本文以山东省设区市地方政府土地出让行为作为研究对象,通过构建空间面板模型,从价格和数量两个维度,全面检验了地方政府商服、住宅、工业用地出让的策略互动行为,并利用空间计量工具,分析了地方政府土地出让策略互动行为的影响。研究发现:(1)山东省内地方政府商服、住宅、工业用地出让价格以及工业用地出让量存在显著的策略互动,地方政府的商服、住宅、工业用地出让价格以及工业用地出让量,不仅会受城市自身情况的约束,还会受邻近地区地方政府土地出让行为的影响,外在表现为你涨我跌、你增我减的反向变动格局;(2)由于未考虑策略互动,传统计量经济学非空间面板模型对地方政府土地出让行为影响因素的估计普遍存在偏误。对于商服用地出让价格,第三产业比重、人口密度的影响分别被低估了33.33%、13.08%;对于住宅用地出让价格,人口城镇化率、人均可支配收入的影响分别被低估了20.00%、9.98%,人口密度的影响被高估了32.34%;对于工业用地出让价格,人均外商直接投资的影响被高估了3.68%;对于工业用地出让量,第二产业比重、地均工业产值的影响分别被高估了13.95%、31.36%;(3)地方政府土地出让行为的影响因素普遍存在明显的空间溢出效应。对于商服用地出让价格,具有空间溢出效应的影响因素为人口密度;对于住宅用地出让价格,具有空间溢出效应的影响因素为人口城镇化率、人口密度、人均可支配收入;对于工业用地出让价格,具有空间溢出效应的影响因素为人均外商直接投资、地均固定资产投资;对于工业用地出让量,具有空间溢出效应的影响因素为第二产业比重、地均固定资产投资。  相似文献

To better address the requirements of the changing multilateral order, the United Nations Industrial Development Organization (UNIDO) Cleaner Production Programme, in 2004, developed the new Sustainable Industrial Resource Management (SIRM) approach. This approach is in accordance with the principles decided at the United Nations Conference on Environment and Development (UNCED) in Rio de Janeiro, Brazil in 1992. Unlike the traditional approaches to environmental management, the SIRM concept captures the idea of achieving sustainable industrial development through the implementation of circular material and energy flows in the entire production chain and reduction of the amount of material and energy used with greater efficiency solutions. The SIRM approach seeks to develop new models to encourage a shift from selling products to supplying services, modifying, in this manner, the supplier/user relationship and resulting in a win-win situation for the economy and the environment. Chemical Leasing represents such a new service-oriented business model and is currently being promoted by UNIDO′s Cleaner Production Programme. Main Features. One of the potential approaches to address the problems related to ineffective use and over-consumption of chemicals is the development and implementation of Chemical Leasing business models. These provide concrete solutions to the effective management of chemicals and on the ways negative releases to the environment can be reduced. The Chemical Leasing approach is a strategy that addresses the obligations of the changing international chemicals policy by focusing on a more service-oriented strategy. Mexico is one of the countries that were selected for the implementation of UNIDO's demonstration project to promote Chemical Leasing models in the country. The target sector of this project is the chemical industry, which is expected to shift their traditional business concept towards a more service and value-added approach. This is being achieved through the development of company specific business models that implement the above-indicated Chemical Leasing concept with the support from the Mexican National Cleaner Production Centre (NCPC). Results and Conclusions. The implementation of Chemical Leasing in Mexico has proven to be an efficient instrument in enhancing sustainable chemical management and significantly reducing emissions in Mexico. Several companies from the chemical industrial sector implement or agreed to implement chemical leasing business models. Based on the positive findings of the project, several Mexican companies started to negotiate contents of possible Chemical Leasing contracts with suitable business partners. The project further aimed at disseminating information on Chemical Leasing. It successfully attracted globally operating companies in the chemicals sector to explore possibilities to implement Chemical Leasing business models in Mexico. At the international level, the results of the UNIDO project were presented on 20TH September 2005 during a side event of the Strategic Approach to International Chemicals Management (SAICM) Preparation Conference in Vienna. Recommendations and Outlook. To facilitate the promotion and application of Chemical Leasing project at international level, UNIDO is currently developing a number of tools to standardize Chemical Leasing projects. These include, among others, Chemical leasing contract models; Chemical Leasing data base to find partners for chemical leasing; and guidelines to implement Chemical Leasing projects and work programmes.  相似文献

试验对比了不同离子交换树脂(CER)含量和pH条件下胞外聚合物(EPS)的提取效果差异。结果表明,EPS各组分提取浓度均随离子交换树脂用量增加而增加,但各组分趋势不同。TOC的最佳树脂剂量为100 g CER/g VSS,而蛋白质、多糖和DNA的最佳树脂剂量约为70 g CER/g VSS。pH值对TOC、DNA和多糖的提取浓度影响较小,但对蛋白质影响比较大。各提取条件下,EPS各组分提取浓度随时间的变化过程可以分为平稳增长期、快速增长期及稳定期。  相似文献

对两种不同来源的活性污泥中EPS的提取效率进行了研究,采用的提取方法有NaOH法,阳离子交换树脂法(CER法),加热法和离心法。结果表明,CER法是两种污泥EPS提取中最有效的方法。经过16h的提取,EPS中DNA的含量分别为0.73%和1.61%,这表明EPS的提取没有受到胞内物质的污染。两种污泥EPS的提取量分别为74mg/gVSS和80mg/gVSS,其中多糖和蛋白质是EPS的主要成分。在研究中,CER法最佳提取时间为8h,高搅拌强度和CER投加量都有利于EPS提取量的增加。  相似文献

