System innovations and transitions in the realm of sustainable consumption policies will seldom emerge automatically from the present socio-political and socio-technical contexts. This paper explores a set of perspectives related to the governance of transitions and develops their application to the relatively unexplored governance of sustainable consumption transitions. Empirical material stems from an extensive case study which analyses a food consumption niche in the form of collectively organised local food systems (LFS) in Belgium. More specifically, we analyse and discuss the institutional contexts and socio-political configurations within which the investigated system innovation cases are embedded. The results explore the role of governmental interplay in fostering innovative consumption practices for a transition towards a more sustainable, autonomous, citizen-based, LFS.  相似文献

This paper considers the applicability of situation awareness concepts to safety in the control of complex systems. Much of the research to date has been conducted in aviation, which has obvious safety implications. It is argued that the concepts could be extended to other safety critical domains. The paper presents three theories of situational awareness: the three-level model, the interactive sub-systems approach, and the perceptual cycle. The difference between these theories is the extent to which they emphasise process or product as indicative of situational awareness. Some data from other studies are discussed to consider the negative effects of losing situational awareness, as this has serious safety implications. Finally, the application of situational awareness to system design, and training are presented.  相似文献

The ever-increasing complexity of disasters demands utilisation of knowledge that exists outside domains traditionally drawn upon in disaster management. To be operationally useful, such knowledge must he extracted, combined with information generated by the disaster itself, and transformed into actionable knowledge. The process, though, is hampered by existing, business-oriented approaches to knowledge management, by technical issues related to access to relevant, multi-domain information/knowledge, and by executive decision-making processes based predominantly on historical knowledge. Consequently, as shown by many recent incidents, the management of large-scale (mega) disasters is often inefficient and exceedingly costly. This paper demonstrates that the integration of modified information and knowledge management into the concepts of network-centric operations and network-enabled capabilities, and the employment of Boyd's OODA (Observe, Orient, Decide, and Act) Loop-based decision-making in unpredictable and dynamically changing environments, may address some of these problems.  相似文献
