Logging has been a much maligned feature of frontier development in the Amazon. Most discussions ignore the fact that logging can be part of a renewable, environmentally benign, and broadly equitable economic activity in these remote places. We estimate there to be some 4.5 ± 1.35 billion m3 of commercial timber volume in the Brazilian Amazon today, of which 1.2 billion m3 is currently profitable to harvest, with a total potential stumpage value of $15.4 billion. A successful forest sector in the Brazilian Amazon will integrate timber harvesting on private lands and on unprotected and unsettled government lands with timber concessions on public lands. If a legal, productive, timber industry can be established outside of protected areas, it will deliver environmental benefits in synergy with those provided by the region’s network of protected areas, the latter of which we estimate to have an opportunity cost from lost timber revenues of $2.3 billion over 30 years. Indeed, on all land accessible to harvesting, the timber industry could produce an average of more than 16 million m3 per year over a 30-year harvest cycle—entirely outside of current protected areas—providing $4.8 billion in returns to landowners and generating $1.8 billion in sawnwood sales tax revenue. This level of harvest could be profitably complemented with an additional 10% from logging concessions on National Forests. This advance, however, should be realized only through widespread adoption of reduced impact logging techniques.  相似文献

We documented valley and channel characteristics and wood loads in 19 reaches of forested headwater mountain streams in the Bighorn National Forest of northern Wyoming. Ten of these reaches were in the Upper Tongue River watershed, which has a history of management including timber harvest, tie floating, and road construction. Nine reaches were in the North Rock Creek watershed, which has little history of management activities. We used these data to test hypotheses that (i) valley geometry correlates with wood load, (ii) stream gradient correlates with wood load, and (iii) wood loads are significantly lower in managed watersheds than in otherwise similar unmanaged watersheds. Statistical analyses of the data support the first and third hypotheses. Stream reaches with steeper valley side slopes tend to have higher wood loads, and reaches in managed watersheds tend to have lower wood loads than reaches in unmanaged watersheds. Results do not support the second hypothesis. Shear stress correlated more strongly with wood load than did stream gradient, but statistical models with valley-scale variables had greater explanatory power than statistical models with channel-scale variables. Wood loads in stream reaches within managed watersheds in the Bighorn National Forest tend to be two to three times lower than wood loads in unmanaged watersheds.  相似文献

Forest growth models are useful tools for investigating the long-term impacts of logging. In this paper, the results of the rain forest growth model FORMIND were assessed by a multicriteria decision analysis. The main processes covered by FORMIND include tree growth, mortality, regeneration and competition. Tree growth is calculated based on a carbon balance approach. Trees compete for light and space; dying large trees fall down and create gaps in the forest. Sixty-four different logging scenarios for an initially undisturbed forest stand at Deramakot (Malaysia) were simulated. The scenarios differ regarding the logging cycle, logging method, cutting limit and logging intensity. We characterise the impacts with four criteria describing the yield, canopy opening and changes in species composition. Multicriteria decision analysis was used for the first time to evaluate the scenarios and identify the efficient ones. Our results plainly show that reduced-impact logging scenarios are more 'efficient' than the others, since in these scenarios forest damage is minimised without significantly reducing yield. Nevertheless, there is a trade-off between yield and achieving a desired ecological state of logged forest; the ecological state of the logged forests can only be improved by reducing yields and enlarging the logging cycles. Our study also demonstrates that high cutting limits or low logging intensities cannot compensate for the high level of damage caused by conventional logging techniques.  相似文献

INTRODUCTION: Logger safety training programs are rarely, if ever, evaluated as to their effectiveness in reducing injuries. METHOD: Workers' compensation claim rates were used to evaluate the effectiveness of a logger safety training program, the West Virginia Loggers' Safety Initiative (LSI). RESULTS: There was no claim rate decline detected in the majority (67%) of companies that participated in all 4 years of the LSI. Furthermore, their rate did not differ from the rest of the WV logging industry that did not participate in the LSI. Worker turnover was significantly related to claim rates; companies with higher turnover of employees had higher claim rates. Companies using feller bunchers to harvest trees at least part of the time had a significantly lower claim rate than companies not using them. Companies that had more inspections per year had lower claim rates. CONCLUSIONS: High injury rates persist even in companies that receive safety training; high employee turnover may affect the efficacy of training programs. The logging industry should be encouraged to facilitate the mechanization of logging tasks, to address barriers to employee retention, and to increase the number of in-the-field performance monitoring inspections. Impact on industry There are many states whose logger safety programs include only about 4-8 hours of safe work practices training. These states may look to West Virginia's expanded training program (the LSI) as a model for their own programs. However, the LSI training may not be reaching loggers due to the delay in administering training to new employees and high levels of employee turnover. Regardless of training status, loggers' claim rates decline significantly the longer they work for a company. It may be that high injury rates in the state of West Virginia would be best addressed by finding ways to encourage and facilitate companies to become more mechanized in their harvesting practices, and to increase employee tenure. Increasing the number of yearly performance inspections may also be a venue to reduce claim rates. Future research could investigate in better detail the working conditions of West Virginia loggers and identify barriers to job tenure, particularly for workers whose primary job task is chainsaw operation. A larger-scale study of the effect of performance monitoring inspections on claim rates is also warranted.  相似文献

