On 30 May 2008, the Government of the Netherlands informed the national parliament about the effectiveness of preventive evacuation of coastal and river areas in case of flooding. Analysis of a case study showed that it is impossible to evacuate coastal areas preventively within a 48-hour time span preceding a worst credible scenario flood caused by a storm surge. This fact illustrates the need for alternative evacuation strategies, such as vertical evacuation (evacuating to safe havens, inside the flood zone) or shelter-in-place (hiding), to reduce loss of life and the impact of the evacuation. This paper defines these strategies and demonstrates, by returning to the case study used by the Dutch government, that they require different measures, methods of approach, and crisis management processes. In addition, it addresses the need for flexible and scalable preparation so that after detecting and understanding the threat, authorities and citizens can make decisions about different evacuation strategies. 相似文献

An important implication of agricultural modernization has been the break-down of interlinkages between farming, ecology and society. Historically, farming systems evolved from the specific responses of farming communities to local ecological conditions. The totality of regionalized farming systems arising out of this co-production moulded the countryside into an ‘archipelago’ of differentiated ruralities. During the period of agricultural modernization, the nature of co-production changed thoroughly. The natural elements in co-production were increasingly artificialized or replaced by industrial artefacts. This paper analyses the emergence of environmental cooperatives in the Netherlands as a movement towards a renewed embedding of farming in its local environment. Environmental cooperatives are local farmers associations that promote activities related to sustainable agriculture and rural development and claim to be actively involved in effectuating rural policies in their locale. Since the foundation of the first cooperative in 1992, numbers have rapidly grown to over 100. This paper examines the genesis and practices of environmental cooperatives and assesses their socio-economic and ecological impact. The importance lies most of all, so the authors contend, in that they represent valuable ‘field laboratories’ for building stimulating and supportive institutional contexts for remodelling Dutch farming along the lines of environmental and economic sustainability. Over the past few decades, there has been an increasing interest in the active involvement of local stakeholders in the management of floods in Europe. Such involvement is seen as necessary as the management of floods becomes more complex. Management approaches now seek to include a range of potential measures to reduce risk (e.g. structural defence, spatial planning and property-level protection measures). Local stakeholder involvement is seen to be important because governments lack the capacities such as knowledge and funding required to deliver all these measures alone. This paper focuses on the implications that more participative approaches have on the fairness of European flood risk management (FRM). Studies of environmental justice are well placed to address this question because they are interested in who is included and excluded from decisions related to the distribution of environmental goods (resources) and bads (risks). Existing literature suggests that fair decision-making processes (procedural justice) can lead to fair distribution or resources and risks (distributive justice). This literature review of 30 peer-reviewed papers provides an analysis of justice and FRM by assessing practices of participation which are presented in the recent literature on local stakeholder involvement in FRM in England, Germany and the Netherlands. It was found that participation in practice generally focuses on transferring responsibility to the local level at the expense of power. This paper discusses the implications that this finding has for justice and synthesises potential ways forward based on recommendations of the reviewed literature. 相似文献

A traditional view of decision‐making for evacuation planning is that, given an uncertain threat, there is a deterministic way of defining the best decision. In other words, there is a linear relation between threat, decision, and execution consequences. Alternatives and the impact of uncertainties are not taken into account. This study considers the ‘top strategic decision‐making’ for mass evacuation owing to flooding in the Netherlands. It reveals that the top strategic decision‐making process itself is probabilistic because of the decision‐makers involved and their crisis managers (as advisers). The paper concludes that deterministic planning is not sufficient, and it recommends probabilistic planning that considers uncertainties in the decision‐making process itself as well as other uncertainties, such as forecasts, citizens responses, and the capacity of infrastructure. This results in less optimistic, but more realistic, strategies and a need to pay attention to alternative strategies. 相似文献

