Improving the performance of the state environmental agencies (SEAs) necessitates an effective institutionalization of governmental environmental management functions. There are examples of successful and unsuccessful SEAs in several parts of the world. Analysis and assessment of these cases can deliver useful insights for institution builders. The objective of this article is the assessment of the institutional effectiveness of the SEAs in Turkey through the perceptions of the experts using the Delphi Technique. In this regard, a checklist is developed including 16 criteria and 123 subcriteria to measure the institutional effectiveness of the SEAs. Twenty-eight national and international experts have formed a Delphi panel and evaluated the national and local conditions. Results, based on the perceptions of the experts, indicate that the overall effectiveness of the SEAs is far less than satisfactory. Negative consensus has been reached over the effectiveness of 13 of the16 criteria and 95 of the123 subcriteria; however, no consensus has been achieved over the remainder of the parameters. The survey has also proven that the Delphi Technique can be effectively used for that purpose. Utilization of the checklist method is also useful in diagnosing the problematic components of the SEAs. It is recommended that this approach be used in similar cases elsewhere.  相似文献

Humanitarian and development agencies have confronted growing insecurity in some of the regions in which they work over the course of the past decade. Consequently, aid agencies are changing their approach to security issues. Compared to aid agencies from other countries, especially the United Kingdom and the United States, German aid agencies have been relatively slow to adopt security measures. In addition, the security measures they have selected differ from one agency to another, even in comparable security contexts. The literature on organisational learning helps to explain these differences. The findings show that external and internal organisational factors influence an aid agency's choice of a particular security measure. The different responses of German aid agencies to the changing security environment demonstrate that security measures are not only influenced by an organisation's identity but also can be a way for them to demonstrate their identity and thereby distinguish themselves from other actors that deliver aid.  相似文献

How does knowledge management (KM) by a government agency responsible for environmental impact assessment (EIA) potentially contribute to better environmental assessment and management practice? Staff members at government agencies in charge of the EIA process are knowledge workers who perform judgement-oriented tasks highly reliant on individual expertise, but also grounded on the agency’s knowledge accumulated over the years. Part of an agency’s knowledge can be codified and stored in an organizational memory, but is subject to decay or loss if not properly managed. The EIA agency operating in Western Australia was used as a case study. Its KM initiatives were reviewed, knowledge repositories were identified and staff surveyed to gauge the utilisation and effectiveness of such repositories in enabling them to perform EIA tasks.  相似文献

We make a theoretical study of nitrogen cycling in a model of a grazing system with five compartments. The rates of uptake of nutrient by plants and herbivores are allowed nonlinear forms which involve no a priori assumptions about whether the system is subject to top-down or bottom-up control. We derive a method of piecewise linear approximation which allows analytical study of the system. We then use this method to investigate the properties of the equilibrium states of the system, and in particular whether the system favours donor- or recipient-control, the grazing optimization problem, and the potential benefits of herbivory to plant growth. We are able to generalise our results to all uptake functions of the same qualitative class as those considered, and to show that in general the system will tend to a stable equilibrium state of donor-controlled herbivory. In this model, the presence of the ‘right’ class of herbivore is not only beneficial to plant growth in certain circumstances, but can be essential to their survival, allowing plants to co-exist with herbivores under conditions in which they would be unable to survive alone.  相似文献

Women have the right to support that enables them to breastfeed. Supporting breastfeeding in emergencies is important because artificial feeding places mothers and children at risk. In emergencies, artificial feeding is dangerous to the infant, difficult and requires substantial resources. In contrast, breastfeeding guards infant health. It is also protective against postpartum haemorrhage, maternal depletion, maternal anaemia and closely spaced births and should therefore concern not only nutritionists, but also those involved in reproductive health. However, it is common for women's ability to breastfeed to be undermined in emergencies by the indiscriminate distribution of breast-milk substitutes and the absence of breastfeeding support. Controlling the distribution of breast-milk substitutes, providing supportive environments, and appropriate medical and practical assistance to breastfeeding women safeguards the health and well-being of mothers and babies. Greater collaboration between the nutrition and reproductive health sectors is required to promote best practice in protecting breastfeeding women and their children in emergencies.  相似文献