The overuse of rainforests in the last century and its consequences necessitate a rethinking of logging policies. To this end models have been developed to simulate rainforest dynamics and to allow optional management strategies to be evaluated. Parameterisation of presently existing models for a certain site needs a lot of work, thus the parameterisation effort is too high to apply the models to a wide range of rainforests. Hence, in this paper we introduce the simplified model FORREG using the knowledge we have gained from a more complex model, FORMIX3-Q.  相似文献

PROBLEM: Logging continues to be a major source of injuries in northeast China. This paper describes logging-related injuries in the Jilin Province of the People's Republic of China. METHODS: Logging fatalities and nonfatal injuries were summarized from 1981 to 1990 in Jilin. Injury data from 1991 for the entire forestry sector in China were also analyzed. RESULTS: Fatalities were mainly from of head injuries and were caused by being struck by an object. Nonfatal injuries were most often to the lower extremities and the head and were normally caused by being struck by an object or a fall or slip. The majority of both fatal and nonfatal logging injuries occurred to workers with less than 1 year of employment and those under 35 years old. Most injuries occurred November through March in Jilin. IMPACT ON INDUSTRY: Patterns of logging injury in Jilin of China were similar, but not identical, to those described in other studies of logging injuries worldwide. Methods found to be effective in reducing logging-related injuries in other parts of the world might be used in China to reduce the injuries associated with logging.  相似文献

Clearcutting may alter stream biota by changing light, temperature, nutrients, sediment particle size, or food in the stream. We sampled macroinvertebrates during late summer of 1979 in first and second order headwater streams draining both two- and three-year-old clearcuts and nearby uncut reference areas in northern New England, USA. Periphyton were sampled throughout the summer by placing microscope slides in these streams for 13–37 days. Periphyton cell densities on these slides following incubation were about six times higher in cutover than in reference streams. Green algae (Chlorophyceae) accounted for a higher proportion of total cell numbers in cutover than in reference streams, whereas diatoms (Bacillariophyceae) dominated the reference streams. The macroinvertebrate density in cutover streams was 2–4 times greater than that in the reference streams, but the number of taxa collected was similar in both cutover and reference streams. Higher numbers of mayflies (Ephemeroptera) and/or true flies (Diptera) in the cutover streams accounted for the differences. Because nutrient concentrations in the cutover streams were nearly the same as those in the reference streams, these differences in macroinvertebrate and periphyton densities were apparently caused by higher light levels and temperature in the streams in the clearcuts. / The Itapiranga Sustainable Logging Plan provides an example of how Brazil's licensing system functions for logging companies in the state of Amazonas. Two questions need to be dealt with: "How sustainable can logging in the Amazon be?" and "What and how effective are existing legal mechanisms to deal with logging projects?" The environmental impact assessment (EIA) and environmental impact statement (EIS, known as the RIMA in Brazil), present relatively detailed accounts of biodiversity and the need to adopt conservation strategies to protect it. However, social and health impacts are only superficially addressed. The economic sustainability of the operation over multiple cycles is not demonstrated. The multidisciplinary teams responsible for the EIA and EIS (RIMA) reports are hired by the project proponent, an arrangement inherently carrying the risk of biasing the result. Logging reduces biodiversity, releases greenhouse gases and inflicts social and health costs. These impacts reduce the ability of Amazonian forests to provide environmental services and to supply food and livelihood security to local populations. The reports inflate positive effects such as employment: the estimated number of jobs was cut by more than half in a revision made after the EIA and EIS (RIMA) had been approved. Not only do the reports need to be more realistic in assessing both positive and negative consequences of proposed projects, but better means are needed to ensure that promised mitigatory measures are enforced in practice. Many of the lessons that can be drawn from the Itapiranga Plan are not unique to logging projects and apply to licensing of development activites generally in Brazil and elsewhere.  相似文献

In China, many rural communities depend upon forests to provide wood, fuel, fertilizer, animal bedding, and valuable non-timber forest products (NTFP). However, the degree to which forest resource extraction is compatible with new conservation aims is unclear because there is little information on the specific ecological effects of traditional forest collecting practices. Therefore, we compared the structure and floristics of Pinus densata forests exposed to three levels of resource extraction by Tibetan villages in northwest Yunnan: (1) a forest site protected from wood and timber removal, (2) moderately utilized forest sites exposed to traditional collecting practices, and (3) patches of highly utilized forest from which timber extraction is high in response to recent development pressures. The results show that understorey and cryptogamic species are reduced in all the utilized forest sites by comparison with the protected forest. However, the moderately utilized pine forests still provide good NTFP habitats by maintaining relatively high canopy covers, litter covers, and understorey structural complexity; this suggests that traditional forest resource use, while simplifying the forest, does not pose an increasing threat to pine forest integrity. By comparison, the highly utilized forests are transformed into open, herb-rich environments in which canopy covers and understorey complexity are depleted, and NTFP habitats are degraded. In the future it may be practical to enhance biodiversity by proscribing forest resource collection, but the immediate priority is to monitor the sustainability of forest utilization using indicators such as understorey development, litter cover, and cryptogamic richness.  相似文献