The current research provides guidance on the prevention and mitigation of dust explosion using a Quantitative Risk Management Framework (QRMF). Using concepts drawn from previous studies, the framework consists of three main steps: (i) a new combined safety management protocol, (ii) the use of DESC (Dust Explosion Simulation Code) and FTA (Fault Tree Analysis) to assess explosion consequences and likelihood, respectively, and (iii) application of the hierarchy of controls (inherent, engineered and procedural safety). QRMF assessment of an industrial case study showed that the original process was at high risk. DESC simulations and Probit equations determined the destructive percentages. FTAs revealed high probabilities of explosion occurrence; in addition, detailed individual and societal risks calculations were made, before and after the framework was applied. Based on the hierarchy of controls technique, the framework showed significant risk reduction to the point where the residual risk was acceptable for the process. 相似文献

For improvement of the accessibility and use of environmental information a prototype national reference center (CIMI) was constructed in the Netherlands in 1986. Target groups were identified on the basis of an analysis of the demand side. They were questioned about their needs in the field of environmental information. On the basis of these experiences an automated integrated system has been built that is composed of subsystems for reference to expertise in organizations (specialisms), literature, research, and databases of site-specific data. This system is also equipped with a thesaurus. The system has been tested and examined in several ways. The outcome of these independent tests and investigations confirm the usefulness of this center for information transfer. The reference center can be helpful in providing overviews on and structuring of environmental information in the Netherlands. The results of the activities have been presented in several ways and were described extensively in a number of reports. 相似文献

Much quantitative research examining the determinants of the ecological footprint has been conducted cross-nationally, where data on cross-boundary flows have been readily available. While local-level studies of the footprint do exist for specific localities, most quantitative research at this scale has examined direct environmental impacts attributed to the internal activities of the locality, for instance, carbon emissions. Our analysis builds on this previous work by exploiting a local-level carbon footprint dataset with coverage for 28,321 zip codes across the United States. Following prior research, we focus on the effect of local affluence, measured in terms of median household income. In spatial regression models, we regress the per capita carbon footprint on local affluence, controlling for a variety of other factors. Consistent with previous work, we find that affluence is positively correlated the carbon footprint and there is no evidence of an environmental Kuznets curve. In the conclusion, we review the results of the study and discuss their implications for policy, specifically in terms of cross-boundary environmental problems. 相似文献

In environmental management there is often discussion on the allocation of responsibilities. Such discussions can continue for a long time and can form an obstacle for effective action. In this article twelve normative principles for the allocation of responsibilities are identified, coming from three different sources: the arguments used in discussions on responsibilities, Dutch and European law, and the environmental management literature. The principles are (1) capacity, (2) lowest social costs, (3) causation, (4) interest, (5) scale, (6) subsidiarity, (7) structural integration, (8) separation, (9) solidarity, (10) transparency, (11) stability (but not standstill), and (12) acquired rights. These principles point to fundamental tensions in environmental management and sometimes conflict with each other. At the same time they may help to resolve conflicts by providing common points of reference that are independent from the often conflicting interests of the discussants. 相似文献

During the past three decades environmental monitoringsystems covering an immense variety of environmentalproblems emerged rapidly throughout the world. In The Netherlands the entire spectrum of monitoring systemsis present. Their development is especially interesting because of the Dutch complex environmental landscape: a result of the combination of a natural setting with a high small-scale variation and an intense use of the available space by both industry and agriculture. This necessitates a well balanced environmental policy wherein monitoring ofboth environmental compartments and environmental policy itself plays an important role. In this article we focus on abiotic systems, whereby the development of monitoring will be related to that of environmental policy in general. Some general lines emerge: from quantity towards quality, from single pollutants towards environmentally harmful processes as a whole, and from a focus on human health and safety towards integrated environmental management. Because The Netherlands is a highly organized and highly educatedsociety, reacting fast and flexible to new problems, this progression has happened quickly. However, still much remains to be desired and flexibility not necessarily guarantees optimal routes of development. Paramount is the development of sophisticated and robust monitoring systems that truly support integrated environmental management.
