It is increasingly obvious that social science, while not a sufficient condition for making ecosystem management effective, is a necessary condition. A social science typology of ecosystems is developed, applied, and shown to have substantial and unexpected implications for the practice of ecosystem management. Ecologists and environmental scientists, in particular, will find some conclusions uncomfortable. We examined the principal effects of different information network topologies for local adaptive management of natural resources. We used computerized agents with adaptive decision algorithms with the following three fundamental constraints: (1) Complete understanding of the processes maintaining the natural resource can never be achieved, (2) agents can only learn by experimentation and information sharing, and (3) memory is limited. The agents were given the task to manage a system that had two states: one that provided high utility returns (desired) and one that provided low returns (undesired). In addition, the threshold between the states was close to the optimal return of the desired state. We found that networks of low to moderate link densities significantly increased the resilience of the utility returns. Networks of high link densities contributed to highly synchronized behavior among the agents, which caused occasional large-scale ecological crises between periods of stable and high utility returns. A constructed network involving a small set of experimenting agents was capable of combining high utility returns with high resilience, conforming to theories underlying the concept of adaptive comanagement. We conclude that (1) the ability to manage for resilience (i.e., to stay clear of the threshold leading to the undesired state as well as the ability to re-enter the desired state following a collapse) resides in the network structure and (2) in a coupled social–ecological system, the systemwide state transition occurs not because the ecological system flips into the undesired state, but because managers lose their capacity to reorganize back to the desired state. Theoretical arguments for using a term structure of social discount rates (SDR) that declines with the time horizon have influenced government guidelines in the US and Europe. The certainty equivalent discount rate that often underpins this guidance embodies uncertainty in the primitives of the SDR, such as growth. For distant time horizons the probability distributions of these primitives are ambiguous and the certainty equivalent itself is uncertain. Yet, if a limited set of characteristics of the unknown probability distributions can be agreed upon, ‘sharp’ upper and lower bounds can be defined for the certainty-equivalent SDR. Unfortunately, even with considerable agreement on these features, these bounds are widely spread for horizons beyond 75 years. So while estimates of the present value of intergenerational impacts, including the social cost of carbon, can be bounded in the presence of this ambiguity, they typically remain so imprecise as to provide little practical guidance.  相似文献

All member states of the EU have had to develop climate strategies following the commitment to the UN Framework Convention on Climate Change and the Kyoto Protocol. The evolution of the strategies provides insights into the learning that takes place at the level of policy development and offers material for analysing how ex ante and ex post evaluations have contributed to this learning. In the analysis, Finland is used as a case demonstrating different levels and types of learning, from deeper reframing to political learning. The results show that the full potential of the evaluations has not been utilised, partly because they have been constrained by their mandate. Greater openness and transparency in the policy processes would create favourable conditions for independent evaluations that could provide additional input to the policy processes. This would support social and reflexive learning and allow for greater adaptability.  相似文献

Community and catchment-based approaches to salinity management continue to attract interest in Australia. In one such approach, Catchment Demonstration Initiative (CDI) projects were established by the Western Australian (WA) Government in 2000 for targeted investment in large-scale catchment-based demonstrations of integrated salinity management practices. The aim was to promote a process for technically-informed salinity management by landholders. This paper offers an evaluation of the effectiveness of one CDI project in the central wheatbelt of WA, covering issues including: its role in fostering adoption of salinity management options, the role of research and the technical requirements for design and implementation of on-ground works, the role of monitoring and evaluation, the identification and measurement of public and private benefits, comparison and identification of the place and value of plant-based and engineering-based options, reliance on social processes and impacts of constraints on capacity, management of governance and administration requirements and an appreciation of the value of group-based approaches.A number of factors may reduce the effectiveness of CDI-type approaches in facilitating landholder action to address salinity, many of these are socially-based. Such approaches can create considerable demands on landholders, can be expensive (because of the planning and accountability required) on the basis of dollars per hectare impacted, and can be difficult to garner ownership from all involved. An additional problem could be that few community groups would have the capacity to run such programs and disseminate the new knowledge so that the CDI-type projects can impact outside the focus catchment. In common with many publicly-funded approaches to salinity, we found that direct benefits on public assets are smaller than planned and that results from science-based requirements of monitoring and evaluation have long lead times, causing farmers to either wait for the information or act sooner and take risks based on initial results. We also found that often it is a clear outline of the process that is of most importance in decision making as opposed to the actual results. We identified limitations in regulatory processes and the capacity for local government to engage in the CDI.The opportunities that CDI-type approaches provide centre around the value of its group-based approach. We conclude that they can overcome knowledge constraints in managing salinity by fostering group-based learning, offer a structured process of trialling options so that the costs and benefits can be clearly and transparently quantified, and avoid the costly mistakes and “learning failures” of the past.  相似文献

This article develops a methodology aimed at generating a systematic social diagnosis of social and natural landscapes. The analytical process is divided into six easily replicable and causatively connected steps. The goal is two-fold: first, to present the inextricable connections between physical landscapes and the communities that occupy them. And second, to provide a fundamental tool to public policy designers that should simultaneously improve social acceptability of conservation policies and policy efficiency and effectiveness. Finally, this methodology is consciously heterogeneous from a theoretical perspective. This article puts together, in fruitful dialogue, contributions from varying places on the social theory spectrum: from political economy to poststructural theory.  相似文献

This article provides a timely review of the interdisciplinary and disjointed literature on social sustainability and identifies some readily available measures of this concept for American cities. Based upon a comprehensive review of the literature, four broad dimensions are identified as being reflective of social sustainability: equal access and opportunity, environmental justice, community and the value of place, and basic human needs. Breaking these four dimensions into measurable indicators, this research provides a method for researchers and for American cities to begin to evaluate and to assess social sustainability efforts within their jurisdictions.  相似文献

The three-rivers headwater region (THRHR) of Qinghai province, China plays a key role as source of fresh water and ecosystem services for central and eastern China. Global warming and human activities in the THRHR have threatened the ecosystem since the 1980s. Therefore, the Chinese government has included managing of the THRHR in the national strategy since 2003. The State Integrated Test and Demonstration Region of the THRHR highlights the connection with social engineering (focus on improving people’s livelihood and well-being) in managing nature reserves. Based on this program, this perspective attempts a holistic analysis of the strategic role of the THRHR, requirements for change, indices of change, and approaches to change. Long-term success of managing nature reserves requires effective combination of ecological conservation, economic development, and social progress. Thus, the philosophy of social engineering should be employed as a strategy to manage the THRHR.  相似文献

This paper investigates the role of the science-policy interface in leveraging transitions to sustainable urban water management. The paper presents a case study of the Dutch city of Rotterdam, which is increasingly regarded as a global leader in adaptive and resilient urban water management. The analysis reveals that Rotterdam’s transition has occurred incrementally over the past 15 years, driven by policy entrepreneurs: largely municipal policy makers and policy practitioners. Strategic use of the science-policy interface (SPI) has facilitated the development of innovative solutions to achieve policy goals and created the enabling conditions necessary for transformative change. The Rotterdam case suggests that an effective SPI requires: (1) compelling water narrative; (2) cross-sectoral collaboration; (3) co-production of knowledge; (4) experiential evidence-based learning; (5) strategic use of trusted scientists; (6) fostering networks; and (7) generating business from science-based innovation. Rotterdam’s strategic approach to knowledge and innovation coupled with a new narrative around water sets it apart from many other cities and adds a new dimension to debates regarding enabling factors for advancing sustainable practices. These findings will be of interest to those engaged in urban water management policy and practice, environmental governance, and debates over transitions more broadly.  相似文献
