Between 14 November and 4 December 2004, four successive tropical depressions and typhoons lashed the Eastern coast of Luzon in the Philippines. Heavy rainfall triggered massive landslides and devastating flash floods, which brought tremendous damage and killed more than 1600 people. Immediately after the disaster, there was a media and political consensus to incrimate ‘extraordinary’ natural phenomena and widespread deforestation as responsible for the catastrophe. We argue that the tragedy that befell the municipalities of General Nakar, Infanta and Real, among other devastated areas, is enmeshed in a deeper tangle of causal factors that are political, socio-economic and demographic in nature. These factors include unmanaged population growth, difficult access to land and resources, corruption within the government, and power of the elite. 相似文献

分析铁路行车安全监控系统的复杂性和现状;设计分局机车司机行车安全监控系统和数据流向;研制车载的机车司机工作状态实时监督系统;采用视频监控、图像处理技术以及人脸识别技术对机车司机工作状态进行识别并实时报警。经过实验证明:对司机长时间离开座位、睡眠和呆木状态有较高的识别率;同时对司机工作状态的图像信号进行压缩储存;管理人员可以回放检查。采用CDMA技术设计了地面对机车司机工作状态的视频监控子系统,可以把司机的工作状态图像及时传送到车站或调度中心。实际线路实验表明,该系统可以大大提高司机工作的安全性。 相似文献

Public participation is widely lauded as a way to make environmental decisions more democratic, to improve their quality, and to enhance their legitimacy. Scholars and citizens around the world repeatedly complain, however, that public participation frequently serves primarily as a pro forma exercise to defend predetermined decisions rather than as a meaningful opportunity for the affected public to influence decision-making. These critiques persist despite considerable research suggesting ways to improve the quality of public participation. This essay explores this problem by analyzing citizen involvement in the environmental impact assessment (EIA) processes for the Allain Duhangan hydropower project in northern India. It describes how meaningful public involvement was compromised—despite repeated objections by citizens and independent consultants—by four communication practices: (1) failing to provide adequate access to information; (2) predetermining EIA outcomes by controlling the definition of issues (“definitional hegemony”); (3) privileging scientific/technical discourse; (4) utilizing “consultative” forms of communication that promote one-way flows of information rather than more interactive forms that encourage the joint construction of information and values. This study further argues that these practices persist because they serve as acts of power that privilege dominant actors and interests in the larger socio-political context. This analysis thus suggests that altering communication practices that compromise the quality of public participation may require attending to the interaction between communication practices, relations of power, and the larger socio-political context in which public participation takes place. 相似文献

ABSTRACTThere have been important changes in the enforcement of European Union environmental law over the last 25 years. Environmental law has traditionally been reliant on the European Commission, but the Commission has started to withdraw from enforcement. Instead, it is undertaking efforts to ‘outsource’ enforcement to environmental non-governmental organisations (NGOs) by systematically promoting access for such groups to national courts. While the Commission has indicated that it sees centralised and private enforcement as substitutes, the advantages and drawbacks of each mechanism are evaluated and it is concluded that both mechanisms have an important role to play. In particular, the private enforcement of EU environmental law is dependent on national opportunity structures that are unlikely to ever be fully liberalised and harmonised by EU procedural law. Private enforcement is therefore not a panacea for compliance problems, and the growing absence of a central enforcing authority is a cause for concern. 相似文献
