Disposal of iron ore tailings along the shore of Tolo Harbour, Hong Kong has altered the adjacent environment. Due to the ever-expanding population, the vast development of various industries, and the lack of sanitary control, the existing pollution problem of Tolo Harbour is serious. The iron ore tailings consist of a moderate amount of various heavy metals, e.g., copper, iron, manganese, lead, zinc, and a lower level of macronutrients. A few living organisms have been found colonizing this manmade habitat. Higher metal contents were also found in the tissue ofPaphia sp. (clam);Scopimera intermedia (crab);Chaetomorpha brychagona (green alga);Enteromorpha crinita (green alga); andNeyraudia reynaudiana (grass). The area can be reclaimed by surface amelioration using inert materials, soils, or organic substrates, and by direct seeding, using nontolerant and tolerant plant materials. ABSTRACT: This paper describes a method of analyzing the nonquantifiable parameters which should be considered in the evaluation of engineering alternatives. The nonquantifiable parameters can include environmental impact, feasibility of implementation, and performance. The method considers rating all the alternatives on the basis of a set of criteria which reflect these parameters. A procedure is discussed for obtaining review and guidance in the evaluation of engineering alternatives from the local elected officials or governing bodies and for obtaining the views and desires of the local communities. This is achieved through the formation of project review committees and an evaluation procedure which allows for the technical rating of alternatives by the engineer and the weighing of the evaluation criteria by the political and social groups. With the growing environmental concern and the high cost of engineering projects, the involvement of the public during the evaluation of engineering projects is becoming increasingly important to the final success of the project. 相似文献

Victoria enacted EIA legislation in 1978, before any other state in Australia. The current EIA system, which is administered by the state government, is based upon non-mandatory guidelines which are far more comprehensive than the provisions of the law they elaborate. As it has matured, Victoria's EIA system has developed requirements for the consideration of alternatives, screening, scoping (with project-specific outlines), EIA report-quality checks, proponent response to public comment and the preparation of a ministerial assessment report containing recommendations. The use of consultative committees to advise on scoping and EIA report preparation is one of several public participation provisions. So far, the elementary question of whether one country’s or region’s economy is moving towards sustainability or away from it cannot be answered with unanimous consensus on the ‘measuring rod(s)’ to be employed. The main assumption of this article is that sustainability assessment needs a set of multi-dimensional indicators. From this assumption a question arises: how could such indicators be aggregated? Often, some indicators improve while others deteriorate. For instance, when incomes grow, SO2 might go down while CO2 increases. It has to be noted that this is the classical conflictual situation studied in multi-criteria decision theory. The use of a multi-criterion framework for making operational the ‘measuring of sustainability’ is discussed here by means of illustrative examples and more formal arguments. 相似文献

Well-written procedures are an integral part of any industrial organization for safe operation, managing risks, and continuous improvement. Regulatory bodies around the world require industries to have current, accurate, and appropriate procedures for most processes. Although the importance of procedures is recognized by all industries in general, significant incidents still occur due to procedural breakdowns. Some of the procedural breakdowns come from obvious problems such as the procedure not being available or the procedure being wrong. However, some incidents have occurred when correct procedures were available and the operator used those procedures. In these instances, the reason workers do not follow procedures correctly may be attributable the procedure being presented or designed in a manner that does not sufficiently communicate the information in a manner that is easily and quickly understood. This indicates that procedure writers may need more guidance on how to write and design procedures so they accomplish this. To effectively manage risk, procedures need to be technically correct (and regulatory compliant) and usable. As part of this, the current work is focused on developing a systematic approach to a procedure writer's guide that includes a regulatory compliant component. The work presented here consists of an effort to identify procedure-writing practices necessary to ensure regulatory compliance by summarizing a large sample of regulations and standards from several industries. The regulations and standards were organized to reflect common ideas and the implications in terms of human factors needs for procedure design were identified. This information will be used as part of the development of a writer's guide that accounts for human factors (HF) that includes explanations of HF implications and empirical support for each of the guidelines. The novelty of the method and information presented here is in the idea of leveraging the cumulative information available regarding procedures in regulations and standards. Incorporating this information into a procedure's writers guide in this manner may not only facilitate procedure being regulatory compliant for facilities in different geographies of the world, but could also support their being written with considerations for human performance. 相似文献
