This paper considers relationships between sustainability objectives, transport, spatial design of the built environment and rational use of energy. Conventional transport modelling, housing supply and energy assessment tools are drawn together to provide a common platform for appraisal of city-wide energy use by stationary and mobile sources. The paper outlines methodologies developed for the city of Belfast, Northern Ireland. The paper concludes by briefly reviewing the effect in terms of mobile and stationary energy consumption and travel behaviour of implementing sustainable policy measures in current and future years within the study area. 相似文献

This article develops a practical proposal for progress on sustainable development law. It examines the prospects for an international sustainable development law to provide a framework for more effective, coherent governance. Sustainable development law is briefly defined and an analytical framework is provided. Different degrees of integration between economic, social and environmental law are described. Certain principles of international law related to sustainable development are also highlighted. It is argued that these principles may serve to guide law‐makers and jurists where social, economic and environmental law and policy conflict or overlap. Continuing, underlying questions of sustainable development governance are addressed and its global frameworks analysed. The article also focuses on the 2002 World Summit on Sustainable Development, held in Johannesburg in August‐September 2002, and its specific mandate for the United Nations Commission on Sustainable Development (UNCSD) to take related legal developments into account. The article advances a proposal: that governments, economic, social and environmental intergovernmental organizations and other actors establish a ‘network of inquiry’ with members from relevant groups, including legal and academic organizations, and other expert groups, in order to follow, research, analyse and debate legal developments in a balanced way. 相似文献

Although there has been a broad acknowledgment that women's local and traditional knowledge is fundamental to guarantee food security and conserve biological diversity, few women are represented at the managerial and decision‐making level of environmental movements and organizations. The United Nations, its agencies and agreements have long promoted the full and effective participation of women in decision‐making processes. So how can commitments contained in international agreements be translated into concrete actions? By using the case of the Convention on Biological Diversity, one of the key agreements adopted at the 1992 Earth Summit in Rio de Janeiro, this article analyses how gender‐equitable initiatives tend to assume an ad hoc character with few governments effectively involving women in their sustainable development strategies. Changing the patterns of energy use requires investigating how energy consumers - not experts - conceive of energy challenges. This article explores the varying beliefs, attitudes, and views on energy security in the United States among experts and residents. Based primarily on an academic literature review to distill expert views, and a survey distributed to hundreds of residents in the U.S. to capture consumer views, the study begins by explaining its methodology before identifying seven suppositions related to energy security. These suppositions involve security of fuel supply, energy democracy, energy research and development, affordability of energy services, environmental pollution, and climate change adaptation and mitigation. The second section of the study tests these suppositions with a survey distributed to 427 respondents in the United States. Three suppositions are supported, two are unsupported, and two are neither supported nor unsupported. The final section of the study offers implications for U.S. energy policy and scholarship. 相似文献

Oil activities in the Arabian Gulf can potentially affect the quality of the intake water available for coastal desalination plants. This paper addresses such situation by investigating the quality of intake water and desalinated water produced by a desalination plant located near a coastal industrial complex in United Arab Emirates (UAE). Analyses of the organic compounds on the intake seawater reported non-detected levels in most samples for the three tested organic groups; namely Polyaromatic Hydrocarbons (PAHs), Phenols, and Polychlorinated Biphenyls (PCBs). Trihalomethanes (THMs) and Haloacetic Acids (HAAs) were also tracked in the intake sea water, throughout the desalination processes, and in the final produced drinking water, to evaluate the undertaken pre- and post chlorination practices. The levels of considered Chlorination Byproducts (CBPs) were mostly found below the permissible international limits with few exceptions showing tangible levels of bromoform in the intake seawater and in the final produced drinking water as well. Lab-controlled experiments on the final produced distillate showed little contribution of its blending with small percentage of seawater upon the formation of trihalomethane and in particular, bromoform. Such results indicate that the organic precursors originated in the seawater are responsible for bromoform formation in the final distillate. 相似文献

The modern environmental management literature stresses the need for community involvement to identify indicators to monitor progress towards sustainable development and environmental management goals. The purpose of this paper is to assess the impact of participatory processes on sustainability indicator identification and environmental management in three disparate case studies. The first is a process of developing partnerships between First Nations communities, environmental groups, and forestry companies to resolve conflicts over forest management in Western Canada. The second describes a situation in Botswana where local pastoral communities worked with development researchers to reduce desertification. The third case study details an on-going government led process of developing sustainability indicators in Guernsey, UK, that was designed to monitor the environmental, social, and economic impacts of changes in the economy. The comparative assessment between case studies allows us to draw three primary conclusions. (1) The identification and collection of sustainability indicators not only provide valuable databases for making management decisions, but the process of engaging people to select indicators also provides an opportunity for community empowerment that conventional development approaches have failed to provide. (2) Multi-stakeholder processes must formally feed into decision-making forums or they risk being viewed as irrelevant by policy-makers and stakeholders. (3) Since ecological boundaries rarely meet up with political jurisdictions, it is necessary to be flexible when choosing the scale at which monitoring and decision-making occurs. This requires an awareness of major environmental pathways that run through landscapes to understand how seemingly remote areas may be connected in ways that are not immediately apparent. 相似文献

The 2015 UN climate negotiations in Paris resulted in an inclusive, binding treaty that succeeds the Kyoto Protocol. In contrast to the failure at Copenhagen in 2009, the Paris negotiations are therefore seen as a major diplomatic success that has regenerated faith in the United Nations Framework Convention on Climate Change as a forum for dynamic multilateralism. The Paris Agreement provides a robust framework for ratcheting up efforts to combat global warming. However, the Agreement’s value will remain unclear for some time. The historical path to the Paris accord is outlined, and a preliminary assessment is offered of its key elements and outcomes. 相似文献
