This paper performs a cost-effectiveness analysis of some of the best available technologies (BAT) that can contribute to decreasing the energy consumption and CO2 emissions in the European Union’s (EU27) cement industry. Several capital budgeting decision criteria have been used (the payback period, the net present value and the internal rate of return) to study whether or not an investment should be considered worthwhile. The results show that, independent of the capital budgeting decision criteria used, the number of cost-effective retrofitting possibilities available is large compared to the rate of improvements that the industry undertakes annually. This shows the insensitivity of the industry to financial criteria when it comes to making their investment decisions. The possible thermal energy improvement in the clinker production, if all these BATs were implemented, has been quantified to be around 10%. This achievement would place the cement industry in the upper bound of the benchmark range for clinker manufacture. However considering the delays observed nowadays in terms of diffusion of BATs in the cement industry, it requires a conducive policy environment that combines support for both technology development and to their deployment.  相似文献

Many problems and challenges of ecosystem management currently are driven by the rapid pace and spatial extent of landscape change. Parks and reserves within areas of high human population density are especially challenged to meet the recreational needs of local populations and to preserve valued environmental resources. The complex problem of managing multiple objectives and multiple resources requires an enormous quantity of information, and conceptual models have been proposed as tools for organizing and interpreting this information. Academics generally prefer a bottom-up approach to model construction that emphasizes ecologic theory and process, whereas managers often use a top-down approach that takes advantage of existing information to address more pragmatic objectives. The authors propose a formal process for developing, applying, and testing conceptual models to be used in landscape monitoring that reconciles these seemingly opposing perspectives. The four-step process embraces the role of hypothesis testing in the development of models and evaluation of their utility. An example application of the process to a network of national parks in and around Washington, DC illustrates the ability of the approach to systematically identify monitoring data that would both advance ecologic theory and inform management decisions.  相似文献

采用人力资本法估计生命价值,就人力资本法用于生命价值估计的关键问题开展研究,包括用何种指标代表人力资本、工作年限损失计算、人力资本增长预测、贴现率选择等问题。以人均收入代表人力资本,基于城市不同年龄阶段居民人口数据和基期死亡率数据计算工作年限损失。以北京市为例,计算出因空气污染所致北京市居民平均工作年限损失为11.3 a,2014年北京市城镇居民人均可支配收入为43 910元,带入人力资本模型,人均收入增长率取10%,贴现率取3%,得到对生命价值的估计结果为68.6万元;贴现率取7%,得到对生命价值的估计结果为55.7万元。  相似文献

将基于标准起飞着陆(LTO)循环各阶段工作时间的飞机排放量计算方法加以改进,利用AMDAR资料计算飞机的有效排放高度,进而准确计算出基于逐架飞机的大气污染物排放总量.结果表明,首都国际机场2013年飞机NOx、CO、HC、SO2和PM2.5排放总量分别为7042.1t、3189.9t、295.3t、429.4t和150.4t.与传统的基于LTO循环的方法相比,修正后的首都机场飞机NOx、CO、HC和SO2排放增加了23.5%、2.3%、2.1%和18.1%.飞机排放的CO、HC、SO2和PM2.5月变化较小,NOx排放受飞机有效排放高度影响月波动较大.1~2月飞机污染物排放量处于全年最低水平,8月各污染物排放达到峰值.此外,飞机在爬升和滑行/慢车两种模式下污染物排放比例最大,分别占排放总量的37.7%与36.8%.  相似文献

Abstract

Human Capital Theory came into being in the middle and later periods of the 20th century. A lot of achievements have been made on the research in its connotation, measures of the value, investment and income, function mechanism and so on, by foreign scholars. In recent 10 years of the new Millennium alternation, the “steal business effect” and the structure of human capital on the mechanism of economic rise has become the two emphasis in current foreign Human Capital Theory's research. Beijing Capital International Airport(ZBAA) is the world's second busiest airport. In this study, the emissions of air pollutants from aircraft and other sources at ZBAA in 2015 were estimated using an improved method, which considered the mixing layer height calculated based on aircraft meteorological data relay(AMDAR), instead of using the height(915 m)recommended by ICAO. The yearly emissions of NO_x, CO, VOCs, SO_2, and PM_(2.5) at the airport were 8.76 × 10~3, 4.43 × 10~3, 5.43 × 10~2, 4.80 × 10~2, and 1.49 × 10~2 ton/year, respectively. The spatial–temporal distribution of aircraft emissions was systematically analyzed to understand the emission characteristics of aircraft. The results indicated that NOxwas mainly emitted during the take-off and climb phases, accounting for 20.5% and 55.5% of the total emissions. CO and HC were mainly emitted during the taxi phase, accounting for 91.6%and 92.2% of the total emissions. Because the mixing layer height was high in summer, the emissions of aircraft were at the highest level throughout the year. Based on the detailed emissions inventory, four seasons simulation using WRF-CMAQ model was performed over the domain surrounding the airport. The results indicated that the contribution to PM_(2.5) was relatively high in winter; the average impact was about 1.15 μg/m~3 within a radius of1 km around the airport. Meanwhile, the near surroundings and southwest areas of the airport are the most sensitive to PM_(2.5).  相似文献

In an analytical model of symmetric countries with mobile capital and local or transboundary pollution we investigate whether competition in emissions taxes (or emissions caps) and capital taxes leads to efficient outcomes when governments act strategically. When they have capital taxes and emissions caps at their disposal, they refrain from taxing capital and set their caps inefficiently lax [efficient] for transboundary [local] pollution. When they have the option to tax capital and emissions, capital is subsidized [untaxed] and emissions taxes are inefficiently low [efficient] for transboundary [local] pollution. In case of transboundary pollution emissions caps are Pareto-superior to emissions taxes. That holds regardless of whether the environmental policy is applied as stand-alone policy or combined with capital tax competition.  相似文献
