Bird use of conservation tillage-established (CT—seedbed preparation without soil inversion) crops was assessed at two adjacent sites in western Hungary, in comparison with conventionally established (mouldboard ploughed—P) fields. Bird abundance was assessed in a typical rotation of spring-sown maize and winter wheat in three consecutive winters. In the first winter, several species and the guild of seed-eating passerines were significantly more abundant on CT established plots, in both crop types. In the second winter, only starlings were more abundant on CT plots. In the third winter, only skylarks favoured CT over P plots. In combination with agri-environment scheme measures designed to provide resources for biodiversity, conservation tillage could play a role in softening the impact of agriculture on farmland birds in Hungary and elsewhere in Eastern Europe, in addition to its potential for reducing soil erosion and diffuse pollution.  相似文献

连云港市地处欧亚大陆桥的东桥头堡,是沿海十四个开放城市之一,国家定位是将其建设成为连接太平洋沿岸与中亚地区的国际商贸中心和全国性的旅游城市。而目前的山丘区水土流失严重,植被稀少,生态环境恶化,与国家定位目标和连云港市发展目标相差甚远。因此在制定水土保持生态环境建设规划时,必须紧紧围绕改善生态环境这条主线,以增加农民收入和改善生存条件为突破口,因地制宜,坚持长期综合治理,方能实现“山川秀美”之目标。  相似文献

The Western Governors' Association (WGA) includes both the public lands states with their issues and the plains states, which are 98% privately owned. WGA deals with most legislation affecting biodiversity, whether the effect is direct or tangential. It will probably not be possible, or desirable, for one entity to be in charge of biodiversity conservation. The Endangered Species Act, public lands laws, agricultural laws, water law, environmental laws, and funding legislation all affect biodiversity conservation and the responsibility for it. None of them on their own are enough, and most can cause harmful unintended consequences for biodiversity. The experience of western states in developing consensus principles for reauthorization of the Endangered Species Act provides an example of common-sense ways to improve management of biodiversity, notwithstanding the complexity and large stakes involved. The WGA's proposed changes call for increasing the role of states, streamlining the act, and increasing certainty for landowners and water users. To achieve sustainable conservation for biodiversity, the better question is not “Who is/should be in charge?”, it is “How do we get this done?” To answer this, we need goals, guidance, and bottom lines from federal laws, and management and oversight at the state level, but they all need to support local on-the-ground partnerships. Sustainable conservation requires the active participation of those who live there. WGA's experience in coordinating the Great Plains Partnership as well as its work with watershed efforts shed light on what to expect. Multilevel partnerships are not easy and require a different way of doing business. The ad hoc, sitespecific processes that result do not lend themselves to being legislated, fit into organizational boxes, or scored on a budget sheet. The East Usambara Mountains, recognized as one of the 25 most important biodiversity hot spots in the world, have a high degree of species diversity and endemism that is threatened by increasing human pressure on resources. Traditional slash and burn cultivation in the area is no longer sustainable. However, it is possible to maintain land productivity, decrease land degradation, and improve rural people’s livelihood by ameliorating cultivation methods. Improved agroforestry seems to be a very convincing and suitable method for buffer zones of conservation areas. Farmers could receive a reasonable net income from their farm with little investment in terms of time, capital, and labor. By increasing the diversity and production of already existing cultivations, the pressure on natural forests can be diminished. The present study shows a significant gap between traditional cultivation methods and improved agroforestry systems in socio-economic terms. Improved agroforestry systems provide approximately double income per capita in comparison to traditional methods. More intensified cash crop cultivation in the highlands of the East Usambara also results in double income compared to that in the lowlands. However, people are sensitive to risks of changing farming practices. Encouraging farmers to apply better land management and practice sustainable cultivation of cash crops in combination with multipurpose trees would be relevant in improving their economic situation in the relatively short term. The markets of most cash crops are already available. Improved agroforestry methods could ameliorate the living conditions of the local population and protect the natural reserves from human disturbance.  相似文献

