Most large scale resource extraction projects in Papua New Guinea (PNG) require companies to negotiate with customary landowners for access to development sites. In the discussion of process and challenges of development and operation of projects, particularly mines, the paper, basing as a case study of land use arrangements in PNG mining, has several objectives to address. First, it discusses land use arrangements in the mining industry and how they have evolved over the last few decades. Today, most of these arrangements involve pluralistic framework agreements which have been shaped by land tenure debates, civil uprisings, government initiatives and increasingly politically savvy customary landowners. This pluralistic process encourages key stakeholder involvement, particularly customary landowner participation which has been an innovative piece of sustainable mineral policy development in PNG. Second, the paper argues that ‘it is not business as usual’ for mining companies as it would generally be the case in developed and many developing countries because they are increasingly forced to be proactive in addressing landowner and community interests while managing mining projects. A brief overview of land use debates in PNG is summarised at the outset to provide background to mining and development in the country. Third, the significance of the corporate social responsibility (CSR) paradigm and its impact on business, particularly the mining industry is acknowledged intermittently in the discussion to shed light on how it is influencing development of local communities. Finally, the paper argues that the post-Bougainville period has led to a change of the old enclave model of mining development to a broad based community driven form of development around mining. However, it is difficult to predict as to how this model of mining led development in rural PNG will span out in the long run. In the meantime, genuine landowner partnerships with developers and government in the management and operation of mining projects in the country are proving to be a positive outcome for everyone despite some major challenges.  相似文献

Private landowners in East Texas, USA, were aggregated into one of four policy categories according to the degree of access allowed to their lands for hunting. Based on these categories, a logistic regression model of possible determinants of access policy was developed and probabilities of policy adoption were calculated. Overwhelmingly, attitudes toward hunting as a sport, incentives, and control over the actions of hunters were most predictive of landowners' policies. Additionally, the availability of deer was found to be negatively correlated with access, thereby suggesting management efforts to increase deer populations may be counter to increasing access. Further, probabilities derived from the model indicated that there was almost a 7 in 10 chance (0.66) that landowners would adopt policies commensurate with allowing family and personal acquaintances to hunt on their property. However, the probability of increasing access beyond this level, where access was provided for the general public, dropped off drastically to less than 5% (0.04).  相似文献

Major transitions in a multiple-use or mosaic landscape often lead to frictions among new and existing users. In this article, we consider the problem of ecological restoration within a mosaic landscape in which restoration activities elicit feedbacks from individuals and groups that are harmed by restoration outcomes. Using game theory, we identify three potential outcomes ranked by the extent of restoration of ecosystem services and processes: nonstrategic, noncooperative strategic equilibrium, and cooperative bargaining solution. We identify conditions under which additional restoration can decrease the overall flow of ecosystem services and processes. A “strategic restorationist” will cease new restoration activities when the net effect of defensive response moves by farmers offsets gains. Imperfect information regarding expected payoffs to farmers can lead to inefficient overshooting or undershooting the optimal scale, geographical positioning, and form of restoration. Gains to all parties from cooperation might exist. As a case study and to aid model design, we consider restoration activities on California’s upper Sacramento River. Castor canadensis ) management in Wyoming, USA, was sent to 5265 private-land managers and 124 public-land managers during 1993. The survey was developed in response to increasing interest in beaver management and beaver reintroduction possibilities. Private-land managers responding to the survey supplied information on 62,859 km2 of land area and 20,037 km of streams. Primary concerns about beaver damage centered on (in decreasing order of importance) blocked irrigation ditches, girdled timber, blocked culverts, and flooded pastures, roads, crops, and timber. Primary benefits that landowners perceive that beaver give them were, in order of importance, elevated water tables, increased riparian vegetation, and increased stock-watering opportunities. Public-land managers also listed these benefits and detriments among their top concerns for beaver. Over 45% of landowners with beaver on their property and all of the public-land managers displayed an interest in a beaver reintroduction program and in more proactive beaver management.  相似文献

Much has been written on public participation in local planning but very little on the involvement of landowners. This is despite the clear financial motives which encourage many landowners to participate in the local planning process. The paper demonstrates how in one case in West Yorkshire, an important historic landowner was able to exert a substantial influence on the pattern of land use allocations in an adopted local plan. Although the particular characteristics of the case study may not be found elsewhere, it helps to identify how more substantial research in this often neglected area might proceed.  相似文献
