ABSTRACT: Small, rural communities (less than 2500 population) in general do not have governmental staffs with the breadth required to satisfactorily implement and enforce a drainage ordinance. This fact has serious implications in rural Planning. Within a six-country rural area of Southwest Virginia, the circuit riding town manager program has been successfully conducted. The circuit riding town manager is a planning staff member who acts in the capacity of a town manager (assistant to the mayor) for five small towns, any one of which alone could not afford to support the services of such a professional. This note recommends that a circuit riding technical ordiance administrator program could be developed along the same lines. In this manner, the technical ordinance program for serveral small communities could be successfully implemented.  相似文献

Recycling and reducing household waste are political goals internationally, nationally and locally. In Sweden, households in apartment buildings seem to sort their waste to a lesser extent than households in single-family houses. This paper analyses the challenges of the diffusion of a new waste management system in apartment buildings, and focuses on a municipal housing company and the actions of its area managers. It is argued that area managers can be regarded as street-level bureaucrats who act as ‘collectors’ of tenants’ everyday practices in the studied implementation process. The study is based on interviews, document analysis and observations.  相似文献

Human-induced impacts from recreational use of wilderness continue to be a significant management challenge, threatening the integrity of the wilderness resource and the quality of visitor experiences. Campsite impacts are of particular concern to managers. One approach to this problem is the Limits of Acceptable Change (LAC) planning system, which focuses attention on the question, “How much change in wilderness conditions is acceptable?” The research reported here compares and contrasts wilderness manager and visitor perceptions of theacceptability of different levels of campsite impacts,amount of impact, and perceptual zoning of wilderness. The results reinforce previous findings regarding differences between managers and visitors. Management implications are discussed.  相似文献

根据不同产业就业人数,估算我国企业所需的安全管理人员和安全工程师数量;从学历角度分析注册安全工程师与企业安全管理人员的差距;考察和研讨不同省(市)安全生产工作特点及对安全生产管理人员的需求;认为注册助理安全工程师准入门槛较低,更贴近企业安全管理人员的实际水平。笔者认为,推行注册助理安全工程师制度,地方可以根据需要培养安全生产管理和技术人员;将注册助理安全工程师定位于企业日常安全生产管理和技术工作,相当于企业基层或中层安全管理岗位。该制度的建立将成为安全生产人力资源开发工作的一种新思维、新手段。  相似文献

Growing resource demands by humans, invasive species, natural hazards, and a changing climate have created broad‐scale impacts and the need for broader‐extent conservation activities that span ownerships and even political borders. Implementing regional‐scale conservation brings great challenges, and learning how to overcome these challenges is essential for maintaining biodiversity (i.e., richness and evenness of biological communities) and ecosystem functions and services across scales and borders in the face of system change. We administered an online survey to examine factors potentially driving perspectives of protected‐area (PA) managers regarding coordination with neighboring PAs and other stakeholders (i.e., stakeholder coordination) for conserving biodiversity and ecosystem services during the next decade within diverse regions across Europe. Although >70% (n = 58) of responding PA managers indicated that climate change and invasive species are relevant for their PAs, they gave <50% probability that these threats could be mitigated through stakeholder coordination. They thought there was a >60% probability (n = 85) that stakeholder coordination would take place with the aim to improve conservation outcomes. Consistent with the foundation on which many European PAs were established, managers viewed maintaining or enhancing biodiversity as the most important (>70%; n = 61) expected benefit. Other benefits included maintaining or enhancing human resources and environmental education (range of Bayesian credibility intervals [CIs] 57–93%). They thought the main barriers to stakeholder coordination were the lack of human and economic resources (CI 59–67% chance of hindering; n = 64) followed by communication and interstakeholder differences in political structures and laws (CI 51–64% probability of hindering). European policies and strategies that address these hindering factors could be particularly effective means of enabling implementation of green infrastructure networks in which PAs are the nodes.  相似文献

The Bhopal disaster in India in 1984 has compelled manufacturing companies to review their operations in order to minimize their risk exposure. Much study has been done on the subject of risk assessment and in refining safety reviews of plant operations. However, little work has been done to address the broader needs of decision makers in the multinational environment. The corporate headquarters of multinational organizations are concerned with identifying vulnerable areas to assure that appropriate risk-minimization measures are in force or will be taken. But the task of screening global business units for safety prowess is complicated and time consuming. This article takes a step towards simplifying this process by presenting the decisional model developed by the authors. Beginning with an overview of key issues affecting global safety management, the focus shifts to the multinational vulnerability model developed by the authors, which reflects an integration of approaches. The article concludes with a discussion of areas for further research. While the global chemical industry and major incidents therein are used for illustration, the procedures and solutions suggested here are applicable to all manufacturing operations.  相似文献

Local governments (county and city) take the most active role in responding to natural and manmade disasters, yet very little is understood about the role of the emergency manager-the administrator who organizes and coordinates the emergency response of a community. This article describes the more common organizational niches that emergency managers are placed into, and it examines some of the political, institutional, and budgetary constraints that hinder the emergency manager's operations. Finally, it suggests strategies for solving these problems and identifies areas for further research.  相似文献

探讨威权领导对矿工安全行为的影响关系,以及心理安全感在二者之间的调节作用,对进行矿工安全行为管理有帮助。设计了包含威权领导、安全行为和心理安全感的调查问卷,采用回归分析方法,通过对235名矿工的调查问卷分析,结果显示:威权领导在煤矿企业中普遍存在,并对矿工安全行为有显著影响,其中对安全服从行为有正向影响,对安全参与行为有负向影响;心理安全感在威权领导与安全行为的影响中具有显著调节作用。其中,心理安全感的高低在威权领导对安全服从行为的正向影响中有缓慢提升作用,但在威权领导与安全参与行为的负向影响中有加速降低作用。该结论丰富了矿工安全行为的研究视角,为煤矿企业安全生产管理实践提供参考。  相似文献