The soil erodibility index (EI) of Conservation Reserve Program (CRP) lands, which was the major criterion for CRP enrollment, was assessed for six counties in southwestern Kansas using USGS seamless digital elevation model data and Geographical Informational System techniques. The proportion of land areas with EI values of 8 or lower was less than 1% of the entire study area and most of the land areas (72.5%) were concentrated on EI values between 8 and 24. Although land acreage with EI values of 24 or higher decreased dramatically, the proportion of CRP lands to the other land-use types did not change much from low to high EI levels. The soil EI and physical soil characteristics of the CRP lands were compared to those of other land-use types. In general, the mean EI values of the land-use types were strongly correlated with physical soil properties, including organic matter content, clay content, available water capacity, permeability, and texture. CRP lands were compared in detail with cropland in terms of their soil characteristics to infer the pivotal cause of the land transformation. Although there was no significant statistical difference in EI between cropland and CRP soils, soil texture, soil family, and permeability were statistically different between the two. Statistical analyses of these three variables showed that CRP soils had coarser texture and higher permeability on average than cropland soils, indicating that CRP lands in the study area are drier than cropland soils. Therefore, soil moisture characteristics, not necessarily soil erosion potential, might have been the key factor for CRP enrollment in the study area.  相似文献

Protected areas (PAs) and payments for ecosystem services (PES) are the top two mechanisms available for countries to achieve international REDD agreements, yet there are few empirical comparisons of their effects. We estimate the impacts of PAs and PES on forest conservation, poverty reduction, and population change at the locality level in Mexico in the 2000s. Both policies conserved forest, generating an approximately 20–25% reduction in expected forest cover loss. PES created statistically significant but small poverty alleviation while PAs had overall neutral impacts on livelihoods. Estimates by individual policy type for the same level of deforestation risk indicate that biosphere reserves and PES balanced conservation and livelihood goals better than strict protected areas or mixed-use areas. This suggests that both direct and incentive-based instruments can be effective, and that policies combining sustainable financing, flexible zoning, and recognition of local economic goals are more likely to achieve conservation without harming livelihoods.  相似文献

Conflicts between local people's livelihoods and conservation have led to many unsuccessful conservation efforts and have stimulated debates on policies that might simultaneously promote sustainable management of protected areas and improve the living conditions of local people. Many government‐sponsored payments‐for‐ecosystem‐services (PES) schemes have been implemented around the world. However, few empirical assessments of their effectiveness have been conducted, and even fewer assessments have directly measured their effects on ecosystem services. We conducted an empirical and spatially explicit assessment of the conservation effectiveness of one of the world's largest PES programs through the use of a long‐term empirical data set, a satellite‐based habitat model, and spatial autoregressive analyses on direct measures of change in an ecosystem service (i.e., the provision of wildlife species habitat). Giant panda (Ailuropoda melanoleuca) habitat improved in Wolong Nature Reserve of China after the implementation of the Natural Forest Conservation Program. The improvement was more pronounced in areas monitored by local residents than those monitored by the local government, but only when a higher payment was provided. Our results suggest that the effectiveness of a PES program depends on who receives the payment and on whether the payment provides sufficient incentives. As engagement of local residents has not been incorporated in many conservation strategies elsewhere in China or around the world, our results also suggest that using an incentive‐based strategy as a complement to command‐and‐control, community‐ and norm‐based strategies may help achieve greater conservation effectiveness and provide a potential solution for the park versus people conflict.  相似文献

Laboratory studies were conducted to evaluate the effects of temperature and water pressure head on the degradation of the diketonitrile metabolite (DKN) of isoxaflutole during 84 d in samples collected in a loamy soil under conventional (CT) and conservation (MT) tillage systems. Soil temperature was the major factor controlling DKN degradation in the two tillage systems. The shortest half-lives (T1/2) were measured in the seedbed samples under MT at 25 °C and −33 cm water pressure head. We found that mouldboard ploughing under CT was responsible for the spatial variability of herbicide degradation properties, whereas under MT herbicide degradation was associated to the vertical distribution of organic matter.  相似文献