迄今,西方社会早已迈过严重污染阶段(如雾霾),环境责任承担(CER)几乎成为跨国企业的标准范式,全面回顾国外CER研究对深处环境危机中的中国来说具有很强的现实意义。本文回顾了国外学术界从商业伦理、利益相关者管理、战略管理、环境行为及环境绩效视角的CER研究,归纳总结了CER概念主张及维度测量。研究发现,制度环境、市场状况、产业现状、利益相关者等是促成企业CER行动的外部因素,而企业规模、发展战略、治理结构以及技术条件等是制约CER行动的内部因素,内外多种因素的整合作用决定企业CER行为。此外,研究还发现,CER可以提升资源利用效率、降低成本费用与提升技术能力等,还能够帮助企业获得良好声誉和改善品牌形象,在一定条件下也可帮助企业建构可持续竞争优势,甚至对企业的财务绩效产生积极影响。最后,本文展望了CER研究的全球本土化、创新性、实务性以及中小企业化等发展方向,并分析探讨了国外CER研究对中国本土研究和CER实务的启示。  相似文献

The emissions trading provisions of the Kyoto Protocol and its clean development mechanism (CDM) are designed to permit greenhouse gas (GHG) emission reductions at the lowest cost globally. However, to ensure climate integrity, these reductions must pass through vigilant approval, monitoring and evaluation procedures that create additional transaction costs unrelated to the physical process of eliminating GHGs. Moreover, the CDM's additionality criterion creates constraints that magnify the influence of these transaction costs on project viability. If these costs are extreme, they could undermine the success of the CDM, and possibly of the Kyoto Protocol itself. This article describes the trading provisions of the treaty, creates a working definition of transaction costs, and discusses their effects. It then analyzes the process of creating a CDM project to identify the sources of transaction costs, illustrated by an example of a fuel substitution project in Ghana. The conditions for project profitability are analyzed and compared with recent GHG emission credit prices in Europe. The specific Ghanaian results are not generalizable to all CDM projects, but the model does suggest a template that can be used to analyze the effects of project and transaction costs in other contexts.  相似文献

Their use is not restricted to the chemical enterprises per se, but is a crucial part of production processes in a lot of industrial sectors. Traditional instruments of environmental policy (such as bans, restrictions) can only deal with the most hazardous substances. The Johannesburg Implementation Plan of 2002 calls for more sustainable patterns of production and consumption, and sets the year of 2020 as a goal to use chemicals in a way that human health and the environment are not endangered. Political instruments should not only gather more knowledge about the properties of chemicals, but should also stimulate the environmentally sound use of chemicals. Existing business models should therefore be reviewed in relation to this strategic approach to encourage marketing options with respect to the environmental focus.Main Features Business models were examined for their effects on the consumption of chemicals and amount of waste emissions in relation to their economic potential. Different possibilities for cooperation of supplier, user and disposal companies were elaborated and examined with a view to the specific situation in Austria.Results and Discussion A range of cooperative models – summarised under the term ‘chemical leasing’ - was identified, which can contribute to a more efficient use of resources. 12 main possible application areas (cleaning, lubrication, paint stripping and others) have been identified in Austria. If chemical leasing models were applied in these areas, the amounts of chemicals currently used could be reduced by one third (53,000 tonnes per year). Cost reductions of up to 15 % can be expected.Conclusion The application of chemical leasing models can contribute considerably to achieving more sustainable and resource-efficient patterns of production. The Austrian Ministry for Environment has therefore decided to subsidise the further practical implementation of these new service-oriented business models. Pilot projects in 4 enterprises, which are supervised by consulting companies, are currently being carried out. Recommendation and Outlook The experiences of the pilot projects will serve as valuable building blocks for the wider use of chemical leasing models. Furthermore, the UNIDO Cleaner Production Centres have expressed their clear interest and will examine the possibility to use chemical leasing as a part of their Cleaner Production Programmes.  相似文献

As vegetation is an unstable dynamicsystem, emission credits generated bycarbon (C) sink projects under the CleanDevelopment Mechanism (CDM) of the UN Framework Convention on Climate Change (FCCC) KyotoProtocol suffer from an inherent permanencerisk. Thispresent article discusses the pros and consof both approaches, which have beenbrought forward as more or less unrelatedalternatives. This review provides an innovative approach of treating palm oil mill effluent (POME) from open pond and closed anaerobic sludge reactor for generation of green energy in the form of biogas containing methane. Improper techniques for the treatment and management of POME produce hazards to people and contribute to global warming. In all over the world, the total crude oil palm production in the countries like Malaysia, Indonesia, Africa, Latin America, Asian countries, Solomons and other were around 51, 31, 7, 6, 3, 2 and 1% compared with soya 41.8% and coconut 3.48%, respectively. In the year 2014–15, Malaysia generated at least 87.8 million tonnes of palm effluent per year. Various studies reveal that about 80% of palm effluent is disposed off partially treated in open dumps. The generated certified emission reductions (CERs) estimated and favoured the treatment of POME in anaerobic reactor by replacing open lagoon of aerobic system for cleaner production. The clean development mechanism (CDM) encourages the utilisation of upflow anaerobic sludge blanket reactors for POME treatment and methane capture to earn CER credits as a source of revenue.  相似文献

Corporate Environmental Responsibility (CER) is the subsystem of Corporate Social Responsibility (CSR), which continues to increase prominence in the global economy. Nowadays, CER becomes more important in corporate sustainable development. Based on Carroll’s pyramid mode of CSR, this article explores the systematic feature of CER. From a systematic perspective, it sorts out its elements, structure, function, and principles of CER. And the four levels of economic, legal, ethical, and charitable structure are emphasized. With these considerations interpreted into practice, success will be achieved in potential cost savings, technological innovation, increased public acceptance, and better relations with governments.  相似文献
