铁路运输业污水治理系统分析

研究了乌鲁木剂铁路局系统污水治理污染控制方法及途径，提出了主要污染物为石油类，其最佳治理对策是：确定重点污染单位、污染源、用最低的治理投入，选择斜板隔油气浮工艺治理重点污染和次重点污染部门，得到较好的治理效果，否定盲目追求“零排放”的高投入方案。

Land User Participation in Developing a Computerised Decision Support System for Combating Desertification

Combating desertification in natural rangelands has recently become a priority in large parts of southern Africa. Rangeland managers, farmers, scientists, conservationists and land users have been applying a variety of restoration technologies to address this problem. Bush encroachment, as part of the desertification process, involves the natural replacement of the herbaceous plant cover by undesirable problem woody species. The active and passive restoration technologies that are applied, are mainly based on indigenous knowledge and include the chemical, mechanical or manual reclamation of unproductive rangelands, as well as the combating of woody and alien species encroachment. Indigenous practices and knowledge play a major role in the effectiveness and success rate of these technologies. This project faces the challenge of bringing together both local and scientific knowledge in a single user-friendly, computerised Decision Support System (DSS) which is directly accessible by land users to support them in the process of decision making, concerning the combating of desertification. Case studies from central and northern Namibia were used to combine qualitative and quantitative data to develop this Decision Support System. The DSS currently consists of two databases and an expert system, which evaluates the results of land users’ management practices, and provides easily accessible information and advice for participants in the system, based on the incorporated data. The DSS is also linked to national and international web sites and databases to offer a wider range of information on technologies concerning agricultural and conservation practices.     

Indicators of sustainable production: framework and methodology

This paper presents a new tool for promoting business sustainability — indicators of sustainable production. It first introduces the concept of sustainable production as defined by the Lowell Center for Sustainable Production, University of Massachusetts Lowell. Indicators of sustainable production are discussed next, including their dimensions and desirable qualities. Based on the Lowell Center Indicator Framework, the authors suggest a new methodology of core and supplemental indicators for raising companies' awareness and measuring their progress toward sustainable production systems. Twenty-two core indicators are proposed and a detailed guidance for their application is included. An eight-step model provides a context for indicator implementation. The paper concludes with a summary of the strengths and weaknesses of the methodology as well as recommendations for testing the indicators.

本文对地震台站在新时期的台站管理进行了论述。指出在防震减灾基础建设的重要时期,地震台站的管理,首先需要转变管理理念,同时应完善组织结构建设,建立激励机制。这是完成中国地震局确定的《与时俱进、开拓创新,为全面实现地震台站的现代化而奋斗》重要工作之一。     

上海市在用车推行I/M制度中检测方法的研究

对在用车实施I/M制度，采用底盘测功机模拟道路工况检测汽车排放污染物，按美国国家环保局（EPA）推荐的方法有3种：瞬态短工总法（IM240）、稳态加速模拟工况法（ASM）和瞬态短工部简易质量分析检测法（VMAS）。根据上海市的试验结果，对上述3种方法的检测精度、设备投资以及运行维护诸方面进行分析比较，阐明上海市采用VMAS方法的依据和应注意的问题，并对应采用的模拟道路工况提出了看法。     

A strategic design approach to develop sustainable product service systems: examples taken from the ‘environmentally friendly innovation’ Italian prize

The product service systems’ (PSS) sustainability potential is described in the framework of the new types of stakeholder relationships and/or partnerships, producing new convergence of economic interests, and a potential concomitant systemic resources optimization.In this perspective, it is argued that the design competencies should move towards those of the ‘strategic design’, thus introducing the concept of ‘strategic design for sustainability’: the design of an innovation strategy, shifting the business focus from designing (and selling) physical products only, to designing (and selling) a system of products and services which are jointly capable of fulfilling specific client demands, while re-orienting current unsustainable trends in production and consumption practices.Some examples of PSS are presented and discussed using the PSS categories ‘services providing added value to the product life cycle’, ‘services providing final results to customers’, and ‘services providing enabling platforms for customers’. The cases derive from an analysis of the ‘environmental friendly innovation’ yearly endowed prize submissions. The Politecnico di Milano University together with the Bocconi University and Legambiente (an environmental NGO) promotes the initiative in Italy.
