国内外城市绿脉规划实践初探

在城市化的进程中,城市发展与生态环境建设之间的矛盾日益突出。绿脉规划作为保证城市可持续发展的一种有效手段正逐步融入到城市规划中。城市绿脉规划不但对自然资源起到保护作用,满足人们的休闲娱乐的需要,恢复并保存了有价值的文化资源,还对城市空间布局和城市生态环境建设具有引导作用。文章列举了美国、欧洲和亚洲的部分特大型城市绿脉规划的实践经验,以及我国城市在绿脉规划方面的尝试。最后,对绿脉规划过程中需要注意的问题进行了讨论并提出建议。     

城市绿地系统景观生态规划探讨

从景观生态的角度对城市绿地系统进行规划探讨,能够为绿地系统规划布局提供科学的理论指导。在介绍了对绿地系统规划有重要指导意义的景观生态理论的基础上,以常州市新北区为例,进行实证研究,概括了其绿地现状并指出了其存在一系列问题,进而利用景观生态的基本原理,对本区域的绿地系统进行规划研究。将整个研究地区分成“区域层面、分区层面以及具体规划设计层面”3个尺度层面,并且在每个层面利用景观生态中相关原理分别进行研究,最终形成层次分明、在功能上相互补充、有机联系的绿地系统结构。     

MANAGEMENT OF FLOODING IN A FULLY-DEVELOPED,LOW-COST HOUSING NEIGHBORHOOD1

ABSTRACT: Within the flood plain of the lower reach of Peaks Branch, a stream in east Dallas Texas, 500 buildings would be partially inundated by the 100-year flood. The fully-developed watershed and flood plain mainly accommodate low-cost housing. Eight alternative flooding remedies, ranging from no action to stream channelization to complete redevelopment, are considered. The alternates are evaluated in terms of their relative safety, effects on neighborhoods, required relocations of families and businesses, initial costs, and maintenance costs. Creation of a stream-side greenway, offering lakes and parks, is recommended. This plan best balances costs and required relocations with community benefits, including flood protection.     

A study of a sustainable greenway approach for a part of the Silk Road in Turkey

The article describes different steps and methodologies to create an alternative greenway with recreational, scenic, historical and cultural values in Hamsiköy-Zigana, part of Trabzon-Gümü?hane former state highway. As a first step, inventory studies and analyses were carried out to determine the cultural and natural values of the area. As the second step, area analyses studies were carried out. Depending on results of expert-based visual assessment and suitability analyses for determining the suitability of greenway planning in the study area; recreational, scenic, historical–cultural and multifunctional status of the greenway having all these three functions at the same time were mapped using suitability rank in GIS and the plan square technique. As a result, the plan squares having high suitability for the above functions were dense in the determined study, in terms of old highway and neighbourhood. In the whole area (4385.25 ha), 598.00 ha were ranked as good (A), 770.27 ha as medium (B) and 3016.98 ha as poor (C), in terms of suitability value. Seasonal assessments for recreation and scenery functions of A, B and C indicate that the area has opportunities for all seasons. As a third step, the results are discussed and some proposals suggested.     

网络分析法在城市绿网优化中的应用

2005-2020年天津总规之绿地系统规划(总规绿网),由于缺乏绿网优化配置,其生态效益仍将不尽如人意。为此,采用图论和网络分析法(ANP),构建、评价了4个具有不同连接度和生态水平的绿网方案。ANP模型计算结果表明,绿网4最大化地利用现状和潜在廊道、连接各斑块,效益排序最优,成本次优,综合效益最高,且敏感度分析证明当效益与成本比大于0.25时,首位排序稳定。协调土地利用与交通等相关规划要素,给出基于网络4的绿地系统规划方案,为总规绿网优化提供依据。ANP适用于多目标、多因子、多方案决策,可解决以往网络指数与景观指数分离问题,实现不同顶点位置的网络评价,是绿网优化的有力工具。     

绿道网规划建设与管理进展分析

绿道是将大量自然、经济、社会的景点、集聚地和示范点连接在一起的,兼具生态、体育、休闲、文化和通行功能的,彰显绿色、智慧、创新、务实和人本理念的线性生态开敞空间。经历了一百多年的发展后,绿道建设已成为一项全球性运动。绿道建设对促进城市质量提高,推动低碳生态城市建设具有重要意义。西方国家和部分亚洲国家和地区的绿道已发展到了较为成熟的阶段。我国内地引入绿道的时间较晚,但建设步伐快,发展迅速,尤其是珠三角绿道建设更为迅速。国内外在绿道网建设过程中积累了一定的经验,也存在一定的问题,为更好地推进我国绿道网建设,提高绿道网管理水平,非常有必要对国际绿道网和我国珠三角绿道网的进展状况进行分析。本文系统地介绍了绿道的发展历程,并从规划设计、建设实践、科学研究与管理等方面对绿道建设状况进行了深入分析。在总结、分析国内外绿道网建设经验与存在问题基础上,提出了我国绿道网建设对策,主要包括：（1）因地制宜,科学规划;（2）加快完善标识系统建设;（3）尽快探讨绿道网经营模式;（4）建立绿道监测与评估机制等。
