Situations of water scarcity challenge sustainability and threaten small users' access to water. In response to this problem, there has been a search for a method of hydrological analysis that can better represent the needs of small water users. While this search is rooted in the debate favouring a more participatory and inclusive allocation of the resource, it also requires a new focus on smallholder hydrology that can confront the gaps and biases found in current hydrological practices in many countries. This article looks at past hydrological practices and also at results of recent studies, highlighting the perspective of smallholder irrigators in surface water planning in Zimbabwe, and groundwater planning in India. These case studies show that wider social forces, not always best science, drive hydrological practices. However, new frameworks focusing on the water user can emerge for more equitable and sustainable water management. 相似文献

This article analyses the question: do attitudes towards risk influence participation in small‐scale gold mining, a hazardous activity that generates uncertain income? This question is examined by measuring and comparing the risk attitudes of gold miners and non‐mining community members in the rainforest of Suriname, South America. The author presents a multivariate model to predict the duration of work in mining areas as a function of risk tolerance, age, education, and household demographics. The results suggest that a greater tolerance to risk increases the duration of a person's mining career. However, attitudes explain only a fraction of the variation in occupational choices. Qualitative data suggest that these choices are primarily shaped by local barriers to human capital development and by national economic volatility. Given their marginal position in society and the multitude of mining risk mitigation strategies, it is questionable whether gold mining exposes Suriname forest peoples to greater risks than other subsistence alternatives. The author argues that sensitivity to local historical and cultural conditions would improve the efficiency of policies aimed at developing a more sustainable mining industry. By zooming in on the daily lives of miners, anthropology can complement macro‐scale analyses and contribute to policy interventions in the small‐scale mining sector. 相似文献

The small-scale gold and diamonds mining industry is of great importance to Ghana. Since its regularization in 1989 the sector has produced and sold over 1.5 million troy ounces of gold and 8.0 million carats of diamonds. During the same period the sector also provided direct employment to over 100,000 people and improved the socioeconomic life of many individuals and communities. However, these were largely achieved at a cost to the environment in areas where mining is carried out and there is the need to develop the industry in a sustainable manner. This paper looks at the developments in the small-scale gold and diamonds mining industry in Ghana and proposes some strategies on how the concepts of sustainable development could be applied to the industry. 相似文献

Coastal fisheries are a critical component of Pacific island food systems; they power village economies and provide nutritious aquatic foods. Many coastal women and men actively fishing in this region rely on multi-species fisheries, which given their extraordinary diversity are notoriously difficult to both characterize, and to manage. Understanding patterns of fishing, diversity of target species and drivers of these patterns can help define requirements for sustainable management and enhanced livelihoods. Here we use a 12-month data set of 8535 fishing trips undertaken by fishers across Malaita province, Solomon Islands, to create fisheries signatures for 13 communities based on the combination of two metrics; catch per unit effort (CPUE) and catch trophic levels. These signatures are in turn used as a framework for guiding suitable management recommendations in the context of community-based resource management. While a key proximate driver of these patterns was fishing gear (e.g. angling, nets or spearguns), market surveys and qualitative environmental information suggest that community fishing characteristics are coupled to local environmental features more than the market value of specific species they target. Our results demonstrate that even within a single island not all small-scale fisheries are equal, and effective management solutions ultimately depend on catering to the specific environmental characteristics around individual communities.Supplementary InformationThe online version contains supplementary material available at 10.1007/s13280-021-01690-z. 相似文献

In seeking to answer the question ‘who should be included in fisheries co-management?’, a constructive critique of the existing co-management literature is provided by filling the gaps of Habermas’s deliberative theory of democracy with Dewey’s pragmatism. Three conditions for ensuring democratic co-management are extrapolated from the theories: actors’ authority over decision making (empowerment), actors’ diversity (membership), and the right to self-nomination (procedures for external inclusion). The theoretical insights developed are supported with two examples of co-management institutions for inshore fisheries in the UK: Scottish Inshore Fisheries Groups (IFGs) and English Inshore Fisheries Conservation Authorities (IFCAs). 相似文献

This case study was developed in view of setting up a demonstration project on “revealing the profitability of clean technology in small-scale electroplating unit”. The research was conducted in a small-scale electroplating shop located in Bangkok. A set of simple in-plant control measures such as dragout recovery, spray rinsing technique and rinse water agitation were implemented. Quantitative data, obtained from the monitoring of wastewater before and after process modifications, have indicated a substantial reduction both in quantity and strength of wastewater generated. Water consumption was reduced by approx. 35% of total rinsing water, which is 19% of total process water consumption. Average metal concentrations in wastewater was reduced 73% for Cr-, 71% for Ni- and 54% for Cu-plating rinse water. 相似文献

Adaptive co-management and learning are paramount for integrated flood risk management. Relevant literature focuses on adaptation at the level of physical and societal systems. The level of projects and programmes is largely overlooked, but they comprise interventions that adapt our physical systems and they provide opportunities for learning to contribute to transitions of societal systems. This paper aims to increase understanding on how learning takes place and can be stimulated within a programme. The mixed-method case study of Room for the River, a €2.3 billion programme for flood risk management, shows that a programme can be organised using various governance arrangements to stimulate learning and be a means for adaptive co-management to deliver upon environmental objectives. 相似文献

New institutional economists have argued that there are many categories of institutions, including market and non-market institutions, which may prove economically efficient, specifically for public goods and common pool goods. The Government of India introduced a non-market community-based institution, known as Joint Forest Management (JFM), for forest management and protection in 1990. JFM is a sharing mechanism for forest planning and management based on sharing of rights and duties, control and decision-making authority over forestlands, between forest departments and local user groups. By 2001, 42 000 Village Forest Committees established under JFM were managing over 11.5 million ha forestland. These institutions have proved very useful, and have contributed to forest management as well as four aspects of sustainable human development (SHD) – ecological output, income generation, village infrastructure development, and community empowerment. New institutions are critically needed to improve the resilience of social–ecological systems globally. Watershed management offers an important model due to its ability to govern mixed-ownership landscapes through common property regimes, translating national goals into local action. Here, I assess the efficacy of state watershed management institutions in the Pacific Northwest, based on their ability to support local watershed groups. I use document analysis to describe and compare state institutions in Washington, Oregon, Idaho, and California. Results indicate that state institutional efficiency and resilience are the key factors determining watershed group activity and stability. The primary drivers of institutional efficiency and resilience were institutional unification, robust funding portfolios, low agency conflict, and strong support for economic multiplier effects, creative partnerships, and scholarly research. My findings elucidate the critical role of institutional efficiency and resilience in governing dynamic and complex social–ecological systems, enabling the flexibility to address emergent transformations. 相似文献

Recognizing the limitations common to both centralized and privatized management regimes, institutionalized resource management is beginning to incorporate the knowledge and skills of local resource users, coupled with the enabling policies and legislation of state systems, to arrive at cooperative approaches to resource management. These varying and dynamic approaches to resource management have been compelled largely through the recognition of the limited capabilities of existing management systems to adapt effectively to ecosystem change and the evolving needs of resource users. These cooperative approaches to management should not, however, be considered an institutional end-point, but rather a phase in the perpetual transition of a social system; each unique in character and individually variable depending on the resource being managed, the political climate in which management occurs, as well as the differing strategies employed by resource users to enact institutional change. Drawing from the experiences of the Whitefish Lake First Nation of Alberta, Canada, this paper presents a brief overview of the evolution of resource management theory, grounded in the real-world formation of the Whitefish Lake First Nation — Province of Alberta Cooperative Management Agreement. 相似文献
