The 2015 UN climate negotiations in Paris resulted in an inclusive, binding treaty that succeeds the Kyoto Protocol. In contrast to the failure at Copenhagen in 2009, the Paris negotiations are therefore seen as a major diplomatic success that has regenerated faith in the United Nations Framework Convention on Climate Change as a forum for dynamic multilateralism. The Paris Agreement provides a robust framework for ratcheting up efforts to combat global warming. However, the Agreement’s value will remain unclear for some time. The historical path to the Paris accord is outlined, and a preliminary assessment is offered of its key elements and outcomes.  相似文献

气候变化公约资金机制是串联全球开展应对气候变化行动的纽带,也是通过国际合作实现"2℃"乃至"1.5℃"温控目标的关键支撑。多年来,由于发达国家和发展中国家在是否依据历史责任划分履约义务上存在根本分歧,公约资金机制面临多渠道并行、运行规则多样化、资金使用分散、运行效率偏低、绩效评估欠缺等问题。本文对气候变化公约缔结20余年来各资金机制的产生和运行进行了系统梳理;对其存在的不足以及在全球气候融资体系中面临的挑战进行了剖析;并基于《巴黎协定》资金案文描述和履约要求,围绕气候资金从筹集到最终绩效产出全过程,就如何构建未来气候变化公约资金机制进行了统筹规划和设计。在机制建设层面,通过出资分摊机制以及公约下集中式管理平台的构建,确保气候资金的充足性、可预见性以及对公约的责任性;在运行操作层面,通过各渠道重点业务领域及国别资金分配体系的优化,推动气候资金的公平性和有效性;在资金使用层面,通过受援国气候资金统一管理实体和监督评估体系的建立,提高气候资金的国家主导性和环境效益。未来,公约资金机制仍将是全球开展应对气候变化国际合作的主要渠道,在《巴黎协定》达成、绿色气候基金正式运行、国际气候制度重新构建的背景下,利用资金机制推动发达国家履行公约义务,切实向发展中国家提供资金、技术和能力建设支持,对确保公约各要素的全面性和平衡性,推动全球应对气候变化行动开展,强化发展中国家集团统一立场都有着重要的现实意义。  相似文献

现有国家自主贡献机制存在约束力弱、减排力度小的问题,对此,本文在论证该机制内在缺陷的基础上,基于信息不对称理论的委托代理模型设计了减排力度调控机制。该减排力度调控机制既能使各国的自主贡献额具有强约束力,又能灵活调控各国的减排力度,并发掘各国的减排潜力。该减排力度调控机制有助于弥补现有国家自主贡献机制的缺陷,促进国际社会的减排。  相似文献

Between the tenth and twentieth century the population of Paris city increased from a few thousand to near 10 million inhabitants. In response to the growing urban demand during this period, the agrarian systems of the surrounding rural areas tremendously increased their potential for commercial export of agricultural products, made possible by a surplus of agricultural production over local consumption by humans and livestock in these areas. Expressed in terms of nitrogen, the potential for export increased from about 60 kg N/km2/year of rural territory in the Middle Ages, to more than 5,000 kg N/km2/year from modern agriculture. As a result of the balance between urban population growth and rural productivity, the rural area required to supply Paris (i.e. its food-print) did not change substantially for several centuries, remaining at the size of the Seine watershed surrounding the city (around 60,000 km2). The theoretical estimate of the size of the supplying hinterland at the end of the eighteenth century is confirmed by the figures deduced from the analysis of the historical city toll data (octroi). During the second half of the twentieth century, the ‘food-print’ of Paris reduced in size, owing to an unprecedented increase in the potential for commercial export associated with modern agricultural systems based on chemical N fertilization. We argue that analysing the capacity of territories to satisfy the demand for nitrogen-containing food products of local or distant urban population and markets might provide new and useful insights when assessing world food resource allocation in the context of increasing population and urbanization.  相似文献