/ Understanding the problems of land degradation and seeking long-lasting solutions to these problems should be one of the central concerns of countries such as Ethiopia where agriculture is the mainstay of no less than 85% of the population. To this end, the collaboration of policy makers, researchers, donor agencies, and the local people is indispensable. In this paper an attempt is made to discuss the causes of land degradation and the reasons for the failure in the endeavors made to solve the problems. Possible solutions, which may help to ameliorate the situation, are also suggested. The study deals with South Wello (a region in northern Ethiopia), but the assessment is, by and large, a reflection of most of the highlands in the country. ABSTRACT: Survey data from samples of two types of Corps of Engineers planning studies have been collected. The nature of significant environmental issues affecting the studies was ascertained. Information concerning District administrative practices and communication patterns and extraorganizational coordination procedures was also obtained. Statistical analysis examined the relationships between these practices and procedures and the consideration given environmental issues in plan formulation and modification decisions. Environmental issues receive greater consideration in plan formulation decisions where District policies encourage interdisciplinary planning and direct communication between planners and environmental interests. Plan modification decisions reflect environmental considerations to a greater degree where significant controversy exists and where reviewing agencies actively pursue environmental issues.  相似文献

Governance refers to the interactions among structures, processes, and traditions that determine direction, how power is exercised, and how the views of citizens or stakeholders are incorporated into decision-making. Governance is now recognized as a critical aspect of effective conservation and is a prominent part of the Convention on Biological Diversity’s work program on protected areas. This study reports on a global survey to assess changes in governance of protected area systems between 1992 and 2002 based on responses from 41 countries. Results indicate that substantial changes have taken place with overall trends towards increased participation of more stakeholders, greater use of formal accountability mechanisms, and a wider range of participatory techniques. Many of these changes are supported by legislative and policy requirements and 75% of respondents reported changes in legislation over the past decade. Protected areas are becoming more influenced by global forces. A majority of respondents reported increased involvement of the private sector. Funding is coming from a broader range of sources, with a smaller proportion of income coming from government sources in 2002. Absolute funding amounts have increased, but almost two-thirds report that budgets fall short of requirements. Almost 90% of respondents felt that protected area governance had improved over the last decade; 67% felt that this had also led to improved management effectiveness. Respondents felt that secure funding, capacity building, and increased community involvement were the main governance needs for the future.  相似文献

根据环境保护部环境工程评估中心公布的数据,中国环境影响评价机构现状特点是:环评机构的主要类型以科研院所占比例最大,其次是公司,最少的是高等院校;区域分布特点是东部多,西部少,经济发达地区多。经济欠发达地区少;评价范围特点是从事社会区域类别的环评机构最多,其次是化工石化医药类。同时,结合中国地区经济数据和市场化的要求,指出中国环评机构的数量与区域经济状况不对称,部分环评机构的评价范围与区域产业结构不匹配,环评机构市场化程度不高。最后,提出优化中国环境影响评价机构的建议。  相似文献

Short- tomid-term climate effects are considered inareas with discontinuous permafrost andaffect routing, roadbed construction, andmaintenance decisions. National standardsare amended with Alaska-specific practicesfor unique cold-weather conditions.The Federal/State Joint Pipeline Office(JPO), responsible for monitoring ofpipeline safety under the federal lease andstate grant, in 2001 developed additionalstipulations to mitigate permafrost thawingand slope instability, including a `watchlist' of 200 wobbling VSMs on theTrans-Alaska Pipeline. This action appearsmore responsive to climate change effectsthan that of any other arctic institutionstudied. It can be attributed to thespecific authority of the JPO to monitorgeotechnical conditions at present and inthe future.In general, agencies tended to adoptincremental responses to evidence ofclimate change.  相似文献
