/ Why are some environmental risks distributed disproportionately in the neighborhoods of the minorities and the poor? A hypothesis was proposed in a recent study that market dynamics contributed to the current environmental inequity. That is, locally unwanted land uses (LULUs) make the host communities home to more poor people and people of color. This hypothesis was allegedly supported by a Houston case study, whereby its author analyzed the postsiting changes of the socioeconomic characteristics of the neighborhoods surrounding solid waste facilities. I argue that such an analysis of postsiting changes alone is insufficient to test the causation hypothesis. Instead, I propose a conceptual framework for analysis of environmental equity dynamics and causation. I suggest that the presiting neighborhood dynamics and the characteristics of control neighborhoods be analyzed as the first test for the causation hypothesis. Furthermore, I present theories of neighborhood change and then examine alternative hypotheses that these theories offer for explaining neighborhood changes and for the roles of LULUs in neighborhood changes. These alternative hypotheses should be examined when analyzing the relationship between LULUs and neighborhood changes in a metropolitan area. Using this framework of analysis, I revisited the Houston case. First, I found no evidence that provided support for the hypothesis that the presence of LULUs made the neighborhoods home to more blacks and poor people, contrary to the conclusion made by the previous study. Distributive justice is a crucial aspect of disputes over locally unwanted land uses. This study examines the rise and fall in influence of a particular idea of distributive justice that originated in the 23 wards of Tokyo in the early 1970s – namely, that each of the wards should be required to dispose of its own waste within the ward. This idea – in-ward waste disposal (IWWD) – was adopted as a significant principle in waste facility siting plans, but its influence rose and fell over time until the idea was finally abandoned in 2003. Critically reviewing ideational approaches in political studies, the causes and mechanisms behind the changes in IWWD’s influence are elucidated. The result shows the importance of considering multiple, different types of variables and examining the interaction between them to explain the prominence of an idea and its change over time. 相似文献
Scholars of environmental injustice have pushed to see beyond the spatial distribution of environmental harms in studies of unwanted land uses. Building upon this work, this article examines how the complex geographies of environmental injustice play out in a coalition to prevent the construction of a coal-fired power plant in Surry County, Virginia. While spatially dispersed coalitions of negatively affected actors can strengthen efforts to prevent the construction of an unwanted land use, they can also perpetuate the environmental injustices surrounding it. To make this argument, particular attention is paid to the diverse reasons and ways differentially situated actors oppose an unwanted land use. It is demonstrated how the disparate concerns and differential tactics deployed by actors in coalitions against unwanted land uses are often embedded in and potentially contribute to longer histories of social injustice. 相似文献

Abstract: Urbanization represents a strong and increasingly more prevalent impact on stream quality worldwide. One of the characteristic effects of increased urbanization is a consistent decline in biological stream condition. The characterization of this biological degradation with increasing urbanization presents a number of advantages for the study and management of urban streams and catchments. In this paper, the limitation of biological condition with urbanization, called observed biological potential, is characterized. Using an urban intensity index and a biological index developed specifically for urban systems in the Baltimore, Maryland; Cleveland, Ohio; and San Jose, California regions, two principal techniques were compared (quantile regression and bin regression) to define observed biological potential along urban gradients. Quantile regression was selected as the preferable tool for describing observed biological potential given the consistency with which it can be applied and its statistical efficiency, however, bin quantile regression performed similarly. Having identified a numeric approximation of observed biological potential, two methods for identifying factors related to distance from potential as a way of identifying critical environmental factors affecting biological condition in urban areas were explored. The results of this work can be used for identifying benchmarks for urban stream biological condition, identifying limiting catchment characteristics, and prioritizing urban stream management efforts. 相似文献
Previous research addressing the unequal distribution of locally desirable land (LDL) has mainly ignored their associated environments (i.e., rural or urban). However, this study proposed a new framework that treats rural and urban regions separately. In rural areas, the LDLs included all public lands. In urbanized areas, the LDLs were defined as green open spaces. Potential inequities in the distribution of LDL were assessed with respect to socioeconomic characteristics of residents in the State of Georgia. Using US Census Bureau Data (2000), Census Block Groups (CBGs) adjacent to LDLs were compared to CBGs outside of LDLs on four socioeconomic variables (per capita income, occupation, education, and race) in urban, suburban and rural environments. Results showed that CBGs adjacent to LDLs were composed of statistically significant upper-class communities containing fewer blue-collar workers, more whites, and higher income and higher educated people in rural, suburban and urban areas. 相似文献
Objective: The objective of this study was to identify and quantify the motorcycle crash population that would be potential beneficiaries of 3 crash avoidance technologies recently available on passenger vehicles.
Methods: Two-vehicle crashes between a motorcycle and a passenger vehicle that occurred in the United States during 2011–2015 were classified by type, with consideration of the functionality of 3 classes of passenger vehicle crash avoidance technologies: frontal crash prevention, lane maintenance, and blind spot detection. Results were expressed as the percentage of crashes potentially preventable by each type of technology, based on all known types of 2-vehicle crashes and based on all crashes involving motorcycles.
Results: Frontal crash prevention had the largest potential to prevent 2-vehicle motorcycle crashes with passenger vehicles. The 3 technologies in sum had the potential to prevent 10% of fatal 2-vehicle crashes and 23% of police-reported crashes. However, because 2-vehicle crashes with a passenger vehicle represent fewer than half of all motorcycle crashes, these technologies represent a potential to avoid 4% of all fatal motorcycle crashes and 10% of all police-reported motorcycle crashes.
Discussion: Refining the ability of passenger vehicle crash avoidance systems to detect motorcycles represents an opportunity to improve motorcycle safety. Expanding the capabilities of these technologies represents an even greater opportunity. However, even fully realizing these opportunities can affect only a minority of motorcycle crashes and does not change the need for other motorcycle safety countermeasures such as helmets, universal helmet laws, and antilock braking systems. 相似文献