2016年《巴黎协定》的正式生效是全球环境治理的重要里程碑,是国际社会在应对气候变化的艰难进程中迈出的重要一步,标志着全球环境治理从此进入履约阶段。本文基于宾夕法尼亚大学智库与公民社会项目(TTCSP)公布的《2015年全球智库指数报告》,选取其中排名前十位的国际环境智库的研究报告和环境领域中代表性学者的相关论文,对国外学术界有关《巴黎协定》履约前景的分析进行了系统梳理,并对此做出简要评述。文章在肯定《巴黎协定》有力推进国际气候治理进程的同时,也指出在新的国际形势之下,尤其是在英国正式启动脱欧进程和特朗普新任美国总统后,其履约过程中更是存在着协定之内和协定之外的众多挑战和不确定性,本文的基本结论如下:首先,协定之内面临着协定缔约方国内批准程序上的挑战;国家自主贡献的实现与发展中国家能力建设;2℃温升目标的实现前景;审评和盘点的效力评估;碳市场机制能否有效运行。其次,协定之外面临着英国脱欧的潜在气候政策变化及影响;美国气候政策的可能变化及其影响。基于对以上智库报告和相关研究论文的分析,笔者对《巴黎协定》的履约前景得出几点看法:(1)正视国际气候合作的机遇与挑战;(2)对具体议题的落实需充满信心;(3)理性冷静看待英美气候政策的可能变化;(4)鼓励环境类国际组织之外的非国家行为体展开通力合作。对此,我们应正视履约中的挑战与不确定性,做好充分的应对之策,确保履约进程的顺利完成。总之,《巴黎协定》的履约前景不容乐观,国际社会任重道远。  相似文献

美国特朗普政府宣布退出《巴黎协定》是当前全球气候治理中最受舆论关注的问题,对事态发展趋势的判断和事件影响的评估是最为亟需的。本文系统分析了特朗普政府上任后推行的一系列"去气候化"政策,以及其退出《巴黎协定》的主要动因和可能形式,同时量化评估了这些内政外交的"倒退"对美国实施国家自主贡献目标以及全球气候治理格局的实质影响,并据此提出了中国应对全球气候治理新形势变化的对策和建议。研究表明,特朗普政府"美国优先"的能源政策根植于复兴制造业和加大基础设施投资的经济利益动机,随着特朗普"去气候化"进程持续发酵,诸多气候政策面临存续风险,美国实施国家自主贡献将面临严峻挑战,"倒行政策"将有可能使美国温室气体排放出现反弹。如果不考虑中、高危气候政策,美国2025年温室气体排放也仅能相对2005年下降11.0%—14.9%,距离下降26%—28%的国家自主贡献目标相去甚远。同时,特朗普政府拒绝继续履行向发展中国家提供气候资金支持的义务,将有可能导致绿色气候基金拖欠资金总额上升117%,并进一步挫伤全球低碳投资的信心。没有美国的全球气候治理3.0时代将呈现出新的复杂特征,并不可避免地造成减排、资金和领导力缺口的持续扩大,也不排除后续会出现消极的跟随者,整体进程将可能进入一个低潮周期。虽然国际社会对中国引领全球气候治理充满期待,但中国仍应审慎对待,长远谋划应对气候变化的内政外交战略,而不应将"气候举旗"看作是一蹴而就的短期策略,对各种要求中国发挥"领导作用"的说法保持清醒头脑。在今后气候谈判中,美国仍有较大可能会二次"要价",中国作为排放大国的压力依然不容小觑,中美气候关系需要再定位。  相似文献

Just before the new round of UN climate change conference in Bonn, a survey report, named as the Climate Change in the Chinese Mind 2017, was released in Beijing. The investigation was conducted in the form of a computer-assisted telephone survey with a sample size of 4,025 samples, covering 332 prefecture-level administrative units and four municipalities in China. Urban-rural proportion and sex proportion were specially taken into account, so as to demonstrate the Chinese public awareness objectively. The investigation measures the public awareness from six aspects, which includes climate change beliefs, impacts, response, policies, actions, and the assessment of the effectiveness of climate communication. This article presents the key findings of the survey and provides further insights behind the data.  相似文献

