The impact of the BP Baker report

Introduction

This study examined the impact of the British Petroleum (BP) Baker Panel Report, reviewing the March 2005 BP-Texas City explosion, on the field of process safety.

Method

Three hundred eighty-four subscribers of a process safety listserv responded to a survey two years after the BP Baker Report was published.

Results

Results revealed respondents in the field of process safety are familiar with the BP Baker Report, feel it is important to the future safety of chemical processing, and believe that the findings are generalizable to other plants beyond BP-Texas City. Respondents indicated that few organizations have administered the publicly available BP Process Safety Culture Survey. Our results also showed that perceptions of contractors varied depending on whether respondents were part of processing organizations (internal perspective) or government or consulting agencies (external perspective).

Conclusions

This research provides some insight into the beliefs of chemical processing personnel regarding the transportability and generalizability of lessons learned from one organization to another.

Impact on Industry

This study has implications for both organizational scientists and engineers in that it reveals perceptions about the primary mechanism used to share lessons learned within one industry about one major catastrophe (i.e., investigation reports). This study provides preliminary information about the perceived impact of a report such as this one.     

Empirical investigation of construction safety management activities and performance in Australia

The construction industry seems to suffer from a general inability to manage workplace health and safety to a level where an achieved improvement in safety performance by a way of pro-active measures can result in zero accidents. This paper investigates the effectiveness of safety management activities as currently adopted by Australian contracting organisations. A safety management survey has been conducted of contracting organisations operating in the State of Queensland, Australia. Based on a research model depicting statistical analysis techniques, a safety management index reflecting the intensity of level of safety management activities has been developed to provide a means whereby individual organisations can be assessed and graded on their safety management commitment and attitudes. The paper reports on a detailed empirical analysis carried out to examine the relationship between the intensity of safety management commitment and the overall safety performance, pro-activeness and record.     

Project level analysis of special trade contractor fatalities using accident investigation reports

Introduction

Construction is among the most dangerous industries in the United States accounting for thousands of fatalities every year. Although there is data available on high risk work types and areas, the project-level detail is not readily available.

Method

This paper uses the accident investigation reports to categorize project types and presents project level analysis of 350 fatal accidents for special trade contractors.

Results

The results showed that Residential and Commercial projects lead the fatalities where Falls are observed as the leading cause. However, when the fatality causes and project categories are analyzed for each work type, the results showed different fatality cause proportions for each project type.

Impact on Industry

Project level analysis approach has a direct impact on identifying high risk work types and areas for special trade contractors by making it possible to focus the prevention and intervention efforts more accurately, while highlighting training and education needs.
