This paper evaluates the relative effectiveness of FEMA expenditures on hurricane induced property losses. We find that spending on FEMA ex-ante mitigation and planning projects leads to greater reductions in property losses than spending on ex-post adaptation programs – specifically, a one percent increase in annual spending on ex-ante risk reduction and warning projects reduces damages by 0.21 percent while a one percent increase in ex-post recovery and clean-up spending reduces damages by 0.12. Although both types of program spending are effective, we find the marginal return from spending on programs that target long-term mitigation and risk management to be almost twice that of spending on ex-post recovery programs. With the predicted increases in the frequency and severity of North Atlantic hurricanes in the future, our findings suggest there are important potential gains that could be realized from the further diversification of FEMA spending across project categories.  相似文献

Previous research found that National Flood Insurance Program (NFIP) premiums collected in some U.S. states, including California, have far exceeded damage payments. However, this finding raises the question of whether such an imbalance represents systematically good flood management or, instead, merely short-term hydrologic good luck. This study investigated patterns in flood losses on structures that pre-date and post-date the first available flood maps (“pre-Flood Insurance Rate Map [FIRM]” vs. “post-FIRM”) in California, several peer states, and nationwide. California has a larger inheritance of pre-FIRM structures than the national average, apparently reflecting development during the latter half of the 20th Century but before most Federal Emergency Management Agency (FEMA) flood maps. Pre-FIRM properties are a disproportionate cost burden on the system, and the number of pre-FIRM policies has declined over time, but only slowly. Local patterns in pre-FIRM claims suggest targeted areas for enhanced mitigation efforts, including buyouts. Conversely, we find that claims on post-FIRM policies are a reasonable metric of good floodplain management and enforcement, and California's 38% of post-FIRM policies generated just 24% of the state's NFIP claims. Local “post-FIRM claim hotspots” suggest areas to examine more closely. California continues to be a net payer into the National Flood Insurance Program, with $102 million in payouts 2009–2018 versus $2.3 billion in premiums collected, or 4.5 cents of premiums collected for every dollar of premiums. In California, its peer states, and nationwide, future management of flood risk depends on: (1) continued investment in flood control and mitigation of existing floodplain structures, and (2) prudent planning and limitations on new floodplain and coastal development.  相似文献

Claims of environmental injustice, human neglect, and racism dominated the popular and academic literature after Hurricane Katrina struck the United States in August 2005. A systematic analysis of environmental injustice from the perspective of the survivors remains scanty or nonexistent. This paper presents, therefore, a systematic empirical analysis of the key determinants of Katrina‐induced environmental injustice attitudes among survivors in severely affected parishes (counties) in Louisiana and Mississippi three years into the recovery process. Statistical models based on a random sample of survivors were estimated, with the results revealing significant predictors such as age, children in household under 18, education, homeownership, and race. The results further indicate that African‐Americans were more likely to perceive environmental injustice following Katrina than their white counterparts. Indeed, the investigation reveals that there are substantial racial gaps in measures of environmental injustice. The theoretical, methodological, and applied policy implications of these findings are discussed.  相似文献

Flood inundation maps play a key role in assessment and mitigation of potential flood hazards. However, owing to high costs associated with the conventional flood mapping methods, many communities in the United States lack flood inundation maps. The objective of this study is to develop and examine an economical alternative approach to floodplain mapping using widely available soil survey geographic (SSURGO) database. In this study, floodplain maps are developed for the entire state of Indiana, and some counties in Minnesota, Wisconsin, and Washington states by identifying flood‐prone soil map units based on their attributes. For validation, the flood extents obtained from SSURGO database are compared with the extents from other floodplain maps such as the Federal Emergency Management Agency issued flood insurance rate maps (FIRMs), flood extents observed during past floods, and flood maps derived using digital elevation models. In general, SSURGO‐based floodplain maps (SFMs) are largely in agreement with other flood inundation maps. Specifically, the floodplain extents from SFMs cover 78‐95% area compared to FIRMs and observed flood extents. Thus, albeit with a slight loss in accuracy, the SSURGO approach offers an economical and fast alternative for floodplain mapping. In particular, it has potentially high utility in areas where no detailed flood studies have been conducted.  相似文献

Of all natural disasters, flooding causes the greatest amount of economic and social damage. The United States' Federal Emergency Management Agency (FEMA) uses a number of hazard mitigation grant programmes for flood victims, including mitigation offers to relocate permanently repetitive flood loss victims. This study examines factors that help to explain the degree of difficulty repetitive flood loss victims experience when they make decisions about relocating permanently after multiple flood losses. Data are drawn from interviews with FEMA officials and a survey of flood victims from eight repetitive flooding sites. The qualitative and quantitative results show the importance of rational choices by flood victims in their mitigation decisions, as they relate to financial variables, perceptions of future risk, attachments to home and community, and the relationships between repetitive flood loss victims and the local flood management officials who help them. The results offer evidence to suggest the value of a more community-system approach to FEMA relocation practices.  相似文献

A case study of a flood which occurred at Lake Elsinore, California, February, 1980, focuses upon the assistance which the community received during both the flood and recovery periods. Relevant literature on disaster research is examined, including a model of disaster recovery, and the study places the events which occurred din Lake Elsinore within that recovery model. Implications for policy include the recommendation that decision-makers consider the pre-disaster growth of the community indecisions to support recovery assistance.  相似文献
