A review of EMAS in Greece: is it effective?

EMAS certification is a common practice among the European companies. However, based on the data from the Greek Ministry of Environment, only 10 companies were EMAS certified in Greece by December 2003. The aim of this study is to identify and summarize the experiences of the EMAS certified companies that operate in Greece. Based on the results of the study, the major advantage from the EMAS implementation seems to be the closer monitoring of the production process while the main cost item is the infrastructure upgrading.     

Teil III: Praktische Erfahrungen mit dem Umweltmanagement in der Landwirtschaft

Zusammenfassung  Im Rahmen praktischer Untersuchungen der Autoren zu Umweltmanagementsystemen in der Landwirtschaft, und hier insbesondere der Umweltprüfung, zeigen sich die Besonderheiten der Agrarwirtschaft im Implementierungsproze?. Einige Bereiche k?nnen relativ einfach umgesetzt werden, andere Aspekte bedürfen einer differenzierteren Methodik als bei anderen Wirtschaftsbereichen. W?hrend sich das Managementaudit durch die übersichtliche Organisationsstruktur landwirtschaftlicher Betriebe meist als unkritisch erweist, werden beim Wirkungsund Rechtsaudit einige bereichsspezifische Probleme erkannt. Das Wirkungsaudit zeigt dem Anwender nach der Einführung einer neuen, speziell auf die Landwirtschaft angepa?ten Methodik der Stoffstrombilanzierung praxisorientierte Handlungspotentiale. Die Ergebnisse k?nnen je nach Bedarf auf Betriebs-, Betriebszweigoder Kostentr?gerebene ausgewiesen relevant, da sie einhohes ?kologischen Gef?hrdungspotential besitzen und bei den praktischen Erhebungen h?ufig Gegenstand von Beanstandungen waren. Diese betreffen vor allem die Lagerung von umweltrelevanten Stoffen (Pflanzenschutzmittel, Diesel, Jauche, Gülle, Festmist oder Sickers?fte) sowie die etwaigen Notwendigkeit und Beschaffenheit eines Waschplatzes. Public regulatory relief and the adoption of environmental management systems: a European survey

An increasing number of organizations across the world have adopted Environmental Management Systems (EMSs) based on certifiable standards, notably the European Eco-Management and Audit Scheme (EMAS) and the ISO 14001 standards. Although the specialized literature has studied the motivations, obstacles and benefits of the adoption of these standards for EMSs extensively, the impact of the public incentives on the adoption of such environmental management tools has been overlooked. In order to fill this gap in the literature, this article aims to shed light on the level of companies' knowledge and application of the main regulatory relief initiatives provided by public administrations around the EU for organizations with a certified EMS. For that purpose, this article summarizes the main findings of a survey carried out with the participation of 244 European EMAS-registered organizations. The findings of the survey highlight the fact that most of the surveyed companies have adopted or benefitted from some form of regulatory relief, mainly by making use of the measures granting an extended duration of some permits (44%), reductions in financial guarantees in the waste-treatment sector (31%) and tax reductions (26%). Moreover, it emerges that, among countries, the role of regulatory relief to support companies in the path to the adoption of EMSs is not univocal.     

Cleaner production as a means for effective environmental management

Cleaner production is a strategy to prevent emissions at the source and to initiate a continuous preventive improvement of environmental performance of organizations. In terms of Cleaner production the focus of management should be on prevention rather than on cure in avoiding environmental problems. The inclusion of commitment to prevention in the environmental policy is one prerequisite of the standard ISO 14001. But how can a formalized environmental management system help to start a process of continuous improvement and voluntary self regulation? We conclude from our experience that Cleaner production and ISO 14001 go well together and support each other in helping an organization to really decrease its environmental effect. Analysing environmental management systems introduced on the basis of Cleaner production projects demonstrates, that Cleaner production supplies management and employees with systematic tools to decrease the environmental impact and at the same time save costs from inefficient use of materials and energy and motivates the organization as well by creating awareness throughout the enterprise.     

Teil II: L?sungsans?tze für den landwirtschaftlichen Betrieb bei der Implementierung eines Umweltmanagementsystems

Zusammenfassung  Die Erfassung der Ist-Situation im Rahmen der Umweltprüfung bildet die Grundlage für effiziente Schritte im Rahmen der Implementierung von Umweltmanagementsystemen (UMS). Diese Basis-analyse stützt sich auf die Elemente Wirkungsaudit, Management-audit und Rechtsaudit. Durch die optimale Ausgestaltung einer Umweltprüfung wird bei der Implementierung eines UMS auch in der Landwirtschaft die Basis für einen maximalen Nutzen des Anwenders geschaffen. Dieser Nutzen ist etwa für den Betrieb in seinen Innenbeziehungen, die Transparenz der Betriebsabl?ufe, ?konomische Gesichtspunkte, wie z.B. Einsparpotentiale, Informationsgewinnung sowie Effizienzgesichtspunkte durch die Dokumentation der Ablauforganisation. Darüber hinaus nutzt ein UMS bei externen Anforderungen, wie z.B. beim Umgang mit der ?ffentlichkeit, Marktpartnern, der Stellung gegenüber Beh?rden, Deregulierung oder Haftungsminimierung.