As part of the Paris climate agreement, countries have submitted (Intended) Nationally Determined Contributions (NDCs), which includes greenhouse gas reduction proposals beyond 2020. In this paper, we apply the IMAGE integrated assessment model to estimate the annual abatement costs of achieving the NDC reduction targets, and the additional costs if countries would take targets in line with keeping global warming well below 2 °C and “pursue efforts” towards 1.5 °C. We have found that abatement costs are very sensitive to socio-economic assumptions: under Shared Socioeconomic Pathway 3 (SSP3) assumptions of slow economic growth, rapidly growing population, and high inequality, global abatement costs of achieving the unconditional NDCs are estimated at USD135 billion by 2030, which is more than twice the level as under the more sustainable socio-economic assumptions of SSP1. Furthermore, we project that the additional costs of full implementation of the conditional NDCs are substantial, ranging from 40 to 55 billion USD, depending on socio-economic assumptions. Of the ten major emitting economies, Brazil, Canada and the USA are projected to have the highest cots as share of GDP to implement the conditional NDCs, while the costs for Japan, China, Russia, and India are relatively low. Allowing for emission trading could decrease global costs substantially, by more than half for the unconditional NDCs and almost by half for the conditional NDCs. Finally, the required effort in terms of abatement costs of achieving 2030 emission levels consistent with 2 °C pathways would be at least three times higher than the costs of achieving the conditional NDCs – even though reductions need to be twice as much. For 1.5 °C, the costs would be 5–6 times as high.  相似文献

好氧反硝化菌种DF2的分离鉴定及生理生化特性分析   总被引:2,自引:0,他引:2  
分离了新型的高效反硝化细菌并研究其生物脱氮效率。通过观察形态学、生理生化鉴定和16SrRNA基因同源分析来鉴定菌种,致力于研究微生物污水脱氮处理的实际效果和克服反硝化过程中有害中间产物的积累。利用BTB培养基从水平潜流人工湿地基质中初步筛选出了9株平板阳性菌,革兰阴阳性均有。经试验研究发现该9种菌株在好氧条件下均具有一定的脱氮能力,其中以DF2和DF3 2种菌株脱氮能力最为显著,在3 d时间内NOX--N去除率达到了95%以上,NO2--N仅有微量积累;而其它7种菌株对NO3--N的去除率可以达到98%以上,但是NO2--N积累比较严重,积累量达到了NO3--N去除的50%~70%左右。经测序分析鉴定DF2和DF3分别属于德克斯氏菌属(Derxia)和假单胞菌属(Pseudomonadaceae)。德克斯氏菌属作为除氮的反硝化菌属在以往的研究中鲜有报道,该菌在好氧条件下可以合成周质NAR的亚基基因(napA)。  相似文献

ABSTRACT

Easy-to-use commercial kit-based enzyme-linked immunosorbent assays (ELISAs) have been used to detect neonicotinoid dinotefuran, clothianidin and imidacloprid in Chinese chives, which are considered a troublesome matrix for chromatographic techniques. Based on their high water solubility, water was used as an extractant. Matrix interference could be avoided substantially just diluting sample extracts. Average recoveries of insecticides from spiked samples were 85–113%, with relative standard deviation of <15%. The concentrations of insecticides detected from the spiked samples with the proposed ELISA methods correlated well with those by the reference high-performance liquid chromatography (HPLC) method. The residues analyzed by the ELISA methods were consistently 1.24 times that found by the HPLC method, attributable to loss of analyte during sample clean-up for HPLC analyses. It was revealed that the ELISA methods can be applied easily to pesticide residue analysis in troublesome matrix such as Chinese chives.  相似文献
