ABSTRACT: The Ecosystem Management (EM) process belongs to the category of Multi‐Criteria Decision Making (MCDM) problems. It requires appropriate decision support systems (DSS) where “all interested people” would be involved in the decision making process. Environmental values critical to EM, such as the biological diversity, health, productivity and sustainability, have to be studied, and play an important role in modeling the ecosystem functions; human values and preferences also influence decision making. Public participation in decision and policy making is one of the elements that differentiate EM from the traditional methods of management. Here, a methodology is presented on how to quantify human preferences in EM decision making. The case study of the National Park of River Nestos Delta and Lakes Vistonida and Ismarida in Greece, presented as an application of this methodology, shows that the direct involvement of the public, the quantification of its preferences and the decision maker's attitude provide a strong tool to the EM decision making process. Public preferences have been given certain weights and three MCDM methods, namely, the Expected Utility Method, Compromise Programming and the Analytic Hierarchy Process, have been used to select alternative management solutions that lead to the best configuration of the ecosystem and are also socially acceptable. 相似文献

为实现综合管廊燃气泄漏扩散的精确高效模拟分析,进而为综合管廊燃气泄漏事故的安全防控提供技术支撑,利用OpenFOAM对城市地下综合管廊舱内燃气泄漏扩散进行数值建模计算,研究分析通风受限空间内的燃气泄漏扩散规律,并结合对应急响应时间的分析验证了通风策略的有效性。研究结果表明:气体射流作用与浮升力作用是影响综合管廊燃气泄漏扩散浓度分布的重要因素,采取合理的通风措施可有效加速燃气的流动与扩散,缩短燃气泄漏报警响应时间,有利于燃气泄漏事故应急决策与应急救援的快速实施。 相似文献

选取某城市L型综合管廊电缆舱为研究对象,采用FDS数值模拟软件研究了不同火源位置对L型管廊电缆火灾温度纵向衰减规律、烟气浓度分布规律及烟气危害性的影响。研究结果表明,L型廊道构型影响了不同火源位置的管廊电缆火灾最高温度纵向衰减的连续性,基于热边界层理论提出了适用于L型管廊的二维平面最高温度纵向衰减模型。基于峰宽时间计算了L型管廊火灾的烟气总危害性参数,不同火源位置的烟气危害性总在靠近管廊节点位置处最低。这些结果可对综合管廊的消防设计与火灾防控提供参考。 相似文献

Several factors, such as municipality location and population, are thought to influence trends among stormwater utilities (SWUs); however, no analysis of the relationship between these factors and SWU characteristics has been performed. This article corroborates hypothesized relationships and identifies trends and patterns in the establishment, funding mechanism, and magnitude of SWUs by analyzing location, population density, home value, and year of establishment for a comprehensive national SWU database with data for 1,490 SWUs. The equivalent residential unit (ERU), a SWU that charges based on impervious area, was the most prevalent funding mechanism in all National Oceanic and Atmospheric Administration Climate Regions of the United States except the West and West‐North‐Central. The ERU was also found in larger cities with high population densities, whereas the Flat Fee, a SWU that charges a single rate for all properties, was found in smaller towns. Higher home values were correlated with higher monthly fees for 28% of the municipalities analyzed. The residential equivalence factor, a SWU that charges based on runoff produced, was popular in municipalities with higher home values, whereas the Flat Fee was popular in municipalities with lower home values. The number of SWUs established increased with Phase I municipal separate stormwater and sewer system (MS4) permit and Phase II small MS4 permit deadlines. We propose a stochastic dynamic programming framework to model the management of a multi-stand forest under climate risk (strong
wind occurrence). The preferences of the forest-owner are specified by a non-expected utility in order to separately analyze
intertemporal substitution and risk aversion effects. A numerical method is developed to characterize the optimal forest management
policies and the optimal consumption-saving strategy. The stochastic dynamic programming framework is applied to a non-industrial
private forest-owner located in North-East of France. We show that the optimal decisions both depend upon risk and time preferences.

This paper examines climate-change benefit-cost analysis in the presence of scientific uncertainty in the form of ambiguity. The specific issue addressed is the robustness of benefit-cost analyses of climate-change policy alternatives to relaxation of Savage's original axioms. Two alternatives to subjective expected utility (SEU) are considered: maximin expected utility (MEU) and incomplete expected utility (IEU). Among other results, it is demonstrated that polar opposite recommendations can emerge in an ambiguous decision setting even if all agree on Society's rate of time preference, Society's risk attitudes, the degree of ambiguity faced, and the scientific primitives. We show that, for a simple numerical simulation of our model, an MEU decision maker favors policies which immediately tackle climate change while an IEU decision prefers “business as usual”.“Each agency shall assess the costs and benefits of the intended regulation, and recognizing that some costs and benefits are difficult to quantify, propose or adopt a regulation only upon a reasoned determination that the benefits of the intended regulation justify its cost.” Executive Order 12866 of the US President. 相似文献

Eight stormwater user fees (SUFs) were applied to the City of Roanoke and the Town of Blacksburg, Virginia, to determine the effect each has on how land use type impacts the sources of revenue. Roanoke is larger and includes more industrial areas, but less multifamily impervious areas than Blacksburg, which translates differently in the SUFs. Residential parcels comprise the highest percentage of the revenue in all eight SUFs in Blacksburg and four in Roanoke. For both municipalities, two specific SUFs consistently comprised the highest percentage burden for residential homeowners while three other SUFs demonstrated the highest burden for commercial parcels. Open space parcels contain little impervious area, yet account for up to 27% of the revenue in the Blacksburg Area fee structure. Industrial parcels comprise more revenue in Roanoke, averaging 10.1‐4.5% in Blacksburg. Fee types that are easier to administer (e.g., Flat fees) may not fully represent the stormwater contribution from the parcels. SUF types that more accurately represent the stormwater burden on the municipality are also more administratively intensive and are more variable with fee factors. 相似文献

Natural resource managers often rely on the advice of specialists to aid decision making. However, disagreement among these specialists about the relative value of particular management objectives or the risks associated with implementing certain management strategies may complicate the decision effort. Multiattribute utility analysis can facilitate decision making by indicating how attributes of a problem are weighed by individual specialists. This information can then be used to outline bands of potential problem solutions that are acceptable to the advising group and may allow management to further its own objectives (possibly increased efficiency).An example is presented that relates to fire management planning efforts on national forests. Multiattribute utility functions developed from a survey of fire management professionals are used to identify utility-maximizing fire management strategies based on each strategy's level of economic efficiency and risk. Bands of utility-indifferent potential solutions are outlined based on measures of group consensus. It is pointed out that a subset of these would further management's goal (increased efficiency) without significantly altering the value assigned to the risk attribute by the specialists. Finally, the robustness of the technique is discussed with particular reference to environmental management problems and the role that proxy information often plays in decision making. 相似文献

ABSTRACT: Two types of organizational systems provide most of the water service in the United States. The investor-owned firm operates on a profit basis generally subject to state commission regulation. The government-owned firm is generally confronted by local control. The comparative efficiency of private versus government firm provision of water services is essentially an empirical issue. Unit costs and other operating statistics are examined for water firms of each ownership form. The analysis shows that private firms tend to have higher operation costs than do government firms, possibly attributable to wage-salary differentials. The analysis also indicates that capital investment in large government firms may result in diseconomies. The analysis creates serious doubt as to whether efficient provision of water services can be better facilitated by large mergers of either ownership form. 相似文献
