Dynamics and Causation of Environmental Equity, Locally Unwanted Land Uses, and Neighborhood Changes

/ Why are some environmental risks distributed disproportionately in the neighborhoods of the minorities and the poor? A hypothesis was proposed in a recent study that market dynamics contributed to the current environmental inequity. That is, locally unwanted land uses (LULUs) make the host communities home to more poor people and people of color. This hypothesis was allegedly supported by a Houston case study, whereby its author analyzed the postsiting changes of the socioeconomic characteristics of the neighborhoods surrounding solid waste facilities. I argue that such an analysis of postsiting changes alone is insufficient to test the causation hypothesis. Instead, I propose a conceptual framework for analysis of environmental equity dynamics and causation. I suggest that the presiting neighborhood dynamics and the characteristics of control neighborhoods be analyzed as the first test for the causation hypothesis. Furthermore, I present theories of neighborhood change and then examine alternative hypotheses that these theories offer for explaining neighborhood changes and for the roles of LULUs in neighborhood changes. These alternative hypotheses should be examined when analyzing the relationship between LULUs and neighborhood changes in a metropolitan area. Using this framework of analysis, I revisited the Houston case. First, I found no evidence that provided support for the hypothesis that the presence of LULUs made the neighborhoods home to more blacks and poor people, contrary to the conclusion made by the previous study. Abstract: Broadly conceived and considered in its many usages, sustainability has grave defects as a planning goal, particularly when used by conservationists: it confuses means and ends; it is vague about what is being sustained and who or what is doing the sustaining; it is uninspiring; it is little more than Pinchot-era conservation (and thus ignores the many lessons learned since then); it need not be linked to land, to the land's functioning, or to any ecological science; it need not include a moral component; it is consistent with the view of humans as all-powerful manipulators of the planet; and, in general, it is such a malleable term that its popularity provides only a facade of consensus. When sustainability is defined broadly to include the full range of economic and social aspirations, it poses the particular risk that ecological and biodiversity concerns will be cast aside in favor of more pressing human wants. Given these many defects, the conservation movement should discard the term in favor of a more alluring goal, attentive to nature and its ecological functioning. A sound goal would incorporate and distill the considerable ecological and moral wisdom accumulated since Pinchot's day while giving conservationists the rhetorical tools needed to defend the land against competing pressures. In our view, conservation would be well served by an updated variant of "land health," Aldo Leopold's ecologically grounded goal from the 1940s. Land health as an independent understanding should set the essential terms of how we live and enjoy the earth, providing the framework within which we pursue our many social and economic aims. 相似文献

How do youth learn through participation in efforts to study and change the school food system? Through our participatory youth action research (YPAR) project, we move beyond the “youth as consumer” frame to a food justice youth development (FJYD) approach. We track how a group of youth learned about food and the public policy process through their efforts to transform their own school food systems by conducting a participatory evaluation of farm-to-school efforts in collaboration with university and community partners. We used the Photovoice research method, placing cameras in the hands of young people so that they themselves could document and discuss their concerns and perspectives. The research was designed to gain insight about youths’ knowledge of food, health, and community food systems. Drawing upon the youth group’s insights, we build a framework for building critical consciousness through FJYD. 相似文献

The sharing of environmental cost by residents in various residential areas in the developing world is perceived to be unfair. This study therefore assessed residents’ experiences of environmental justice in Ile-Ife, Nigeria. Three residential areas were identified in the study area and samples were selected using systematic sampling. Using availability and condition of urban infrastructure, severity of environmental problems and residents’ involvement in environmental issues, the study examined environmental justice in the study area. The study established a variation in environmental issues across identified residential areas. The severity of environmental problem measured through an index tagged Severity of Environmental Problem (SEPI) revealed that environmental problems was most severe in the core (SEPI = 4.00), followed by the peripheral area (SEPI = 3.71) and least in the transition area (SEPI = 3.56). On the condition of available environmental infrastructure, the study revealed that the conditions of infrastructure were most improved in the peripheral area (ICI = 3.07), followed by the core (ICI = 2.67) and the least in the transition area (ICI = 2.42). The study concluded that residents’ experiences of environmental justice differ significantly across the different residential zones as reflected by residents’ socio-economic characteristics. Furthermore, it established that age, gender, educational status, and number of years spent in the area can be used to explain the differences in residents’ experience of environmental justice in the study area. To enhance the liveability, the study recommends adequate provision of environmental amenities needed by each category of people in the city. 相似文献

