Green radicalism among local environmental officials in Sweden is examined with the aims of theoretically elaborating on different dimensions of Green radicalism in the context of public administration, exploring the dimensionality of Green radicalism among officials, and examining the extent to which Green radicalism is associated with policy influence. Three types of Green radicalism are identified: Green ethics, Green institutional change, and Green activism. Survey data (N = 701) show that the three theoretical dimensions are present among officials, and that there is no negative association between radicalism and influence. It is primarily officials with Green activism beliefs who perceive themselves as able to influence policy. These findings suggest a need for more nuanced understanding of and further studies into the role of public administration in the quest for more radical Green reforms.  相似文献

Grassroots environmental movements have recently started to question the focus on sustainable consumption as a main strategy to tackle climate change. They prefer to address individuals as citizens rather than as consumers, and focus on collective rather than individual change. Two prominent movements in this regard are Transition Towns and Climate Justice Action. While both movements criticise conventional approaches, they put forward entirely different strategies for what has to happen instead. Based on extensive qualitative research, this article analyses how these movements manifest themselves in Flanders (Belgium). The focus is on their different accounts of how and why collective practices have to be built, and the place they attribute to ‘the political’ in this. The analysis reveals the existence of two different forms of ecological citizenship: one communitarian, the other agonistic.  相似文献

胡锦涛总书记在十七大报告中指出,“建设生态文明,基本形成节约能源资源和保护生态环境的产业结构、增长方式、消费模式”。这一战略思想对中国的发展具有非常重要的意义。没有生态文明,一切文明就没有了享受的前提。思想政治教育不仅对经济政治文化建设有着重要的作用,而且在生态文明的建设过程中依然有重要的作用。加强思想政治教育生态价值的研究,对于缓解我国人口、环境、资源和能源等方面的压力以及我国生态文明建设,落实科学发展观有十分重大的意义。  相似文献

Total suspended particulate matter and deposition fluxes of particles were investigated in the town of Didouche Mourad which is located 13 km north of Constantine. Samples of air particulate matter were collected at one site located in the heart of the town and situated 3 km north of a cement plant. Samples were collected from 2 November 2002 to 28 April 2003 every 3 days using a high volume air sampler. Sampling intervals were 24 h in all cases. During the same period, samples of dust fallout were collected at the same site. Samples were collected at 30-day intervals. Lead, chromium, manganese, nickel, copper, cobalt and cadmium deposition fluxes were measured and both the soluble and insoluble fractions were determined. Furthermore, the information gathered by this study was correlated with the corresponding hourly weather data provided by a weather station installed at the study station. The possible sources for dust and trace metals were analyzed by comparing average contributions of wind aspects to the concentrations and depositions of mass and chemical species with the average frequencies of wind direction. The mean concentration was 300 μg/m3. The average dust deposition rate through the period of study was 221 mg/(m2.day). Results indicate that anthropogenic sources contribute greatly to trace elements. An exposure assessment to the heavy metals taking into account the inhalation route and soil dust ingestion was carried out and allowed direct comparison of trace metal intakes via these routes.  相似文献

A growing body of large-N cross-national studies has identified key predictors of environmental behavior. Adopting a social dilemma perspective, where individuals must choose collective over self-interest to act pro-environmentally, integrated national datasets for 30 countries are used to examine the effects of generalized trust, trust in government, leftism, and post-materialism on three types of environmental behavior (intended action, informal action, and formal action). At the individual level, all predictors but institutional trust have significant positive effects on each type of behavior. Institutional trust is associated with greater willingness to make economic sacrifice for the environment and with less frequent informal environmental behavior, but it is unrelated to formal behavior. However, at the country level, the effect of trust is limited to intended behavior and depends on the type of trust. Individuals in countries with higher generalized trust averages are less willing to sacrifice for the environment, and those in countries with higher averages of institutional trust are more willing to do so.  相似文献

Despite the increased importance of and attention to renewable energy, its share in the overall energy mix has varied significantly across countries and over time. There are many determinants of clean energy transitions; this study focuses on political constraints. Here it is argued that political systems that have fewer political constraints have fewer access points through which powerful status quo veto players can slow the progress of clean energy reforms. To test the theory, a hierarchical model is applied on a dataset of 125 countries over four decades. The results provide significant support for the theory. Furthermore, the effects for political constraints hold even when we distinguish between hydro and non-hydro renewable sources and control for regime type. This study builds on research that recognizes the importance of politics in understanding the challenges and opportunities of clean energy reform.  相似文献

Caveats concerning the ability of personality to predict job performance have been raised because of seemingly modest criterion‐related validity. The goal of the present research was to test whether narrowing the context via the type of job (i.e., jobs with complex task demands) and adding a social skill‐related moderator (i.e., political skill) would improve performance prediction. Further, along with political skill, the broad factor of personality demonstrated in prior research to have the strongest criterion validity (i.e., conscientiousness) was joined with a narrow construct closely related to openness to experience (i.e., learning approach) in a three‐way interactive prediction of supervisor‐rated task performance. With the employee–supervisor dyads among professionals, but not with the control group of non‐professional employees, task performance was predicted by the three‐way interaction, such that those high on all three received the highest performance ratings. ABSTRACT: The waters of the Colorado River are divided among seven states according to a complex ‘Law of the River’ drawn from interstate compacts, international treaties, statutes, and regulations. The Law of the River creates certain priorities among the states and the Republic of Mexico, and in the event of a severe sustained drought, the Law of the River dictates the distribution of water and operation of the elaborate reservoir system. Earlier work indicated that there is remarkable resilience in the system for established uses of water in the Lower Basin of the Colorado River. This work shows, based on an application of the Law of the River using computer modeling of operations of facilities on the Colorado River, that there may be serious environmental consequences and related legal restraints on how the water is used in times of shortage and that the existing legal and institutional framework governing the Colorado River does not adequately address all the issues that would be raised in a severe sustained drought. Several possible legal options for dealing with drought in the context of the Law of the River are identified.  相似文献

ABSTRACT: We evaluated the effects of institutional responses developed for coping with a severe sustained drought (SSD) in the Colorado River Basin on selected system variables using a SSD inflow hydrology derived from the drought which occurred in the Colorado River basin from 1579–1616. Institutional responses considered are reverse equalization, salinity reduction, minimum flow requirements, and temporary suspension of the delivery obligation of the Colorado River Compact. Selected system variables (reservoir contents, streamflows, consumptive uses, salinity, and power generation) from scenarios incorporating the drought-coping responses were compared to those from Baseline conditions using the current operating criteria. The coping responses successfully mitigated some impacts of the SSD on consumptive uses in the Upper Basin with only slight impacts on consumptive uses in the Lower Basin, and successfully maintained specified minimum streamflows throughout the drought with no apparent effect on consumptive uses. The impacts of the coping responses on other system variables were not as clear cut. We also assessed the effects of the drought-coping responses to normal and wet hydrologic conditions to determine if they were overly conservative. The results show that the rules would have inconsequential effects on the system during normal and wet years.  相似文献
