Press conferences are an important element of a government's communication strategy at climate change summits. From a theoretical perspective, press conferences should serve two main functions: exerting pressure in negotiations and informing the public. These functions correspond to two logics of action: a logic of consequence where governments use press conferences as negotiation tools and a logic of appropriateness where governments organize press conferences to increase transparency. Based on new data from the United Nations Framework Convention on Climate Change archives, we find limited support for these two logics of action. Neither democracies, which, we argue, are more likely to follow a logic of appropriateness, nor vulnerable countries, which are more likely to follow a logic of consequence, organize systematically more press conferences. Other factors, such as capacity and a government's function in the negotiation structure, seem to play a more important role.  相似文献

ABSTRACT: Worldwide development of water resources and control of pollution would be improved by the ability for direct, multilateral communication between workers in the dozens of different language communities involved. Current language-based problems which should be eliminated include (1) incomplete diffusion of scientific knowledge, (2) technical inbreeding, (3) unsatisfactory international conferences, (4) money wasted on translation, and (5) unstandardized technical terminology. General education in a common second language for international use can eliminate these conditions. Ethnic languages are not qualified for this purpose, because of their national biases and extreme learning difficulties. The Esperanto language is free of these limitations, and its application is recommended as a means for improving the overall performance of the industry.  相似文献

This paper focuses on experiences from a case study dealing with the Swiss type of a consensus conference called “PubliForum” concerning “Genetic Technology and Nutrition” (1999). Societal and ethical aspects of genetically modified food meanwhile can be seen as prototypes of topics depending on the involvement of the public through a participatory process. The important role of the lay perspective in this field seems to be accepted in practice. Nevertheless, there is still some theoretical controversy about the necessity and democratic legitimacy of participatory processes in general, and especially about those dealing with technological or environmental problems (sustainable development) concerning society. From an ethical point of view, a lot of heterogeneous problems concerning contents and procedures of public participation can be pointed out, not only on the theoretical level but also in practice, e.g., concerning the communication process between laypersons and experts. The intention of our paper is to give hints and to clarify criteria that support the communication process leading to a dialog of autonomous citizens and which especially consider ethical aspects in the field. One important result is that there must be an orientation for all members of a consensus conference having clear rules and knowing their different roles that support transparency, credibility, and fairness of the whole procedure and a “good product”: a substantial final document or citizens’ report. The main purpose of The NorwegianGene Technology Act (1993) is to enforcecontainment of genetically modified organisms(GMOs) and control of GMO releases.Furthermore, the Act intends to ensure that``production and use of GMOs should take placein an ethically and socially justifiable way,in accordance with the principle of sustainabledevelopment and without detrimental effects tohealth and the environment.' Hence it isobvious that, for the Norwegian authorities,sustainable development is a normativeguideline when evaluating acceptableconsequences of GMO use and production. Inaccordance with this, we have investigated theextent to which the sustainability criteriawere decisive for the destiny of one approvedand one declined application of geneticallymodified plant release. The presentunderstanding of the ecological,socio-economical, and cultural consequences ofGMO use and release is fragmentary anduncertain. We consider the PrecautionaryPrinciple and the notion of equitabledistribution as key issues within thesustainable development framework, henceconstituting important foundations for ouranalyses. The Act is legitimizingsustainability criteria, but does not seem tosecure their conversion into concrete action.We envisage a more conscious implementation ofthe Norwegian Gene Technology Act.Sustainability concerns ecological, economical,and social values, and these can only beensured through long-term thinking, initiationof independent risk-associated research, andbroad involvement of all stakeholders in theevaluation of GMO issues and concerns.  相似文献