Food ecologies and economies are vital to the survival of communities, non-human species, and our planet. While environmental communication scholars have legitimated food as a topic of inquiry, the entangled ecological, cultural, economic, racial, colonial, and alimentary relations that sustain food systems demand greater attention. In this essay, we review literature within and beyond environmental communication, charting the landscape of critical food work in our field. We then illustrate how environmental justice commitments can invigorate interdisciplinary food systems-focused communication scholarship articulating issues of, and critical responses to, injustice and inequity across the food chain. We stake an agenda for food systems communication by mapping three orientations—food system reform, justice, and sovereignty—that can assist in our critical engagements with and interventions into the food system. Ultimately, we entreat environmental communication scholars to attend to the bends, textures, and confluences of these orientations so that we may deepen our future food-related inquiries. 相似文献

This paper presents the results of ethnographic research conducted with several environmental justice (EJ) organisations in Latino communities of Los Angeles, California. Traditional EJ politics revolves around research and advocacy to reduce discriminatory environmental exposures, risks, and impacts. However, I argue that in recent years there has been a qualitative change in EJ politics, characterised by four main elements: (1) a move away from the reaction to urban environmental “bads” (e.g. polluting industries) in the city towards a focus on the production of nature in the city; (2) strategies that are less dependent on the legal, bureaucratic, and technical “regulatory route”; (3) the formation of a distinctive “Latino environmental ethic” that offers a more complex consideration of the place of race in EJ organising; and (4) a spatial organisation of EJ politics that moves away from hyperlocal, vertical organisation towards diversified city-wide networks that include EJ organisations, mainstream environmental groups, nonprofits, foundations, and entrepreneurs. This shift in EJ movement politics is shaped by broader political-economic changes, including the shift from post-Fordist to neoliberal and now green economy models of urban development; the influence of neoliberal multiculturalism in urban politics; and the increasingly prominent role of Latinos in city, state, and national politics. New spaces of Latino EJ also reflect the ambitions of Los Angeles as a global city, with urban growth increasingly framed in an international discourse of sustainability that combines quality of life, environmental, and economic development rationales. 相似文献

Scholars of environmental injustice have pushed to see beyond the spatial distribution of environmental harms in studies of unwanted land uses. Building upon this work, this article examines how the complex geographies of environmental injustice play out in a coalition to prevent the construction of a coal-fired power plant in Surry County, Virginia. While spatially dispersed coalitions of negatively affected actors can strengthen efforts to prevent the construction of an unwanted land use, they can also perpetuate the environmental injustices surrounding it. To make this argument, particular attention is paid to the diverse reasons and ways differentially situated actors oppose an unwanted land use. It is demonstrated how the disparate concerns and differential tactics deployed by actors in coalitions against unwanted land uses are often embedded in and potentially contribute to longer histories of social injustice. 相似文献

Grassroots environmental movements have recently started to question the focus on sustainable consumption as a main strategy to tackle climate change. They prefer to address individuals as citizens rather than as consumers, and focus on collective rather than individual change. Two prominent movements in this regard are Transition Towns and Climate Justice Action. While both movements criticise conventional approaches, they put forward entirely different strategies for what has to happen instead. Based on extensive qualitative research, this article analyses how these movements manifest themselves in Flanders (Belgium). The focus is on their different accounts of how and why collective practices have to be built, and the place they attribute to ‘the political’ in this. Distributive justice is a crucial aspect of disputes over locally unwanted land uses. This study examines the rise and fall in influence of a particular idea of distributive justice that originated in the 23 wards of Tokyo in the early 1970s – namely, that each of the wards should be required to dispose of its own waste within the ward. This idea – in-ward waste disposal (IWWD) – was adopted as a significant principle in waste facility siting plans, but its influence rose and fell over time until the idea was finally abandoned in 2003. Critically reviewing ideational approaches in political studies, the causes and mechanisms behind the changes in IWWD’s influence are elucidated. The result shows the importance of considering multiple, different types of variables and examining the interaction between them to explain the prominence of an idea and its change over time. 相似文献

In seeking to answer the question ‘who should be included in fisheries co-management?’, a constructive critique of the existing co-management literature is provided by filling the gaps of Habermas’s deliberative theory of democracy with Dewey’s pragmatism. Three conditions for ensuring democratic co-management are extrapolated from the theories: actors’ authority over decision making (empowerment), actors’ diversity (membership), and the right to self-nomination (procedures for external inclusion). The theoretical insights developed are supported with two examples of co-management institutions for inshore fisheries in the UK: Scottish Inshore Fisheries Groups (IFGs) and English Inshore Fisheries Conservation Authorities (IFCAs). 相似文献
