Corruption in emergency procurement reduces the resources available for life‐saving operations, lowers the quality of products and services provided, and diverts aid from those who need it most. 1 1 The paper is based on a study for a project of the Chr Michelsen Institute (CMI)'s U4 Anti‐Corruption Resource Centre entitled ‘Corruption in Emergencies’ (see http://www.u4.no ).
It also negatively influences public support for humanitarian relief, both in the affected country and abroad. This paper aims to unpack and analyse the following question in order to mitigate risk: how and where does corruption typically occur, and what can be done? Suggested strategies reflect a multi‐layered approach that stresses internal agency control mechanisms, conflict‐sensitive management, and the need for common systems among operators.  相似文献

Corruption is a threat to the purpose of humanitarian assistance. Until fairly recently, humanitarian assistance has not been considered an important arena in broader efforts aimed at curbing corruption, and corruption has not always been considered a particularly important concern for humanitarian assistance despite the obviously challenging nature of the context of humanitarian emergencies. Corruption, though, is a threat to humanitarian action because it can prevent assistance from getting to the people who most need it, and because it can potentially undermine public support for such assistance. This paper examines perceptions of corruption and its affects, documents best practices, and outlines gaps in understanding. It suggests recommendations for improving the capacity of humanitarian agencies to prevent and manage the risk of corruption. Agencies have taken steps to combat corruption and improve accountability--downwards and upwards--but scope remains for improvement and for greater sharing of learning and good practice.  相似文献

Illegal hunting of African elephants (Loxodonta africana) for ivory is causing rapid declines in their populations. Since 2007, illegal ivory trade has more than doubled. African elephants are facing the most serious conservation crisis since 1989, when international trade was banned. One solution proposed is establishment of a controlled legal trade in ivory. High prices for ivory mean that the incentives to obtain large quantities are high, but the quantity of tusks available for trade are biologically constrained. Within that context, effective management of a legal ivory trade would require robust systems to be in place to ensure that ivory from illegally killed elephants cannot be laundered into a legal market. At present, that is not feasible due to corruption among government officials charged with implementing wildlife‐related legislation. With organized criminal enterprises involved along the whole commodity chain, corruption enables the laundering of illegal ivory into legal or potentially legal markets. Poachers and traffickers can rapidly pay their way out of trouble, so the financial incentives to break the law heavily outweigh those of abiding by it. Maintaining reliable permitting systems and leak‐proof chains of custody in this context is challenging, and effective management breaks down. Once illegal ivory has entered the legal trade, it is difficult or impossible for enforcement officers to know what is legal and illegal. Addressing corruption throughout a trade network that permeates countries across the globe will take decades, if it can ever be achieved. That will be too late for wild African elephants at current rates of loss. If we are to conserve remaining wild populations, we must close all markets because, under current levels of corruption, they cannot be controlled in a way that does not provide opportunities for illegal ivory being laundered into legal markets. Previous research has shown that democracies exhibit stronger commitments to mitigate climate change and, generally, emit less carbon dioxide than non-democratic regimes. However, there remains much unexplained variation in how democratic regimes perform in this regard. Here it is argued that the benefits of democracy for climate change mitigation are limited in the presence of widespread corruption that reduces the capacity of democratic governments to reach climate targets and reduce CO2 emissions. Using a sample of 144 countries over 1970–2011, the previously established relationship between the amount of countries’ CO2 emissions and their level of democracy is revisited. It is empirically tested whether this relationship is instead moderated by the levels of corruption. The results indicate that more democracy is only associated with lower CO2 emissions in low-corruption contexts. If corruption is high, democracies do not seem to do better than authoritarian regimes.  相似文献

A contemporary issue of major concern is the millions of people fleeing homelands owing to political and socioeconomic challenges and seeking assistance elsewhere throughout the world. An effective response to this crisis includes support models that meet the various needs of refugee populations. In the complex system of humanitarian action, aid workers, among a multiplicity of actors, are the most important assets. This study utilised an inclusion–exclusion theoretical lens to examine the impact of their workplace experiences on activities in the context of the refugee crisis in Lebanon. In-depth interviews were held with 36 humanitarian practitioners, representing five international organisations that are involved in refugee aid programmes in the country. The study led to a new understanding of the link between inclusion and exclusion and the effectiveness of the humanitarian response to emergencies. In addition, it yielded new insights into apprehension about the national–international divide and its consequences for humanitarian assistance.  相似文献

The paper outlines a concept and proposal for the formation of ‘community based adaptation committees’ (CBACs) at the micro-level, and it explains how such local committees would act with respect to the existing organisation of disaster management in Bangladesh. It examines how the CBACs would be sustained locally without colliding with the present system of government. The main objective of this is to identify how the CBACs could act independently as per local demands, without any conflict with the existing system, in order to ensure sustainable adaptation in future. To achieve these objectives the author conducted interviews with key informants at both local and national levels, and also conducted eight participatory rapid appraisal sessions at eight coastal communities. The author finds that severe corruption is impeding the existing system of relief and rehabilitation at community levels. The paper emphasises that the government of Bangladesh urgently needs to formulate a national adaptation policy, and that within that policy the concept of CBACs at community level should be prioritised. This would provide the government with guidelines for the use, at community level, of adaptation funds from developed countries in order to reduce future vulnerability in Bangladesh.  相似文献

This paper explores corruption in global fisheries. While reducing corruption is critical for the effective management of the fisheries sector and the fulfilment of the UN's sustainable development goals (SDGs, and SDGs14 and 16 in particular), to do so, it is necessary to first have a systematic and comprehensive understanding of what corruption is and how it is manifested in the sector. There is literature on illegal, unregulated and unreported (IUU) fishing, but not much on corruption. The paper proposes an analytical framework and applies it with six revelatory cases to improve the conceptual clarity of corruption in fisheries. Specific corruption problems found in licensing, negotiating access agreements, lax enforcement, extortion, political corruption, money laundering and tax manipulation, human trafficking, etc. can therefore be better identified through this analysis, which lays a base for systematic responses to tackling corruption in fisheries and accordingly furthering the sustainable development of the sector.  相似文献

Abstract:  We argue that two problems weaken the claims of those who link corruption and the exploitation of natural resources. The first is conceptual and the second is methodological. Studies that use national-level indicators of corruption fail to note that corruption comes in many forms, at multiple levels, that may affect resource use quite differently: negatively, positively, or not at all. Without a clear causal model of the mechanism by which corruption affects resources, one should treat with caution any estimated relationship between corruption and the state of natural resources. Simple, atheoretical models linking corruption measures and natural resource use typically do not account for other important control variables pivotal to the relationship between humans and natural resources. By way of illustration of these two general concerns, we used statistical methods to demonstrate that the findings of a recent, well-known study that posits a link between corruption and decreases in forests and elephants are not robust to simple conceptual and methodological refinements. In particular, once we controlled for a few plausible anthropogenic and biophysical conditioning factors, estimated the effects in changes rather than levels so as not to confound cross-sectional and longitudinal variation, and incorporated additional observations from the same data sources, corruption levels no longer had any explanatory power.  相似文献
