and taking other actions—such as increasing interaction with chapters—geared to engage members more substantively in science-policy issues. Additionally, the section is developing a North American Biodiversity Blueprint, which spans the continental United States and Canada and is informed by natural and social science. This blueprint is intended to clarify the policy challenges for protecting continental biodiversity, to foster bilateral collaboration to resolve common problems, and to suggest rational alternative policies and practices that are more likely than current practices to sustain North America's natural heritage. Conservation scientists and practitioners can play a key role by drawing policy makers' attention to ultimate, as well as proximate, causes of biodiversity decline and to the ecological and economic consequences of not addressing these threats.  相似文献

Emergency field medical facilities constructed after a disaster are frequently managed by medical staff even though many of the day-to-day problems of hospital management are unrelated to medicine. In this paper we discuss the short-term management of one of these problems, namely the control and disposal of sanitary wastes. It is aimed at persons in the medical profession who may find themselves responsible for a temporary hospital and have little or no previous experience of managing such situations. The wastes commonly generated are excreta, sullage and refuse. In addition, surface water must also be considered because its inadequate disposal is a potential health hazard. The paper concentrates on short-term measures appropriate for the first six months of the hospital or clinic's existence. Facilities expected to last longer are recommended to install conventional waste management systems appropriate to the local community and conditions. In most situations, wastes should be disposed of underground either by burial (for solids) or infiltration (for liquids). The design, construction and management of appropriate disposal systems are described.  相似文献

Indicators for Monitoring Biodiversity: A Hierarchical Approach   总被引:62,自引:0,他引:62  
Abstract: Biodiversity is presently a minor consideration in environmental policy. It has been regarded as too broad and vague a concept to be applied to real-world regulatory and management problems. This problem can be corrected if biodiversity is recognized as an end in itself, and if measurable indicators can be selected to assess the status of biodiversity over time. Biodiversity, as presently understood, encompasses multiple levels of biological organization. In this paper, I expand the three primary attributes of biodiversity recognized by Jerry Franklin — composition, structure, and function—into a nested hierarchy that incorporates elements of each attribute at four levels of organization: regional landscape, community-ecosystem, population-species, and genetic. Indicators of each attribute in terrestrial ecosystems, at the four levels of organization, are identified for environmental monitoring purposes. Projects to monitor biodiversity will benefit from a direct linkage to long-term ecological research and a commitment to test hypotheses relevant to biodiversity conservation. A general guideline is to proceed from the top down, beginning with a coarse-scale inventory of landscape pattern, vegetation, habitat structure, and species distributions, then overlaying data on stress levels to identify biologically significant areas at high risk of impoverishment. Intensive research and monitoring can be directed to high-risk ecosystems and elements of biodiversity, while less intensive monitoring is directed to the total landscape (or samples thereof). In any monitoring program, particular attention should be paid to specifying the questions that monitoring is intended to answer and validating the relationships between indicators and the components of biodiversity they represent.  相似文献

Relationship between Population Size and Fitness   总被引:8,自引:1,他引:8  
Abstract:  Long-term effective population size, which determines rates of inbreeding, is correlated with population fitness. Fitness, in turn, influences population persistence. I synthesized data from the literature concerning the effects of population size on population fitness in natural populations of plants to determine how large populations must be to maintain levels of fitness that will provide adequate protection against environmental perturbations that can cause extinction. Integral to this comment on what has been done and what needs to be done, sThe evidence suggests that there is a linear relationship between log population size and population fitness over the range of population sizes examined. More importantly, populations will have to be maintained at sizes of >2000 individuals to maintain population fitness at levels compatible with the conservation goal of long-term persistence. This approach to estimating minimum viable population size provides estimates that are in general agreement with those from numerous other studies and strengthens the argument that conservation efforts should ultimately aim at maintaining populations of several thousand individuals to ensure long-term persistence.  相似文献

Abstract: Biodiversity is too complex to measure directly, so conservation planning must rely on surrogates to estimate the biodiversity of sites. The species richness of selected taxa is often used as a surrogate for the richness of other taxa. Surrogacy values of taxa have been evaluated in diverse contexts, yet broad trends in their effectiveness remain unclear. We reviewed published studies testing the ability of species richness of surrogate taxa to capture the richness of other (target) taxa. We stratified studies into two groups based on whether a complementarity approach (surrogates used to select a combination of sites that together maximize total species richness for the taxon) or a richness‐hotspot approach (surrogates used to select sites containing the highest species richness for the taxon) was used. For each comparison of one surrogate taxon with one target, we used the following predictor variables: biome, spatial extent of study area, surrogate taxon, and target taxon. We developed a binary response variable based on whether the surrogate taxon provided better than random representation of the target taxon. For studies that used an evaluation approach that was not based on better than random representation of target taxa, we based the response variable on the interpretation of results in the original study. We performed a categorical regression to elucidate trends in the effectiveness of surrogate taxa with regard to each of the predictor variables. A surrogate was 25% more likely to be effective with a complementarity approach than with a hotspot approach. For hotspot‐based approaches, biome, extent of study, surrogate taxon, and target taxon significantly influenced effectiveness of the surrogate. For complementarity‐based approaches, biome, extent, and surrogate taxon significantly influenced effectiveness of the surrogate. For all surrogate evaluations, biome explained the greatest amount of variation in surrogate effectiveness. From most to least, extent, surrogate taxon, and target taxon explained the most variation after biome. Surrogate taxa were most effective in grasslands and in some cases boreal zones, deserts, and tropical forests; surrogate taxa also were more effective in studies examining larger areas. Herpetofauna were the most effective taxon as both surrogate and target when a richness‐hotspot approach was used; however, herpetofauna were analyzed in fewer studies, so this result is tentative. For complementarity approaches, taxa that are easy to measure and tend to have a large number of habitat specialists distributed collectively across broad environmental gradients (e.g., plants, birds, and mammals) were the most effective surrogates.  相似文献
